Manager, Procurement Governance and Reporting

Summary of Duties

Reporting to Senior Manager, Procurement and Supply Services, the Manager, Procurement Governance and Reporting provides corporate leadership for procurement governance, policy compliance, planning, systems stewardship, and enterprise-wide reporting. The role ensures procurement activities are consistent, transparent, auditable, and aligned with Council priorities and accountability governance frameworks.

Work Performed

  • Provide leadership in the coordination and delivery of planning, governance and reporting that contribute to strategic initiatives and align with the City’s Procurement of Goods and Services policy.
  • Manage employees, including hiring, coaching, administration, employee development and performance.
  • Provide interpretation and oversight of the Procurement of Goods and Services Policy and its schedules.
  • Lead the development, implementation, and maintenance of corporate procurement operating procedures and administrative practices required to operationalize the Procurement of Goods and Services Policy, ensuring consistent application across the corporation
  • Monitor compliance trends, identify systemic issues, and recommend governance improvements to strengthen controls and reduce risk across the corporation. Address audit findings as required.
  • Lead the corporate procurement planning and intake process, including oversight of Procurement Initiation Approvals (PIAs). Establish planning standards, service-level expectations, and workload forecasting to ensure procurement resources are aligned with organizational priorities and project timelines.
  • Act as the business owner for procurement-related systems, workflows and reporting tools. Ensure data integrity, appropriate controls, consistent usage, and integration between systems.
  • Lead the development and delivery of corporate procurement reporting. Ensure reporting is accurate, timely, and aligned with Finance Supports reporting standards.
  • Coordinate internal and external procurement-related audits, support evidence requests, track corrective actions, and strengthen internal-control frameworks.
  • Design corporate reporting frameworks that reconcile data from multiple systems and Service Areas for reporting to Senior Leadership and Council.
  • Demonstrate commitment and promotion of anti-racism, anti-oppression, and human rights in all operations, policies and programs.
  • Promote and adhere to health and safety legislation and foster a culture of safety with direct reports.
  • Provide information and recommendations to the Senior Manager, Procurement and Supply Services on priorities within the area. Implement strategies as required.
  • Establish, approve, and oversee corporate procurement governance frameworks, operating procedures, and administrative practices to mitigate organizational risk and ensure consistent, defensible application of the Procurement of Goods and Services Policy.
  • Liaise with unions on issues that affect bargaining unit employees and represent the unit at mediation and arbitration proceedings as required.
  • Collaborate across Divisions and Service Areas to support enterprise-wide initiatives to ensure procurement governance meets audit and compliance expectations.
  • Prepare Council and Committee reports; respond to public, media, and Councillor inquiries, and attend meetings as required.
  • Exercise operational decision-making authority within established corporate policies, procedures, and approved governance frameworks related to procurement planning, governance and reporting.
  • Provide input into the development of operating budgets; recommend capital priorities for Procurement and Supply Services.
  • Participate on external boards and committees to move forward common goals, build relationships and share best practices.
  • Perform other related duties as assigned.

Skills and abilities in the following areas are necessary:

  • Ability to apply knowledge of vendor performance, contracts and sustainability to advance the objectives of the Division.
  • Ability to apply analytical and business planning skills; demonstrated ability in implementing and monitoring programs.
  • Ability to effectively lead employees, develop and support high performance teams, and to direct consultants, and contractors.
  • Committed to employee safety; knowledgeable in the Occupational Health and Safety Act and how it relates to the position.
  • Detail-oriented with strong problem-solving and data analysis skills.
  • Ability to apply effective interpersonal and customer service skills. Demonstrated understanding of issues that impact specific needs related to supply services.
  • Political acumen and ability to identify and effectively manage emerging issues including responding to emergency situations.

Qualifications

  • Completion of a Degree in Business Administration, Public Administration, Finance, Supply Chain Management, Information Systems, or a related discipline, or an equivalent combination of education and relevant experience.
  • Five to seven years of progressively responsible experience in procurement governance, public-sector financial or operational governance, analytics, reporting, systems oversight, or related functions, including demonstrated management or supervisory responsibilities.
  • A Certified Professional Public Buyer, Supply Chain Management Professional or certification in National Institute of Supply Chain Leaders or Chartered Institute of Procurement and Supply is an asset.
