We are seeking a highly accomplished Senior Program Manager for an enterprise-level contract opportunity based in Toronto. In this role, you will take on a premier program leadership, strategic governance, and procurement execution capacity, specializing in overseeing complex, multi-jurisdictional technology and transit operational initiatives.

As a Senior Program Manager, you will bridge the gap between executive leadership, multidisciplinary project teams, vendor partners, and public sector stakeholders. Operating within a hybrid work model in Toronto, you will direct full-lifecycle program delivery, drive high-profile technology procurement strategies—including the issuance of Request for Proposals (RFPs)—and manage interconnected project portfolios. This position demands an executive-level program authority with extensive experience in technology supply chain management, transit fare payment systems, and fiscal governance to ensure high-risk initiatives meet strategic organizational objectives.

Responsibilities
Provide program management leadership for large-scale, high-risk, and enterprise-wide initiatives from inception through project close-out and operational transition.

Direct and lead multidisciplinary project teams, including managing multiple Project Managers and matrixed project resources.

Lead major technology and payments procurement programs, overseeing the strategy, development, and issuance of multiple RFPs.

Define and govern program budgets, financial tracking mechanisms, benefits realization plans, and organizational funding requests across multiple streams.

Evaluate program environments to identify, prioritize, and mitigate operational, technical, and strategic risks for executive decision-makers.

Maintain a comprehensive portfolio view of project interdependencies, monitoring schedule alignment, governance controls, and performance metrics.

Direct stakeholder consultation, change management strategies, facilitation sessions, and consensus-building across internal and external parties.

Establish and monitor program governance, lifecycle frameworks, quality standards, and compliance policies across all component projects.

Author executive presentation materials, portfolio status reports, briefing notes, and program performance updates for leadership.

Drive continuous process improvement by incorporating lessons learned, emerging technology solutions, and project management best practices.

Qualifications
Core Technical & Program Governance Requirements
Program Management Tenure: Minimum 10+ years of dedicated experience leading complex project and program management initiatives across private and public sector organizations.

Procurement Leadership: Proven track record leading major technology or payments procurement programs resulting in the successful issuance of multiple RFPs.

Public Sector Experience: Mandatory experience navigating public sector governance, business planning, and enterprise methodologies.

Domain Expertise: Demonstrated knowledge of transit fare payment systems, technology supply, lifecycle management, and operational processes.

Portfolio & Risk Management: Deep experience managing multi-million-dollar program budgets, complex project interdependencies, risk mitigation, and executive reporting.

Team Leadership: Experience directing, coaching, and managing multidisciplinary project teams and Project Managers.

Preferred Assets & Methodologies
PMLC Mastery: Expert knowledge of Project Management Lifecycle (PMLC) and Program Management governance standards.

Change Governance: Demonstrated experience leading enterprise change management strategies and stakeholder consultation.

Soft Skills & Executive Competencies
