Reporting to the Manager, Strategic Programs in the Toronto Shelter and Support Services Division, the Project Manager supports the collaboration, coordination and enhancement of systems planning and design to make a positive impact on the City of Toronto's housing and homelessness initiatives using an actively anti-racist, trauma-informed, harm reduction, and housing first approach. The successful incumbent will support the Division and City in advancing strategies to improve housing outcomes for Toronto residents in need, including Indigenous people, equity-deserving groups, renters, and people experiencing or at risk of homelessness.

This position plays a key role on the Coordinated Access to Housing and Supports("Coordinated Access") team, which is a systems-level approach that provides a consistent way to assess, prioritize and connect people experiencing homelessness to City-funded housing and supports.

Major Responsibilities:

• Develops and implements detailed project plans and monitors projects to ensure completion in accordance with approved plans.
• Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
• Identifies stakeholder requirements and analyzes business processes for opportunities to optimize operational efficiencies, effectiveness and service delivery to clients
• Establishes change plans to support new program and system changes, and ensures the changes are broadly communicated across the Division and among stakeholders.
• Identifies and recommends approaches for addressing program/activity gaps and issues, ensuring alignment with other City and divisional priorities and objectives.
• Leads efforts to improve the Division’s use of technical tools to meet business objectives, including requirements gathering, project planning, collaborating on tool design, liaising with IT teams and/or vendors, enabling implementation, and supporting change management efforts to ensure effective adoption.
• Monitors work output, reviews project deliverables and ensures project staff and divisional stakeholders complete assigned deliverables on time, on schedule and on budget and at quality standards.
• Reviews, evaluates and recommends detailed project plans and project deliverables to Director/Manager including the overall scheduling of projects and reports on the status of all subprojects and ensures City obligations are met and are in compliance.
• Prepares project reports, staff reports, briefing notes, and other status update documents for senior leadership.
• Consults and collaborates with key stakeholders including various community groups, as well as City and shelter staff, housing providers and other sector partners to establish service standards and clear expectations related to service delivery.
• Cultivates and maintains strong working relationships with key stakeholders, colleagues and senior leadership.
• Makes recommendations and prepares communication material to support program management including program guides, forms, and general communication to support program outcomes.
• Anticipates, analyzes and identifies organizational and program delivery impacts of emerging issues and activities; recommends innovative divisional solutions using sound professional judgment, conflict resolution and negotiation skills to successfully manage sensitive and controversial matters.
• Develops, implements and manages data collection and planning tools, guidelines and policies; monitors quality assurance/integrity processes; and supports capacity-building of shelter staff to meet data collection requirements.
• Manages contentious issues regarding projects, ensuring follow up documentation , corrective action and implementation of preventative strategies.
• Negotiates and implements innovative solutions to complex project challenges involving multiple stakeholders to achieve assigned objectives.
• Responds to emergency and priority situations by anticipating problems, making decisions and deploying appropriate financial and human resources.
• Develops, coordinates and approves effective communication activities for all levels of staff in the division to ensure the strategic plan is widely understood and paramount in all strategic and day-to-day decision-making.
• Communicates any potential situations of political and/or media attention; makes recommendation on course of action and ensures the Director/Manager is apprised of issues impacting the service delivery of the project and any potential impact on divisional operations.
• Motivates and provides educational updates to external stakeholders, supporting high standards of work quality and performance.
• Leads working/advisory groups in project planning and program development processes by identifying, formulating and recommending new program features, and preparing and supporting the delivery of detailed implementation plans.
• Develops contract documents and manages procurements for consultant and contractor assignments.
• Supervises, motivates and collaborates with project team members, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encouraging innovation in others.

 
 Key Qualifications

1. Post-secondary education in a relevant discipline (e.g. social sciences, public administration, etc.) or an equivalent combination of education and relevant experience.
2. Considerable experience in large-scale project management within the human or social services sectors, (e.g. administration, operations, service planning, service delivery, policy or program development, community development, etc.).
3. Considerable experience writing complex reports and developing a range of communication materials (e.g. briefing notes, staff reports, etc.) for senior leadership.
4. Considerable experience establishing and maintaining effective partnerships and working relationships with stakeholders in diverse community programs or initiatives.
5. Considerable experience managing, leading and motivating a team of professionals, while supporting organizational objectives.
6. Ability to lead change management initiatives with the goal of creating a progressive organizational culture that supports effective program delivery.
7. Strong verbal and written communication skills, with ability to communicate with stakeholders at all levels of the organization, and different levels of government.
8. Highly developed strategic, organizational, analytical and conceptual thinking skills with the capacity to understand complex operating and policy issues, performance measures, as well as the ability to respond to emerging issues.
9. Political acumen, judgment and insight, including the ability to negotiate and achieve consensus among parties having different objectives.
10. Understanding of the impacts of addiction, mental health, homelessness and poverty, including an ability to work effectively with individuals living with multiple barriers to stable housing.
11. Knowledge of relevant issues and trends as related to housing and homelessness.
12. Must be familiar with government legislation in the area of Occupational Health and Safety.
