Dans un contexte de modernisation et de sécurisation des infrastructures technologiques gouvernementales, le Ministère de la Cybersécurité et du Numérique est à la recherche de ressources spécialisées pour soutenir la gestion de la sécurité opérationnelle des infrastructures TI ainsi que le pilotage des applications critiques.
Le mandat s’inscrit dans un environnement complexe et structuré, où le ou la titulaire jouera un rôle central dans l’analyse des risques, l’évolution des architectures de sécurité, la gestion des changements applicatifs et la coordination des multiples intervenants internes et externes.
Exigences et compétences techniques
- Expertise en sécurité opérationnelle des infrastructures TI
- Expérience en analyse et gestion des risques
- Capacité à exploiter et analyser des systèmes et données de sécurité
- Connaissance des architectures de sécurité (actuelles et futures)
- Expérience en gestion des incidents de sécurité
- Solide compréhension des processus de maintien en condition opérationnelle (MCO)
- Expérience en gestion du changement applicatif
- Capacité à analyser et traduire les besoins utilisateurs en exigences fonctionnelles
- Expérience en coordination de fournisseurs et d’équipes multidisciplinaires
- Maîtrise des pratiques de documentation, validation et conformité aux normes de sécurité
Responsabilités principales
Sécurité opérationnelle des infrastructures TI
- Catégoriser les actifs TI selon leur criticité et leur usage
- Réaliser des analyses de risques internes et superviser celles effectuées par des prestataires externes
- Exploiter et analyser les systèmes de sécurité et leurs données
- Évaluer les dispositifs de sécurité existants et proposer des améliorations
- Définir et faire évoluer les architectures de sécurité à l’aide d’outils de modélisation
- Gérer les incidents de sécurité liés aux infrastructures TI et aux réseaux de radiocommunication
- Analyser les demandes clients relatives à la sécurité du réseau
- Développer, suivre et coordonner la mise en œuvre des mesures de sécurité
- Assurer l’arrimage entre les différents intervenants et contrats d’exploitation
- Participer aux projets de remplacement ou de modernisation de systèmes désuets
Pilotage des applications
- Assurer le maintien en condition opérationnelle (MCO) des applications sous responsabilité
- Piloter les systèmes applicatifs et coordonner les intervenants impliqués
- Identifier et proposer des opportunités d’évolution des applications
- Gérer le processus de gestion du changement (analyse, planification, supervision et essais)
- Analyser les besoins des utilisateurs et planifier les projets de développement
- Préparer, suivre et documenter les demandes de changement (DDC)
- Mettre en place et maintenir des tableaux de bord opérationnels
- Adapter les configurations lors du déploiement de nouveaux équipements
- Gérer les accès et assurer la qualité d’utilisation des systèmes
- Accompagner, former et soutenir les utilisateurs
- Réaliser les essais des modifications applicatives

- Guides utilisateurs et supports de formation
- Tout autre livrable requis pour la réalisation du mandat
