About this PositionReporting to the Manager HSE the Superintendent Health Safety Environment & Training (HSET) is a senior field-facing HSE role accountable for embedding a strong visible safety culture across Cementations project portfolio. The incumbent provides leadership technical expertise and hands-on coaching to project teams on risk management critical control verification regulatory compliance and training delivery. This role is a trusted advisor to operations leadership translating the Cementation Safety Management System (CSMS) into day-to-day practice through visible and felt leadership rigorous auditing and a relentless focus on eliminating serious injuries and fatalities.
The role works in close partnership with the Manager of Training supporting the delivery auditing and sustainment of Cementations competency-based training framework and Ontario Common Core compliance at the project level. This is a hands-on leadership position for an experienced HSE professional who is equally comfortable coaching a crew underground presenting safety performance data to senior leadership and driving continuous improvement across a multi-site operation.
Essential Duties and Responsibilities
Safety Leadership & Culture
- Provide visible and felt leadership in the field modeling safe behaviours and reinforcing Cementations safety culture during every site visit.
- Coach and mentor site leadership supervisors and crews on the practical application of the Cementation CSMS.
- Deliver corporate safety initiatives and presentations to project teams such as Re-Orientation and Stand Together for Safety.
- Champion open reporting of hazards near misses and potential fatal incidents fostering a culture where stopping unsafe work is expected and supported.
Risk Management & Critical Control Verification
- Facilitate and support Risk Assessments Job Hazard Analyses (JHAs) and Field Level Risk Assessments (FLRAs) for new projects scopes of work and changing site conditions.
- Champion the Critical Risk Management (CRM) program ensuring principal hazards are identified and that critical controls are verified functioning and understood at the point of work.
- Use leading and lagging indicators audit findings and field verification data to identify safety maturity gaps and guide targeted interventions.
- Attend design and risk review sessions with the Engineering Department and provide feedback on health safety environment and training considerations.
Training Competency & Capability Development
- In collaboration with the Manager of Training the HSE team and site management identify training and development needs aligned with corporate goals; plan deliver and audit site-level training programs accordingly.
- Support the implementation and sustainment of the corporate competency-based training framework and Learning Management System (LMS) at the project level including accurate and current training records.
- Develop and when required deliver classroom and small-group training sessions including distance and blended learning formats.
- Audit training and certification records to confirm employees are qualified and accredited to meet company and regional requirements including Ontario Common Core.
- Act as a Train-the-Trainer lead building internal training capacity and capability in partnership with the corporate training team.
Compliance Auditing & Regulatory Relations
- Work in full compliance with the Occupational Health and Safety Act (OHSA) Ontario Regulation 854 (Mines and Mining Plants) the Workplace Safety and Insurance Act (WSIA) and all other applicable health safety and environmental legislation.
- Complete annual safety program audits at Cementation projects to verify compliance with the Cementation CSMS.
- Conduct Preparedness Audits at new Cementation projects to confirm readiness for safe execution of the scope of work.
- Conduct workplace safety inspections and critical control field verifications during site visits.
- Participate in industry networking activities and Health and Safety Associations and advise the company on emerging legislative and regulatory changes.
Incident Injury & Emergency Management
- Lead and support project teams in investigating injuries and incidents applying root-cause analysis methodologies implementing quality corrective actions and ensuring thorough close-out and trend analysis.
- Support site emergency preparedness and response planning including participation in drills and liaison with various Mine Rescue groups.
- Ensure equipment deemed damaged unsafe or missing protective systems is removed from service and communicated to the supervisor.
WSIB Claims & Cost Management
- Support the coordination and management of WSIB claims including claims administration return-to-work planning cost-relief applications (e.g. SIEF) and modified-duty programs.
- Support the companys participation in the WSIB Health & Safety Excellence Program including topic implementation documentation and audit readiness.
Stakeholder Client & Industry Engagement
- Build and maintain strong working relationships with clients joint venture partners and regulators. Support the prequalification onboarding and HSE performance monitoring of subcontractors.
- Support the Estimating Department by defining health safety environment and training requirements for proposals.
- Relieve site Safety & Training Coordinators on projects as required.
- Other duties as assigned.
Travel Requirements
- This position requires frequent travel to project sites and offices.
- Travel periods may range from one day to several weeks.
- Travel may include remote underground and international assignments.
Supervisory Responsibilities
- No permanent direct reports; provides functional guidance to site-based Safety & Training Coordinators.
- Supports the Manager of Training and their team (Training Coordinator and Skills Trainers) in the field delivery auditing and sustainment of corporate training programs.
Education and Experience
- Minimum 7 years of progressive experience in a health safety and training role preferably within underground hard rock mining or heavy industrial construction.
- Post-secondary education in Occupational Health and Safety or an equivalent combination of education and directly related experience.
- Demonstrated experience in the planning design implementation delivery and evaluation of training programs.
- Experience leading and facilitating injury and incident investigations including formal root-cause analysis methodologies (e.g. TapRooT ICAM 5-Why Essential Factors).
- Completion of Supervisory Common Core (Program #770121 or #770141) and Full Basic Underground Hard Rock Common Core.
- Train the Trainer certified.
- Working knowledge of the OHSA Ontario Regulation 854 (Mines and Mining Plants) the WSIA and Regulation 1101 MLITSD Modular Training standards and workplace violence and harassment prevention requirements.
- Valid drivers licence with a clean driving record and the ability to meet site access medical and fit-testing requirements
Preferred/Considered a Strong Asset
- Canadian Registered Safety Professional (CRSP) designation; CRST NCSO or CHSC also considered.
- Experience with Risk Assessment and Critical Risk Management (CRM) programs including critical control identification and verification and JHA/FLRA facilitation.
- Experience with WSIB claims management return-to-work and modified-duty programs and cost-relief processes (e.g. SIEF applications).
- Experience supporting a WSIB Health & Safety Excellence Program including topic selection evidence development and validation.
- JHSC Certification (Part One and Part Two mining sector).
- Ontario Mine Rescue experience or certification and familiarity with emergency preparedness and response planning.
- Knowledge of occupational health and hygiene hazards common to underground mining including silica radon diesel particulate matter noise and respiratory protection programs.
- Experience with digital HSE management platforms (e.g. Sofvie Intelex Cority) and safety data analytics including TRIF/LTIF trending and KPI reporting.
- Experience with Learning Management Systems (LMS) and training record databases.
- Auditing experience against recognized safety management system frameworks (e.g. internal audit programs COR).
- Graduate of an Adult Learning/Adult Education program from an accredited college.
- Standard First Aid/CPR certification; First Aid instructor certification an asset.
- Mining experience including supervisory experience in different roles is considered a strong asset.
- Bilingualism (English/French) is an asset.
Skills Knowledge and Abilities
- Demonstrates visible and felt safety leadership and is willing to stop work when critical controls are not in place.
- Sound understanding of risk assessment methodologies the hierarchy of controls and Critical Risk Management frameworks.
- Skilled in assessing training needs developing training materials and delivering training through various modes including classroom field and distance learning.
- Able to build and maintain lasting relationships with operations leadership crews other departments key business partners clients and regulators.
- Demonstrated ability to train coach evaluate and mentor others elevating the capability of the teams around them.
- Advanced written and verbal communication skills with the ability to effectively engage audiences of varying sizes and demographics from frontline crews to senior leadership.
- Strong report writing presentation and documentation skills.
- Strong knowledge of Microsoft Office software including Excel Word Outlook and PowerPoint.
- Strong time management and prioritization skills with the ability to manage competing priorities across multiple sites.
- Excellent problem-solving and organizational skills with sound judgment and a bias for action when addressing emerging risks.
- Strong work ethic and a positive team-oriented attitude.
- Operates with a high degree of initiative integrity confidentiality and trust with the ability to work independently.
