About this PositionReporting to the Manager HSE the HSE Advisor is a corporate support role within Cementations Health Safety Environment & Training (HSET) team. The incumbent provides responsive hands-on support to the GM HSE Manager HSE Superintendent HSET Manager of Training and site-based HSE staff across Cementations project portfolio and corporate office. The HSE Advisor assists with the day-to-day administration of the Cementation Safety Management System (CSMS) supports inspections incident investigations training coordination and HSE reporting and helps ensure corporate programs remain current compliant and consistently applied across all projects.

The role also serves as the departments coordinator for WSIB matters supporting the care of injured workers early and safe return to work and the associated claims administration and cost stewardship on behalf of the company.
Essential Duties and Responsibilities
HSE Program & Field Support
- Provide day-to-day technical and administrative support to the corporate HSET team and project-based HSE staff prioritizing workload based on corporate and project needs.
- Support HSE activities at Cementation projects including workplace inspections safety walks and toolbox talks in coordination with the Manager HSE and the Superintendent HSET.
- Identify and document hazards non-compliances or at-risk conditions observed during project visits and escalate findings to the appropriate HSE leader for corrective action.
- Assist with the administration and continuous improvement of the Cementation CSMS and project-specific HSE management plans.
- Promote and model safe work practices acting as a visible and approachable safety resource for project and corporate personnel.
Incident & Investigation Support
- Support injury incident and near-miss investigations including evidence gathering witness statements and root-cause analysis under the direction of HSE leadership.
- Assist with the preparation of incident reports and notifications and ensure they are timely accurate and aligned with the OHSA Ontario Regulation 854 (Mines and Mining Plants) and internal reporting timelines.
- Track corrective and preventive actions arising from investigations through to close-out and support trend analysis across projects.
Training & Competency Support
- Assist the Manager of Training and their team with the scheduling tracking and record-keeping of statutory and site-specific training and certifications including Ontario Common Core.
- Support onboarding and orientation activities for new hires and contractors across projects ensuring HSE requirements are met prior to site access.
- Help identify training gaps arising from incident and claims trends and feed these back into corporate and project training plans.
Compliance Documentation & Reporting
- Work in full compliance with the Occupational Health and Safety Act (OHSA) Ontario Regulation 854 (Mines and Mining Plants) the Workplace Safety and Insurance Act (WSIA) and all other applicable health safety and environmental legislation.
- Maintain accurate organized HSE records in support of internal and client audits Ministry of Labour Immigration Training and Skills Development (MLITSD) inspections and corporate reporting requirements.
- Support the preparation of HSET reporting packages dashboards statistics and presentation materials for corporate and client audiences.
- Assist with the review and update of HSE programs procedures and forms to reflect current legislation and industry best practice.
Team & Stakeholder Support
- Build positive working relationships with project supervision employee representatives and Joint Health and Safety Committee (JHSC) members across Cementations operations.
- Represent the HSE department professionally in interactions with clients regulators and other external stakeholders.
- Relieve or support site-based Safety & Training Coordinators on projects as required. Other duties as assigned.
WSIB Claims & Return-to-work Management
- Coordinate the administration of WSIB claims across Cementations projects and corporate operations including Form 7 preparation and submission adjudication follow-up and ongoing case documentation.
- Act as the primary liaison with WSIB case managers adjudicators and healthcare providers supporting fair timely outcomes and a positive experience for workers.
- Develop implement and monitor early and safe return-to-work and modified-duty plans in collaboration with workers project supervision and medical professionals.
- Track claim costs and premium impacts under the WSIB rate framework identify cost-relief opportunities such as Second Injury and Enhancement Fund (SIEF) applications and prepare claims status reports for HSE leadership.
- Support the companys participation in the WSIB Health & Safety Excellence Program including topic implementation documentation and audit readiness.
- Maintain accurate confidential claims files and trackers exercising discretion in the handling of sensitive medical information.
Travel Requirements
- This position requires periodic travel to project sites and offices.
- Travel periods may range from one day to several weeks.
- Travel may include remote and underground assignments.
Supervisory Responsibilities
- No direct reports; provides technical and administrative support across the HSET department.
- Works under the direction of the Manager HSE with functional support to the GM HSE Superintendent HSET and Manager of Training.
Education and Experience
- Minimum 3 years of experience in a health and safety and/or claims management role with demonstrated hands-on ownership of WSIB claims from intake through resolution.
- Post-secondary education in Occupational Health and Safety Disability Management Human Resources or a related field or an equivalent combination of education and directly related experience.
- Proven experience managing return-to-work and modified-duty programs and communicating directly with WSIB adjudicators case managers and healthcare providers.
- Working knowledge of the OHSA Ontario Regulation 854 (Mines and Mining Plants) the WSIA and Regulation 1101 and workplace violence and harassment prevention requirements.
- Strong computer skills including Microsoft Office (Word Excel Outlook and PowerPoint) and experience with claims-tracking or digital HSE management software.
- Valid drivers licence with a clean driving record and the ability to meet site access medical and fit-testing requirements.
Preferred/Considered a Strong Asset
- Canadian Registered Safety Professional (CRSP) Canadian Registered Safety Technician (CRST) National Construction Safety Officer (NCSO) or Certified Health and Safety Consultant (CHSC) designation or actively working toward one.
- Formal training or certificate in Disability Management Return-to-Work Coordination or WSIB claims management.
- Experience supporting a WSIB Health & Safety Excellence Program including topic selection evidence development and validation.
- Experience within underground hard rock mining heavy civil or industrial construction environments.
- Familiarity with the WSIB rate framework cost-relief processes such as Second Injury and Enhancement Fund (SIEF) applications and WSIB objections and appeals processes.
- Experience with digital HSE management platforms (e.g. Sofvie Intelex Cority Forwood Alcumus/Cognibox ISNetworld) and safety data analytics including key performance indicator reporting.
- Joint Health and Safety Committee (JHSC) Certification (Part One and Part Two).
- Standard First Aid/CPR certification.
- Bilingualism (English/French) is an asset.

- Strong interpersonal and communication skills comfortable engaging with injured workers medical providers WSIB representatives and all levels of the organization.
- Operates with a high degree of initiative integrity confidentiality and trust exercising sound judgment and discretion when handling sensitive medical and claims information.
- Strong time management and prioritization skills with the ability to manage competing priorities while supporting multiple members of the HSET team.
- Strong report writing presentation and documentation skills.

- Strong work ethic and a positive team-oriented attitude with the ability to work independently.
