We are seeking an experienced Intermediate Privacy Impact Assessment (PIA) Specialist to evaluate digital solutions, information systems, and operational policies against mandatory statutory privacy requirements. In this role, you will lead and support the end-to-end development of Privacy Impact Assessments (PIAs) to identify privacy risks, design mitigation strategies, and ensure compliance with provincial, federal, and health privacy legislation. Working closely with cross-functional technical teams, policy leads, and executive stakeholders, you will analyze digital architectures, data flows, and cloud integrations to safeguard personal information and secure formal privacy sign-offs.

Location: Toronto, ON (Fully Onsite – 5 days/week)

Responsibilities
Lead and support the full lifecycle development of Privacy Impact Assessments (PIAs) to ensure compliance with privacy legislation, regulations, policies, and Fair Information Practices.

Evaluate personal information handling practices across digital applications, online portals, legacy systems, cloud environments, and backend API integrations to identify and mitigate privacy risks.

Facilitate engagement and discovery sessions with technical architects, software developers, and business leads to elicit technical architecture details, process flows, and system integration patterns.

Interpret both technical documentation (e.g., architecture design documents, state transition diagrams) and non-technical operational policies to assess privacy impacts and formulate risk countermeasures.

Review, analyze, and map complex data flows, business process diagrams, and data retention/classification schedules to enforce data protection standards.

Author detailed PIA documentation, privacy risk logs, and mitigation recommendations utilizing standardized public sector privacy frameworks and templates.

Present complex privacy findings, risk assessments, and recommendations to senior management and executive decision-makers to obtain formal privacy approvals.

Provide strategic privacy guidance and support policy development teams in aligning business initiatives with access and privacy obligations.

Qualifications
Privacy Legislation Expertise: Demonstrated expertise in privacy legislation, including FIPPA, PHIPA, PIPEDA, and internationally accepted Fair Information Practices (Strictly Required).

Privacy Impact Assessment Experience: Proven experience leading and conducting PIAs involving personal information across online and digital platforms (Strictly Required).

Public Sector PIA Approvals: Prior experience leading and conducting multiple PIAs in a public-sector setting using standard privacy processes, tools, templates, and sign-off workflows (Strictly Required).

Platform & Technical Privacy Risks: Extensive experience identifying privacy risks and unique security challenges across cloud-based platforms, web applications, and backend API integrations (Strictly Required).

Dynamic Time Management: Strong organizational and time management skills to handle multiple, concurrent privacy assessment requests within agile, fast-paced environments (Strictly Required).

Nice-to-Have Assets:
Proven ability to interpret technical architecture design documents, data flow diagrams, and state transition models to build privacy mitigation strategies.

Professional certifications in privacy or IT security (e.g., CIPP/C, CIPM, CIPT).
