Director, Labour Strategy

Salary Range:

The salary range for this position is $123,000 - $169,000. The final offer will be determined based on the successful candidate’s skills, experience, and internal equity considerations. Please note that the offer may fall anywhere within the posted range and is not necessarily at the top end.

Overview:

Reporting to the Executive Director, the Director, Major Projects Labour supports the Community Benefits Agreement (CBA), Project Labour Agreements (PLA) and other projects in development, ensuring labour stability, through engagement activities and issues management.

The Director plays a critical role in ensuring assigned projects are delivered with a safe, inclusive, diverse, skilled, and stable construction workforce, while mitigating labour risk and organizational objectives.

The Director is responsible for leading labour strategy and execution across assigned projects, ensuring compliance with labour and commercial agreements, strengthening relationships with industry and labour partners, and applying data and lessons learned to continuously improve labour outcomes across the project lifecycle.

Key Accountabilities:

Community Benefits Agreement Specific:

• Provides resource and information support in management of labour related issues.
• Leads consultation and education sessions with internal stakeholders
• Ensures government policy and objectives are met
• Leads BCIB interface on all CBA projects including supporting construction, labour supply and senior staff meetings.
• Provides issues management oversight for CBA projects and escalates and works with ED as needed.
• Leads the strategic internal liaisons with the risk, commercial and finance teams as it relates to labour maters
• Advises on the tracking, contract risk, interpretation of, and third-party compliance with the development and implementation of the CBA.

General:

• Supports labour approach analysis, and project management plan development as part of planning and procurement.
• Collaborates with and fosters strong, productive, and positive relationships with internal and external stakeholders to achieve the corporate mandate and identify and manage risks.
• Directs and manages internal projects and/or strategic initiatives in support of one or more major capital projects and the organization’s corporate function.
• Advises on opportunities for continual improvement within the Strategic Initiatives/Corporate function,
• Advises executive leadership on complex labour issues, emerging risks, disputes, and mitigation strategies
• Ensure labour models align with government policy, project and team objectives, and organizational mandates
• Supports the ED in leading the interpretation and implementation of Community Benefits Agreements, Project Labour Agreements (PLAs)

Qualifications:

• Degree in Business Administration, Public Administration or Communications and significant related experience or, an equivalent combination of education and experience.
• Exceptional relationship, negotiation, communication, facilitation, presentation, and interpersonal skills with experience in stakeholder partnership and issue management.
• Sound judgement, excellent organizational, analytical, problem solving and prioritizing skills to anticipate and assess situations and/or incidents and determine best solution or course of action.
• Demonstrated ability to establish and maintain collaborative relationships with a variety of stakeholders.
• Skilled ability to manage stakeholder expectations and resolve conflicts.
• Experience interpreting and applying legislation, policies and procedures.
• Experience managing complex procurement including tendering, evaluation and selection.
• Comprehensive knowledge of the principles and methodologies of project management.
• Excellent written and verbal communication skills.
• Ability to liaise between team members and ensure a project team is engaged and focused on delivering assignments efficiently and effectively.

Preference may be given to applicants with one or more of the following:

• Experience working in the transportation or/and construction industry.
• Experience in the drafting and administering of collective agreements.
• Experience in community consultation and engagement.
