Brief Overview
The Senior Policy Analyst, Planning and Priorities, works under the direction of the Director of Planning and Priorities to support MN-S strategic planning, priority-setting, implementation, monitoring, and cross-government coordination. This role provides senior-level policy, planning, research, engagement, and project support for priorities emerging from elected leadership, senior leadership, Regions, Locals, and approved MN-S plans. The position supports evidence-based decision-making by preparing briefing materials, conducting needs assessments, coordinating priority projects, developing governance and planning resources, and helping translate approved strategies into implementation and monitoring frameworks. The Senior Policy Analyst may also support the Locals Unit where needed, including by taking a technical lead on governance resource development and ensuring assigned work advances in coordination with the Locals Unit Manager and the Director of Planning and Priorities.
Key Responsibilities
Planning, Priorities, and Evidence-Based Analysis:
- Conduct research and analysis to support MN-S strategic planning, priority-setting, implementation, monitoring, and reporting processes.
- Prepare evidence-based briefing materials, options analyses, discussion papers, reports, and recommendations for the Director of Planning and Priorities, senior leadership, and elected officials.
- Analyze policies, legislation, programs, governance matters, and emerging issues to assess implications for MN-S, Regions, Locals, and Métis citizens.
Needs Assessment And Support
- Support the design, coordination, analysis, and reporting of needs assessments to identify priorities, capacity needs, governance supports, and opportunities for improved alignment.
- Develop tools, templates, resources, and briefing materials that help stakeholders participate in planning, reporting, engagement, and governance processes.
- Support the Locals Unit where required, including by taking the technical lead on governance resource development and helping ensure assigned work is moving forward in coordination with the Locals Unit Manager.
Leadership-Directed Project Support
- Provide project coordination, policy analysis, planning aupport, and briefing support for iniatives actioned through Planning and Priorities at the direction of elected leadership or senior leadership, including support for elected leadership briefings as required.
- Support priority projects such as engagement conferences, rights and engagement initiatives, and assessments or engagements related to Regions and Locals.
- Coordinate with internal departments, external partners, contractors, Regions, Locals, and community representatives to advance project objectives, timelines, deliverables, and reporting requirements.
Implementation, Monitoring, And Reporting
- Support implementation, monitoring, evaluation, and reporting frameworks for approved MN-S plans and priorities, including distinction-based planning initiatives and other cross-government strategic priorities.
- Track progress, identify risks, monitor deliverables, and recommend adjustments to support effective implementation and accountability.
- Develop planning and reporting tools that support annual planning cycles, priority tracking, performance measurement, and alignment with MN-S strategic objectives.
Communication, Engagement, And Cross-Government Coordination
- Prepare and coordinate reports, presentations, work plans, engagement summaries, briefing notes, and communication materials for internal and external audiences.
- Support stakeholder engagement processes with Regions, Locals, MN-S departments, elected officials, senior leadership, government partners, and community representatives.
- Promote alignment across departments by supporting clear communication, coordinated planning, and timely follow-up on Planning and Priorities initiatives.
Qualifications
- Bachelor’s degree or preferably a Master’s degree from a recognized university with a background in Indigenous/Aboriginal studies and history, political science, law, public policy development/administration, sociology and/or a related discipline and 5-7 years of related working experience.
- An equivalent combination of education and/or experience may be considered, as long as it directly relates to the essential duties and responsibilities.
Knowledge And Skills
- Knowledge of Métis Nation historical, political, legal, governance, and rights-related issues.
- Knowledge of MN-S Regions and Locals, community governance, community engagement, and capacity-building approaches would be an asset.
- Knowledge of Métis languages would be an asset.
- Excellent research, analytical, problem-solving, writing, briefing, and strategic planning skills.
- Demonstrated experience supporting strategic planning, implementation planning, monitoring, evaluation, reporting, and performance measurement.
- Demonstrated experience coordinating complex projects, managing timelines and deliverables, identifying risks, and supporting cross-functional teams.
- Experience developing governance resources, planning tools, engagement materials, policy briefs, reports, and recommendations for senior decision-makers.
- Excellent interpersonal and communication skills with the ability to build relationships, support consensus-building, and work respectfully with elected officials, senior leadership, staff, Regions, Locals, and external partners.
- Knowledge of models of Indigenous governance, Indigenous funding programs, legislation, and issues facing Métis or Indigenous peoples in Canada.
- Demonstrated knowledge and experience in policy, program, and governance development, evaluation, and strategic planning.
- Excellent oral and written communication skills to prepare submissions, briefing notes, reports, and presentations clearly and accurately.
- Proven organizational skills and the ability to work independently, take initiative, and advance priorities in a deadline-driven and changing environment.
- Ability to be flexible, responsive, and adaptable while managing multiple priorities and emerging leadership-directed assignments.
- Demonstrated strategic thinking, budget awareness, financial literacy, and project management or project leadership skills.
- Commitment to organizational learning, training, education, and continuous improvement.
- Knowledge of computer systems and software used for research, analysis, project coordination, reporting, presentations, and document development.
- Willingness to work flexible hours, which may include evenings and weekends.
- High level of tact, diplomacy, discretion, confidentiality, and cultural humility.

- A valid Saskatchewan driver’s license and/or access to reliable transportation to our downtown location would be required.
