Senior Program Manager (Ottawa)

Job Description

The House of Commons’ Digital Services and Real Property is currently looking to staff the Senior Program Manager position. This role requires on-site presence five (5) days per week and provides strategic leadership for major construction and rehabilitation programs within the Parliamentary Precinct under the Long‑Term Vision and Plan (LTVP). The Senior Program Manager ensures a coherent and integrated approach to the planning and delivery of multiple complex, interrelated projects, oversees a team of project managers and subject‑matter experts through the planning, design, construction, and commissioning phases, and engages stakeholders, plans resources, manages risks, and presents to senior management. The position also represents the House of Commons as the knowledgeable client to Public Services and Procurement Canada (PSPC) and other external partners, ensuring design and construction activities support parliamentary operations without disruption.

Key Responsibilities

• Provide strategic leadership for major construction and rehabilitation programs.
• Oversee a team of project managers and subject‑matter experts across all program phases.
• Ensure coherent integration of multiple complex, interrelated projects.
• Engage stakeholders and present to senior management.
• Plan resources, manage risks, and provide strategic advice and analysis.
• Represent the House of Commons as a knowledgeable client to delivery partners, consultants, contractors, and central agencies.
• Ensure design and construction activities do not disrupt parliamentary operations.

Qualifications

• Education: University degree in Architecture or Interior Design, or an acceptable combination of post‑secondary education with relevant experience.
• Extensive experience leading large‑scale, multi‑year construction or rehabilitation programs involving multiple concurrent and inter‑dependent projects.
• Experience developing and managing integrated master plans, annual plans, schedules, budgets, and performance frameworks for major capital or infrastructure programs.
• Experience acting as a knowledgeable client or senior representative in dealings with delivery partners, consultants, contractors, or central agencies.
• Demonstrated experience identifying, assessing, and mitigating risks associated with complex construction or renovation projects.
• Experience providing strategic advice, analysis, and recommendations to senior management or executive‑level decision‑makers.
• Experience consulting, negotiating, and building consensus with a wide range of stakeholders, including senior officials and user groups.
• Assets: Project Management Qualified Certification (PMP); knowledge of House of Commons organization, governance structures, policies, and operational requirements; experience working on heritage buildings or sites of national significance.
