Job Summary:The Utility Management Unit is seeking a Supervisor of Right‑of‑Way Management to oversee a team responsible for reviewing and issuing permits for utility work within the municipal right‑of‑way. In this leadership role, the Supervisor will have direct responsibility for providing technical, administrative, and leadership expertise in the review, evaluation, and response to all types of utility applications, ensuring they are processed accurately, efficiently, and in alignment with City standards and service expectations. You will lead and mentor a team of professional technical staff, work closely with utilities and their contractors to deliver high‑quality customer service, and enforce compliance with the Municipal Consent Requirements and other right‑of‑way regulations. The Supervisor will also contribute expert input to policy development, support continuous improvement of permitting processes, and respond to complex issues and escalations to ensure safe, coordinated, and accountable right‑of‑way management across the city.
Major Responsibilities:
- Supervise, motivate and train assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others
- Supervises the day-to-day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and coordinates vacation and overtime requests, approves salary increments, and participates in the grievance process when necessary.
- Monitors and evaluates staff performance and sets expectations regarding productivity, quality, customer service and timelines
- Implements detailed plans and recommends policies/procedures regarding program specific requirements with a focus on utility construction
- Oversees the review of public Utility related permit applications for proposed installations and construction (e.g., Enbridge, Toronto Hydro, telecommunications companies) within the Right-of-Way.
- Ensures engineering drawings are reviewed to assess the constructability and impact on other municipal infrastructure, to protect the City's interest and to minimize disruption to the public.
- Leads the negotiations with public utilities with respect to compliance with conditions of approval.
- Co-ordinates approval of applications, issuance of permits and directs enforcement of legislation for activities within the public right-of-way, including the maintenance of records and collection of fees.
- Negotiates, mediates and facilitates resolution to issues related to utility infrastructure and transportation matters raised by councillors, individuals and special interest groups.
- Oversees the preparation of documentation and written reports detailing the City's prescribed requirements and conditions of approval.
- Prepares comprehensive correspondence, reports to City Council and Standing Committees on policies, procedures and complex issues related to public right-of-way.
- Provide a high level of customer service and delivery to both internal and external stakeholders
- Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations
- Coordinates a diversified team including administrative and technical engineering staff to fulfill requirements pertaining to utilities, engineering review and approval of right-of-way permits
- Reviews staff recommendations before documentation is sent for issuance of a Right-of-Way permit(s)
- Develops and manages client and stakeholder expectations and relationships through effective service agreements, communication, and monitoring of commitments and obligations
- Acts as a Supervisor as defined in the Occupational Health and Safety Act and ensures that adequate training, safety equipment, and safe work procedures are in place to develop a strong culture of health and safety
- Supports and promotes the Division's vision, strategic plan, and change initiatives through leadership, participation, communication with direct reports, and application of functional policy
- Maintains a continuous and thorough knowledge of current corporate and other divisions' issues and initiatives
- Participates on various committees, task forces, project teams, etc. as a divisional representative
- Conducts site meetings and investigates complaints including controversial matters. Negotiates, mediates and facilitates resolution to issues raised by external and internal clients, staff, Councillors, and residents.
- Represents the Division at meetings with the public, clients, stakeholders, Councillors and their staff, Standing Committees, Community Councils, City Council, court proceedings, and on internal and external committees.
- Develops and updates training plans, training material and documentation for use by staff
- Leads staff by imparting a strong customer focus to service delivery, and ensuring a responsive approach to meeting client needs and expectations.
- Analyzes, develops, implements, monitors, and adjusts business practices, including computer hardware and software requirements, to ensure effective service delivery.
- Contributes to the development of key performance indicators for the unit.
- Ensures municipal interests and public safety are achieved through the administration and regulation of activities and enforcement within public rights-of-way.
- Responds to emergencies and initiates immediate action to remedy conditions
- Recommends program options to address specific issues of economic, social, cultural and right-of-way within the Division's mandate.
Key Qualifications:
- Post-secondary degree or diploma in Construction Management, Civil Engineering/Civil Engineering Technologist/Technician and/or the equivalent combination of education and experience.
- Extensive experience evaluating proposed utility infrastructure for impacts on existing and planned municipal infrastructure, and effective use of the limited space available in the public right-of-way.
- Experience in a leadership role, planning, supervising and directing the work of other staff (e.g. leading, motivating, training, monitoring and evaluating performance) in a customer service function and working cooperatively with community groups and other departments.
- Considerable experience working effectively with multiple internal and external stakeholders (e.g. Councillors, all levels of staff and the public, utility companies).
- Experience in making presentations, speaking to community groups and the public, chairing and moderating meetings and briefing senior officials.
The candidate should also have:
- Proficient computer skills to utilize a variety of software including Microsoft Office Suite (e.g. Word, Excel, PowerPoint and MS Outlook) with the ability to use SAP, Maximo, RACS (Road Allowance Control System) and/or other municipal maintenance management including budget systems would be an asset.
- Knowledge of relevant legislation, regulations, codes, collective agreements and policies including Municipal Consent Requirements, City of Toronto Standards and Specifications for road works, Ontario Provincial Standards and Specifications (OPSS), the Construction Act, Occupational Health and Safety Act, Employee Standards Act and other applicable legislation.
- Ability to read and interpret technical drawings, specifications and reports.
- Ability to effectively represent the Division and to maintain relations and work with community and interest groups, the general public, elected officials, internal and external clients and consultants.
- Experience with AutoCAD, Microstation, SketchUp, and/or ArcGIS or QGIS would be considered an asset.
- Superior judgement and decision making in planning, coordinating and organizing skills controlling day-to-day operations with the ability to deal with competing deadlines, multiple tasks, conflicting priorities and high performance expectations due to the public profile of Right of Way programs.
- Ability to handle day-to-day personnel and labour relations issues.
- Strong communication skills with the ability to establish and maintain effective partnerships with other staff, community groups, agencies and the public.
- Fosters teamwork with the ability to manage change effectively within the mission and priorities of the division.
- Ability to support the Toronto Public Service values to ensure a culture that champions equity, diversity, and respectful workplaces.
- Ability to report to various work sites.
- Knowledge of the Occupational Health & Safety Act and applicable regulations, Collective Agreement, related Labour Legislation, Human Rights Code, etc.
- Ability to take initiative and work independently, taking leadership of a project as well as being a strong team player working closely with staff, stakeholders and consulting with clients in fulfilling the goals of the unit.
