Location: Toronto, ON (Onsite - 5 days/week)

Description

The Workforce Information Network (WIN) system is a business-critical client system that is based on the Oracle PeopleSoft Human Capital Management (HCM) Enterprise Resource Planning (ERP) application.

• WIN is used to maintain client employees’ human resources (HR), payroll, benefit, absence management, and compensation information.
• It is operating on PeopleSoft HCM 9.2 (Image 48) on PeopleTools 8.61.09 (as of July 2026).
• The WIN system administers compensation for approximately 68,000 client employees, processes payroll and enables the appropriate deductions and remittances to third parties.
• It is the repository of employee and position data, job descriptions, and grievances/dispute data for within the client. The WIN system also maintains socio-demographic data voluntarily provided by client employees.
• The WIN Digital Onboarding Project will enhance the WIN system in various ways. The project will:
• Digitize critical human resources and payroll processes that are currently manual or paper-based, including onboarding, benefits enrolment, and life events management.
• Enhance the WIN system by expanding additional employee and manager self-service capabilities (e.g., extension/end to probationary period, certificate numbers, badge numbers), enabling pay and benefits staff to focus on administrative efficiencies realized through this implementation and redirect their efforts towards more value-added activities.
• Transition Classic+ pages to the Fluid interface by upgrading additional legacy administrative pages and implementing technical upgrades to be in sync with vendor-supported application capabilities.

• Be part of an agile, self-directed, multi-disciplinary team that includes managers, senior solution designers, software developers, and IT professionals with business expertise.
• Provide technical expertise to deliver advanced and complex digital solutions in all phases of SDLC, including design, implementation, testing, and maintenance in multi-platform environments.
• Develop interactive dashboards, reports, and data visualizations allowing clients to explore data and discover business insights independently.
• Constantly and passionately learn emerging technologies, best practices, toolsets, and others to deliver state-of-the-art digital solutions.
• Provide and deliver technical solutions within large-scale ERP systems (Oracle PeopleSoft), supporting business process automation which achieves service delivery excellence and drives efficiencies.

Experience and Skill Set Requirements

• PeopleSoft HCM Knowledge and Integration: Knowledge of PeopleSoft HCM operating systems, delivered application functionality, configurations and packaged application integration, with a focus on modules such as Absence Management, Time & Labour, as well as Benefits and payroll; Knowledge of PeopleSoft security, workflow, and tools such as PeopleSoft Update Manager (PUM), Change Assistant, and Data Mover.
• PeopleSoft System Development and Tools Expertise: In-depth knowledge and experience of PeopleSoft system development and tools, including Application Designer, People Code, Application Engine, Component Interface, Integration Broker, SQR, and BI Publisher; Familiarity with Fluid UI development: configuring navigation, tiles, dashboards, Activity Guides, and managing role-based security; ability to develop new systems or systems modifications and evaluate and recommend acquisition of applications; experience developing Linux scripts is an asset.
• Oracle Database Management Knowledge: Knowledge of Oracle database management systems and application database administration.
• Testing and Technical Support Experience: Experience of unit test, supporting system integration and user acceptance testing from technical perspectives, technical spec, walkthrough unit test results with testers and clients.
• Analytical and Interpersonal Skills: Excellent analytical, problem-solving and decision-making skills; organizational, creativity and perseverance skills; verbal and written communication skills; and interpersonal skills, team player to work effectively with colleagues system analysts and clients.

Must Have:

• Peoplesoft HCM modules development exp is a must.
