Director of Regulatory Affairs - Packaging

Our client, a global beauty and personal care company, is looking for a Director, Regulatory Affairs (Packaging Compliance & Packaging Creation), Global.

Duties and Responsibilities:

Operations

• Responsible for prioritizing and managing multiple, concurrent, and often global projects across the organization and its parent company
• Work collaboratively with departments to provide expertise and guide activities to support business innovation and registration strategies
• Responsible for mentoring and coaching staff to ensure their continued growth within areas of specialty
• Responsible for the integration of department data into new systems
• Manage department budget
• Other tasks as required

Reporting Teams:

Packaging Compliance

Packaging Documentation

• Develop a Packaging Documentation Program to meet global compliance requirements of Regulatory, Sustainability, Sourcing, Quality, R&D, and Design
• Create, align, train, and implement packaging clearance standards across all company brands
• Review, onboard, and clear packaging materials used for development, secondary sourcing, production localization
• Manage vendor list
• Gather data for all legacy SKUs and sync NPDs
• Support customer inquiries

Packaging Material Qualification

• Coordinate Regulatory, Sustainability, Sourcing, Quality, R&D, and Design requirements for onboarding new packaging materials
• Draft and train employees on standard operating procedures
• Review packaging material score cards
• Support investigations related to formula/packaging compatibility, packaging performance, and transportation testing

Regulatory Governance

• Monitor changing packaging regulations with a focus on the European Union, USA, and Canada
• Initiate and manage packaging updates triggered by new regulations such as materiality, PCR, California Chasing Arrows, sorting labels, recycling, empty space regulations, PPWR
• Shape Global Policy as an active member of Cosmetic Alliance working groups

EPR

• Manage global Extended Producer Responsibilities (EPR) including the submission of reports and payment of fees on a monthly, quarterly, bi-annual and annual basis
• Expand the EPR program synced to our expansion strategy
• Set up new EPR vendors
• Create work instructions and SOPs
• Support EPR audits
• Track, monitor, and submit weekly invoices and expenses
• Follow up on pending payments to ensure compliance
• Implement D365/Power of BI to automate EPR calculations

Certification Programs

• Oversee certification programs (ex. FSC)
• Research, vet, and implement new certification programs
• Support the company’s sustainability, social impact, diversity, equity & inclusion programs

Packaging Creation

Packaging Creation

• Oversee packaging creation for all brands. This includes updates to existing packaging, packaging for new products, sets, alternate sizes, reformulations, commercial expansion, and full brand refreshes
• Ensure copy and label compliance in all markets reflective of product classification
• Support master data creation
• Support BOM creation and management
• Ensure packaging copy on website is up to date

Qualifications:

• Proven ability to deliver projects within the established timeline
• Extremely strong communication skills
• Experience interacting with trade associations
• Discretion and ability to work with confidential and sensitive scientific and customer data
• Experience in the use of project management software and tools is a benefit
• 10+ years of experience in the cosmetic, pharmaceutical, or food industry as it relates to packaging material standards and test methodologies
• 10+ years of experience in regulatory affairs, with a focus on European Union, USA, and Canadian regulatory schemes for cosmetics, OTCs, supplements, home care
• 10+ years of leadership or management experience
• Experience implementing and managing PLM, ERP, and QMS applications used in pharmaceutical, cosmetic, or related industry
• Bachelor’s degree in a science related field is required (material engineering preferred)
• RAC or equivalent certification required
