Job Summary

The Business Analysis Practice Advisor owns business analysis standards, tools, competency frameworks, learning pathways, and capability development as part of the PM/BA Centre of Excellence, ensuring consistent, high-quality business requirements and analysis practices across SE Health. 
This role designs and maintains the enterprise BA playbook, templates, and tools; leads the Business Analysis Community of Practice; and provides coaching and advisory support to Business Analysts and delivery teams across the organization.   
Operating as a Centre of Excellence advisor and reporting to Project Management Centre of Excellence Lead, he role enables delivery teams to apply the right level of analysis discipline while balancing enterprise consistency with practical flexibility. The Business Analysis Practice Advisor contributes to building the foundation for and advancing enterprise delivery maturity and capability, rather than performing day-to-day business analysis activities on individual initiatives. 

Key Accountabilities:

Enable Enterprise BA Standards, Templates & Tools

• Design, develop and maintain enterprise business analysis standards, templates, and tools aligned to SE Health delivery ways of working.
• Create and refine practical playbooks and resources covering requirements elicitation, documentation, validation, and solution assessment that enable consistent, high-quality analysis execution across initiative types.
• Establish quality standards and evaluation criteria for BA work products to ensure analysis artifacts support delivery outcomes and decision-making
• Partner with the other Practice Leads to ensure BA standards integrate seamlessly with project management and change management practices
• Develop and maintain the BA practice roadmap in alignment with the broader PM/BA CoE strategy and priorities.  
• Establish fit-for-purpose guidance for applying BA practices based on initiative complexity, risk and organizational needs.  
• Define quality expectations and practical guidance for when and how BA methods should be applied. 

Business Analysis Community of Practice Leadership

• Design, launch and lead the Business Analysis Community of Practice (CoP), fostering consistency, knowledge sharing, and capability development.
• Enable shared learning and practical alignment across Business Analysts working in different areas and delivery contexts. 
  Support BA community engagement, participation, and adoption of common practices.
• Track CoP engagement and impact, adjusting format and content based on BA community needs and feedback. 

Coaching & Advisory Support

• Provide coaching and advisory support to Business Analysts and delivery teams on requirements, analysis approaches, and best practices.
• Provide targeted coaching and advisory support to teams navigating complex or ambiguous analysis needs, without assuming responsibility for day-to-day business analysis delivery.
• Strengthen BA practice credibility and effectiveness through practical guidance grounded in delivery experience.
• Coach Business Analysts and other practitioners with varying levels of experience in selecting and applying appropriate BA methods.  
• Provide actionable feedback on BA approaches and work products to improve analysis quality and practitioner capability.  
• Enable teams to use foundational BA methods effectively where dedicated BA support may not be required. 

Integration of BA Practices within Enterprise Delivery Framework

• Support integration of business analysis practices within the broader enterprise delivery framework, ensuring alignment with project management and change management practices.
• Enable consistency in how analysis is applied across a federated enterprise delivery framework, providing oversight on teams’ adherence without relying on direct authority.
• Provide guidance to teams on applying the right level of analysis discipline based on initiative complexity, risk, and organizational maturity 

Continuous Improvement of BA Practices 

• Collect and analyze delivery feedback, lessons learned, and BA practice performance data to continuously improve BA standards, tools, and playbooks
• Conduct periodic maturity assessments of BA capability across the enterprise and identify targeted improvement opportunities
• Adapt standards and tools pragmatically to improve usability and adoption
• Contribute to enterprise capability uplift by evolving BA practice approaches over time.
• Develop and maintain the BA competency framework, proficiency expectations and capability-development pathways.  
• Use maturity assessments to identify enterprise and practitioner development priorities.  
• Establish practical measures of BA practice adoption, capability growth and organizational impact. 

Education:                     
Preferred field of study: Bachelor's degree in business, Information Systems, Health Administration, Management, or a related discipline.

Experience:

• 8+ years of progressive business analysis experience, including complex project environments, with demonstrated experience:
• Defining and managing requirements across an end‑to‑end delivery lifecycle
• Working on cross‑functional or enterprise level initiatives involving multiple stakeholders, systems or business units (e.g., digital transformation, clinical process redesign, operational improvement)
• Demonstrated experience operating within and/or helping establish, mature, or transform a PMO, Centre of Excellence, or enterprise practice function, including governance structures, standards, operating models, and capability-building initiatives.
• Supporting or mentoring other Business Analysts and working with Project Managers and delivery teams
• Demonstrated experience developing or materially advancing BA standards, templates, playbooks, competency frameworks, learning programs or practice-development approaches.
• Demonstrated experience establishing, building, maturing, or transforming a Business Analysis Centre of Excellence (CoE), Business Analysis Practice, or enterprise-wide BA capability function, including development of standards, governance frameworks, playbooks, competency models, learning programs, and practice-development approaches. 
  Demonstrated experience coaching and developing Business Analysts and influencing practice adoption across teams without direct authority.  
• Experience leading a Community of Practice, professional-development program or structured knowledge-sharing forum. 

Additional Skills

• Strong expertise across the end‑to‑end business analysis lifecycle, including requirements, process analysis, and solution validation.
• Demonstrated ability to define and apply consistent business analysis practices across complex delivery environments.
• Proven coaching and advisory capability to support and mentor Business Analysts without direct authority.
• Experience designing and leading communities of practice, professional development programs, or knowledge-sharing forums
• Ability to create training curricula, deliver workshops, and build BA capability at scale across the enterprise
• Demonstrated experience establishing, scaling, or maturing a Business Analysis Centre of Excellence, Practice Office, or enterprise capability function, including governance, standards, tools, learning pathways, and adoption strategies.
• Process improvement mindset with experience applying Lean, Six Sigma, or continuous improvement methodologies to enhance BA practice effectiveness  
• Ability to assess BA work quality, evaluate capability maturity, and design improvement roadmaps
• Demonstrated ability to drive adoption of standards and practices across federated teams without direct control
• Ability to translate BA practice value into business outcomes for senior leadership communication
• Strong communication and facilitation skills.
• Ability to operate across multiple initiatives in a federated organization.

Certifications (Preferred)

• PMI‑PBA (Professional in Business Analysis)​
• CBAP (Certified Business Analysis Professional) from IIBA​
• Agile / Scrum certifications (e.g., CSM, PMI‑ACP)​
• Lean Six Sigma (Green Belt or equivalent)​

The total target compensation for this position is $87,000 - $108,000.
