Job Summary:

The Project Management Centre of Excellence Lead is accountable for establishing and evolving SE Health’s enterprise project management practice and for leading the integrated Project Management and Business Analysis Centre of Excellence. Drawing on deep project management expertise and sufficient business analysis understanding, this role defines and governs the integrated enterprise delivery framework, standards, and playbooks. The role leads the Project Management Community of Practice directly while providing strategic guidance and CoE leadership to the Business Analysis Practice Advisor who leads BA-specific standards and community development.  

Operating at an enterprise level, this role works across business functions, operational teams, Digital, Strategy, and Transformation leaders to strengthen delivery capability, consistency, and organizational maturity. The role is accountable for establishing practical project management standards, governance approaches, tools, and communities that enable successful execution of strategic initiatives across SE Health.

The role operates as a Centre of Excellence leader and enterprise practice owner.  Success is achieved through influence, accountability for enterprise project management capability, governance effectiveness, delivery maturity, adoption of standards, and continuous improvement of organizational project execution outcomes across SE Health. 

Key Accountabilities:

Enterprise Project Management Practice, Delivery Standards, Governance & Practice Ownership

• Establish, govern and continuously evolve the enterprise project management and business analysis delivery frameworks, standards, templates, methodologies, quality expectations, playbooks, and practice governance model to support successful execution of strategic initiatives across SE Health.
• Establish project management quality expectations and practice-assurance approaches for project planning, governance, risk and dependency management, status reporting, transition planning and benefits tracking.
• Collaborate with Change Management, Process Improvement, Business Analysis and other enterprise practice leaders to align standards, frameworks, and ways of working that support successful enterprise transformation initiatives.
• Partner with the Business Analysis Practice Advisor to ensure BA standards are practical, widely adopted, and continuously improved based on delivery feedback
• Balance enterprise consistency with pragmatic, fit-for-purpose application across a complex, regulated and people-centred organization.

Enterprise Capability, Adoption & Practice Development

• Build enterprise delivery capability through tools, templates, training approaches, and learning assets.
• Guide the Business Analysis Practice Lead in developing BA capability-building approaches aligned with the overall CoE mandate, while recognizing the Practice Lead’s ownership of BA-specific content and professional standards.
• Define the practice requirements and roadmap for project management tools, templates and enabling resources, partnering with Digital, portfolio governance, business functions and the Business Analysis Practice Lead where implementation or cross-practice alignment is required.
• Accountable for advancing enterprise Project Management and Business Analysis capability and maturity by evaluating practice effectiveness, monitoring adoption, identifying systemic capability gaps, and recommending strategic improvement priorities to senior leadership.
• Drive adoption of enterprise standards through training, communication, leadership alignment, peer influence and demonstrated value.
• Create career development pathways and competency frameworks for Project Managers and Business Analysts at different levels
• Partner with BA specialist/Lead to build training and enablement programs that upskill PMs and BAs in enterprise standards, methodologies, and tools
• Establish feedback loops to continuously improve capability development based on delivery performance, audit findings, and practitioner input.

Enterprise Coaching, Advisory & Delivery Maturity Enablement 

• Serve as the organization's senior project management practice advisor, providing enterprise-wide guidance to executive and senior leaders, Project Managers, Business Analysts, and functional teams on project governance, delivery maturity, organizational capability, strategic initiative execution, and the fit-for-purpose application of project management standards, methods, and best practice
• Provide targeted methodology advice, practice coaching and quality-assurance guidance for complex, cross-functional or high-risk initiatives, enabling effective governance, delivery discipline, and adoption of enterprise project management practices across SE Health.
• Facilitate practice reviews, retrospectives and thematic assessments to identify recurring enterprise capability gaps and opportunities to improve standards, tools and practitioner support.
• Translate recurring delivery challenges and organizational complexity into practical enterprise guidance, scalable standards and recommendations for leaders and practitioners.
• Mentor high-potential PMs and BAs to build a pipeline of senior delivery talent, as required.

Community of Practice, Practitioner Enablement & Continuous Improvement

• Establish, lead and evolve the Project Management Community of Practice to drive consistency, shared learning, and continuous improvement.
• Partner with the  Business Analysis Practice Advisor to design, launch, and sustain the BA Community of Practice, ensuring it achieves engagement and capability-building goals.
• Foster peer learning, knowledge exchange, and adoption of evolving practices across federated teams.
• Continuously evolve enterprise project delivery practices to align with organizational needs, delivery maturity, and strategic priorities.
• Track CoP engagement, adoption metrics, and capability improvement to measure impact and adjust approaches.

Education: 

Preferred field of study: Bachelor’s degree in business, Management, Engineering, Strategy, Analytics, or a related discipline, or an equivalent combination of education and relevant experience.

Experience:

• 10–12 years of progressive experience in project and/or program management.
• Demonstrated leadership on enterprise‑level or portfolio‑scale initiatives (e.g., multi‑stakeholder, regulatory, technology, or operating model change).
• Proven experience designing and operating delivery frameworks within a PMO or Centre of Excellence.
• Experience coaching and mentoring PMs and Business Analysts at varying levels of maturity.
• Strong people leadership capability influencing small, specialist teams without reliance on direct authority.
• Experience leading or operating within an enterprise Centre of Excellence, PMO, transformation office, or capability-building function.
• Demonstrated experience designing, owning, and operating enterprise project management and business analysis standards, frameworks, and playbooks.
• Strong understanding of enterprise delivery models (waterfall, agile, hybrid) and the ability to apply them pragmatically across diverse initiatives.
• Proven ability to coach and mentor Project Managers and Business Analysts across varying levels of experience and delivery maturity.
• Experience providing delivery advisory support to senior leaders on complex, cross‑functional, or enterprise‑level initiatives.
• Strong capability in delivery quality assurance, including planning discipline, execution rigor, dependency management, and benefits realization.
• Ability to translate complex delivery challenges into clear, practical, executive‑ready guidance and recommendations.
• Proven ability to drive adoption of new standards, methodologies, and ways of working across a federated organization; navigate resistance; build stakeholder buy-in and early wins
• Demonstrated strength influencing senior leaders and cross‑functional partners without direct authority in a federated environment.
• Experience building and sustaining Communities of Practice to drive consistency, shared learning, and continuous improvement.
• Strong analytical, critical‑thinking, and structured problem‑solving skills.
• Comfort operating in environments with ambiguity, competing priorities, and enterprise‑wide scope.

Certifications (Preferred)

• Project Management Professional (PMP), Program Management Professional (PgMP), or equivalent.
• PMI‑ACP, PRINCE2 Practitioner, or comparable project delivery certification.
• Lean Six Sigma (Green Belt or Black Belt) or equivalent.
• Change Management certification (or equivalent).
• Agile / SAFe certifications (context‑appropriate; practical application preferred over dogmatic use).
