The Opportunity

The Strategic Policy and Competitiveness Division, Regulatory Modernization Unit is seeking a detail-oriented, flexible and innovative individual for the permanent role of Senior Regulatory Advisor. We are looking for someone who stands apart from others with exceptional leadership, communication and relationship-building skills.

The Regulatory Modernization Unit leads the Government of Saskatchewan's regulatory modernization efforts, including providing support to the Red Tape Reduction Committee. As part of this small, high-performing team, this position works across government to improve the regulatory environment in Saskatchewan in support of the long-term prosperity of Saskatchewan people.

Reporting to the Director, Regulatory Modernization, Planning & Performance, Financial Programs, you will:

• Develop, implement and evaluate government's regulatory modernization strategy;
• Research and develop regulatory best practices to help Saskatchewan become a leader in regulatory modernization;
• Develop policy, procedures and strategic documents to set the direction for regulatory modernization and red tape reduction;
• Harmonize and integrate regulatory modernization performance and accountability planning tools with the provincial government's central regulatory, legislative, strategic planning, continuous improvement and program review processes;
• Lead initiatives across government (e.g. removal of business irritants) to reduce Saskatchewan's regulatory burden, encourage local and foreign investment, and to stimulate innovation by business and industry;
• Maintain knowledge and expertise of the ongoing developments, trends and improvements to international regulatory modernization standards. These could potentially impact Saskatchewan's ability to remain a competitive place for investment should they be inconsistent with our policy direction or objectives;
• Lead the Secretariat duties to Cabinet's Red Tape Reduction Committee; provide advice, support and analysis to the Committee to advance regulatory modernization outcomes;
• Provide direction to all Ministries, Agencies and Crowns to ensure they adopt expected principles and meet performance standards related to regulatory work planning, red tape reviews, risk management and red tape reduction reporting;
• Identify, protect and advance Saskatchewan's interests related to regulatory notification, reconciliation and cooperation under the Canadian Free Trade Agreement; and
• Develop and deliver training and education material to increase government and non-government stakeholder awareness, build government-wide capacity, improve accountability and encourage effective participation to modernize regulatory requirements and reduce government red tape.

• Comprehensive knowledge and understanding of business planning, accountability processes and risk management;
• Political acumen and skills demonstrated through experience providing strategic advice to senior leaders on sensitive issues;
• The ability to break down structural and functional barriers and encourage a culture of cross-team collaboration; and
• The ability to promote and encourage a culture built on the Government of Saskatchewan's Commitment to Excellence - respect and integrity, serving citizens, excellence and innovation, and one team.

Typically, the knowledge and skills required in this position would be obtained through the completion of a university degree in Business Administration, Commerce, Economics and/or a related discipline, supplemented by a Master's Degree such as an MPA, Project Management Certification/designation or CPA designation, In addition, completion of related educational programs, as well as a minimum of three years' experience leading in related fields such as strategic policy, legislation and/or regulations would be considered an asset.
