Help lead Alberta into a healthier future! Primary Care Alberta (PCA) is seeking a politically adept, data-driven leader for the role of Executive Lead, Safe Healthy Environments & Communicable Disease Control.

The Executive Lead provides strategic leadership for population health protection, with accountability for Safe Healthy Environments and Communicable Disease Control. The role assesses population and public health protection needs, sets strategic priorities, aligns organizational resources and capacity, and advances system-level initiatives that strengthen safe environments, prevent and control communicable diseases, and support a coordinated, accessible, equitable, and sustainable health system. Working with key stakeholders, the Executive Lead will influence policy, advance provincial population health protection priorities, and strengthen system outcomes.

This provincial role may be located anywhere in Alberta and may be remote/hybrid. Expect travel to Edmonton and Calgary for key leadership and stakeholder meetings.

Description:

The Executive Lead, Safe Healthy Environments & Communicable Disease Control is accountable for providing enterprise-level strategic direction, executive leadership, system stewardship, and operational oversight for population and public health protection needs communicable disease control, and Safe Healthy Environments programs across Alberta. Reporting to the Chief Executive Officer, the Executive Lead sets direction and establishes expectations for evidence-informed practice, innovation, quality improvement, performance, and sustainability across the portfolio and is accountable for translating provincial priorities into integrated strategies, policies, programs, and system-level outcomes while successfully managing the portfolio’s operating and capital budgets.

The Executive Lead provides executive sponsorship and leadership for complex, transformational initiatives that strengthen system integration, support healthcare providers, and improve access to safe, high-quality, and sustainable care.

This position works closely with the Office of the Chief Medical Officer of Health, Government of Alberta (GoA) leadership, PCA Executive Team members, and senior leaders across Alberta's public health and healthcare systems. The Executive Lead establishes enterprise-level connections, influences cross-system decisions, and ensures strategic initiatives are integrated with internal and external partners to achieve provincial outcomes.

Required Qualifications:

A minimum of an undergraduate degree in a health care discipline (e.g., nursing, public health inspector, dietitian), with appropriate registration or eligibility to register in the Alberta health professions college (e.g. CRNA). A graduate degree in health care management, public health, business administration, or a related health care field.

A minimum of 10 years of progressive leadership experience in clinical services or healthcare operations, with at least three (3) years in senior and/or executive leadership roles. Experience leading population and public health at a provincial, regional, or enterprise level is required. A strong track record in leading large, complex organizations and multidisciplinary portfolios with broad organizational and system impact is an asset. Equivalencies of education and experience will be considered.

Additional Required Qualifications:

The successful candidate will demonstrate enterprise-level strategic thinking, sound judgment, and the ability to assess long-term objectives, risks, opportunities, policy implications, and system-wide impacts to support complex decisions. Has experience managing significant human, financial, and operational resources in a complex organizational context.

This leader will possess highly developed executive leadership capabilities, bringing experience leading and implementing large-scale, multi-partner initiatives such as enterprise transformation, system change, and complex initiatives in various capacities, such as governance, evaluation, quality improvement, performance measurement, risk management, and ongoing monitoring to ensure accountability, sustainability, and continuous improvement to address multifaceted issues in a dynamic and evolving health system.

They will be an exceptional communicator and relationship builder who can build and sustain strategic partnerships, and influence across organizational and jurisdictional boundaries and foster collaboration across stakeholders, including senior leaders, government, healthcare providers, and community partners to achieve organizational objectives within large, diverse, and unionized environments.

Preferred Qualifications:

Knowledge of Alberta's public health system, government environment, and primary care transformation is a strong asset. Experience leading enterprise or provincial-scale transformation, policy, strategy, or system integration initiatives within a large healthcare organization is preferred.
