Position Overview

The Department of Health, Government of New Brunswick, is seeking an experienced Director of Clinical Informatics (BA3) to support the Symbio Provincial Clinical Information Solution Program. Symbio is a province-wide healthcare transformation initiative focused on replacing fragmented hospital information systems, paper-based clinical records, and disconnected applications with a unified, standardized, and integrated Clinical Information Solution (CIS).

Reporting to the Chief Clinical Information Officer (CCIO) for the Symbio Program and working closely with the CCIO and Chief Nursing Information Officer (CNIO), the successful candidate will establish, mature, and sustain the clinical informatics capabilities, operating methodologies, governance structures, and delivery practices required for the program.

This senior leadership role will oversee the day-to-day delivery of clinical informatics activities across a multi-site acute care health system, ensuring that provincial clinical workflows are standardized while accommodating approved local variations across large, medium, and small hospitals. The Director will bridge clinical stakeholders, physicians, nursing professionals, clinical operations, informatics specialists, and technical EHR/CIS build teams to ensure that the solution reflects approved clinical requirements and supports patient safety, clinical quality, operational readiness, and effective clinician adoption.

The successful candidate will also mentor New Brunswick program personnel, transfer knowledge, and develop sustainable internal capabilities to support the long-term operation and continuous improvement of the provincial clinical information solution.

Key Responsibilities

1. Clinical Informatics Strategy and Program Delivery

  • Work with the CCIO and CNIO to establish and maintain a sustainable clinical informatics operating model, methodology, and integrated workplan aligned with the Symbio Prepare, Adopt, and Improve journey.
  • Lead the day-to-day execution of clinical informatics activities across steady-state operations and project-based initiatives.
  • Establish transparent oversight of milestones, deliverables, progress, risks, dependencies, priorities, and escalations.
  • Provide regular status and risk reporting to the Department of Health.
  • Coordinate clinical informatics resources, activities, and priorities to support the program's overall objectives.

  • Establish consistent clinical workflow standards applicable to large, medium, and small hospital facilities.
  • Lead the implementation and localization of standardized workflows to accommodate facility-specific operational needs while preserving provincial standards.
  • Assess proposed local variations, document their rationale, evaluate their impact, and support formal review and approval through established governance processes.
  • Ensure workflow design promotes consistency, efficiency, patient safety, and effective care delivery across participating facilities.

3. Physician and Clinician Engagement

  • Develop and execute engagement and advocacy approaches for physician groups, nursing professionals, and other clinical stakeholders.
  • Engage physician leads and frontline clinicians in clinical workflow design, EHR/CIS configuration decisions, validation, and implementation planning.
  • Represent physician and clinician needs in clinical governance forums, design discussions, prioritization decisions, and issue resolution.
  • Facilitate collaboration between clinical stakeholders, program leadership, clinical operations, and technical delivery teams.
  • Ensure frontline clinical requirements are accurately reflected in approved workflows, system design, and implementation decisions.

4. Clinical Governance and Decision-Making

  • Establish, lead, or support clinical working groups, committees, and governance forums responsible for clinical workflows, EHR/CIS design, prioritization, and cross-site decisions.
  • Define decision-making processes, governance structures, escalation pathways, and accountability mechanisms.
  • Facilitate timely and transparent resolution of clinical design issues, competing priorities, and workflow conflicts.
  • Maintain documented decisions, approved requirements, priorities, risks, actions, and escalations.
  • Ensure governance decisions are communicated to relevant clinical, operational, informatics, and technical stakeholders.

5. Clinical Informatics and Technical Build Team Alignment

  • Manage the day-to-day relationship between clinical informatics and technical EHR/CIS build teams.
  • Translate clinical requirements, approved workflows, and clinical design decisions into clear functional requirements and build specifications.
  • Prioritize build requests and coordinate capacity, dependencies, competing requirements, and delivery timelines.
  • Resolve conflicts between clinical needs, technical constraints, and approved design standards.
  • Oversee delivery against approved requirements and ensure that system configuration reflects intended clinical workflows.
  • Establish effective processes for requirement traceability, design review, build validation, and issue resolution.

6. Technical Build Governance and Oversight

  • Provide leadership and oversight to technical EHR/CIS build teams.
  • Establish build governance, standardized build methodologies, configuration standards, and delivery processes.
  • Manage build priorities, resource capacity, work allocation, and competing demands.
  • Oversee system build, configuration, testing, release management, and deployment readiness.
  • Coordinate planning and impact assessments for major system changes, including code upgrades and other significant platform changes.
  • Ensure appropriate alignment between technical delivery, clinical requirements, system quality, and operational needs.

7. Clinical Workflow Validation, Testing, and Release Readiness

  • Define and lead clinical workflow validation, testing, release-readiness, and cutover approaches.
  • Coordinate clinical and technical testing cycles to verify that configured workflows meet approved requirements.
  • Assess system quality, clinical safety, operational readiness, and unresolved risks before deployment.
  • Establish and apply clear go/no-go criteria and provide release-readiness recommendations.
  • Develop and oversee clinical and technical cutover plans, including stakeholder coordination, issue escalation, and contingency considerations.
  • Ensure readiness decisions are supported by documented validation results, identified risks, and appropriate stakeholder approvals.

8. Patient Safety and Clinical Quality

  • Embed patient safety and clinical quality considerations into EHR/CIS design, configuration, validation, and implementation.
  • Apply comprehensive clinical informatics knowledge across clinical documentation, order management, order sets, clinical decision support, medication management, and workflow analysis.

  • Lead or support planning and execution for large-scale EHR/CIS activations from a clinical informatics perspective.
  • Coordinate clinical readiness activities, activation planning, command-centre operations, and incident-management processes.
  • Support clinical incident triage, prioritization, escalation, and resolution during implementation and stabilization.
  • Monitor clinical workflow performance and system issues following deployment.
  • Coordinate stabilization activities and transition the program toward sustained operations and continuous optimization.
  • Ensure clinical stakeholders receive the support required to maintain safe and effective care delivery during system transitions.

10. Clinician Education, Adoption, and Optimization

  • Develop and support clinician education strategies and learning materials for new and revised clinical workflows.
  • Apply adult learning principles to training design, delivery, and evaluation.
  • Coordinate clinician readiness, adoption support, and communication activities.
  • Evaluate education effectiveness and identify opportunities to strengthen user confidence and system utilization.
  • Lead post-go-live optimization activities based on clinician feedback, operational performance, workflow issues, and lessons learned.
  • Support continuous improvement of clinical workflows and system usability.

11. Clinical Informatics Team Leadership and Enterprise EHR/CIS Experience

  • Build, lead, mentor, and develop clinical informatics teams supporting enterprise-scale EHR/CIS implementation and optimization.
  • Provide direction, coaching, and oversight to clinical informatics personnel and multidisciplinary delivery teams.
  • Apply experience with a major enterprise EHR/CIS platform to the platform selected for the Symbio Program.
  • Establish sustainable team practices, operating procedures, and knowledge-sharing mechanisms.
