We are seeking a highly accomplished Business Analyst - Senior for an enterprise-level contract opportunity based in Toronto. In this role, you will take on a premier business analysis, process architecture, and requirements elaboration capacity, specializing in assessing complex business challenges and translating client needs into detailed, actionable technical specifications.

As a Senior Business Analyst, you will bridge the gap between business stakeholders, subject matter experts, and technical solution delivery teams. Operating fully onsite in Toronto, you will lead end-to-end business modeling, conduct feasibility studies, facilitate requirements discovery, and ensure solutions align with enterprise architecture gating processes and standardized system development methodologies. This position is tailored for a technical BA who excels at process re-engineering, conceptual data modeling, and requirements traceability throughout the project lifecycle.

Responsibilities
Lead and execute business analysis activities to evaluate operational problems, assess business opportunities, and define comprehensive technical requirements.

Interact directly with business stakeholders and subject matter experts to elicit, analyze, document, and validate business and technical needs.

Facilitate requirements gathering sessions, including JAD workshops, stakeholder interviews, mockups, and process walkthroughs.

Develop business cases, cost-benefit analyses, feasibility studies, and strategic recommendations for proposed technology initiatives.

Perform business process modeling, use case development, conceptual and logical data modeling, and data flow diagramming.

Define and document business rules, non-functional requirements, use case surveys, and detailed functional specifications.

Establish requirements traceability matrices and performance measures to evaluate solution alignment throughout project phases.

Apply business process re-engineering concepts to identify inefficiencies, recommend alternative workflows, and drive operational improvements.

Monitor project progress, resolve requirement ambiguities, and prepare regular status reports, briefing notes, and presentations for management.

Advise on business analysis policies, standards, and best practices to promote a consistent, high-quality analysis practice across the organization.

Qualifications
Core Requirements & BA Expertise
Business Analysis Tenure: Minimum 5+ years of dedicated experience leading business analysis activities for complex IT and business initiatives.

Project Methodology Alignment: Demonstrated experience aligning business analysis deliverables with formal project management methodologies, enterprise architecture gating processes, and system development lifecycles.

Modeling & Documentation: Expertise in business modeling, use case surveys, logical/conceptual data modeling, process mapping, and business rules definitions.

Requirements Discovery: Proven ability to design and lead structured requirements gathering processes (JAD sessions, interviews, process flows) using CASE tools.

Strategic & Financial Analysis: Experience developing business cases, cost-benefit analyses, and feasibility studies.

Preferred Assets & Domain Knowledge
Public Sector Governance: Knowledge of public sector project management methodologies, enterprise architecture standards, and gating processes.

Methodology Diversity: Familiarity with structured, object-oriented, and Agile methodologies for user requirements gathering.

Accessibility & Governance: Understanding of Information Management principles and digital accessibility regulations, including the Accessibility for Ontarians with Disabilities Act (AODA).
