ABOUT THE ROLE

This position is responsible for maintaining waste management tonnage information related to programs and services along with coordinating, purchasing, procurement and contract administration functions within Waste Management. Develops agreements in consultation with Legal Services and works with Procurement to create necessary procurement documents. Supports waste management programs, ensuring due diligence and compliance with branch standards and the Region's Procurement Bylaw, while ensuring that program practices are consistent with relevant legislation, regulations, policies, and procedures.

WHAT YOU'LL BE DOING

• Collaborates/works with partners and follows the Procurement Office corporate strategic leadership, planning and direction related to this function to ensure alignment with corporate objectives and direction.
• Research best practices for contract administration and provides input on plans and business improvement processes for streamlining the administration and awarding of contracts.
• Administers contracts in accordance with contract terms and internal policies and procedures.
• Oversees work completed by contractors, provides site access and orientation or coordinates with relevant business units as needed.
• Addresses contract performance concerns including escalation to management and internal partners as required.
• Identifies and manages contract risks to meet organizational obligations and achieve the planned outcomes of the contract.
• Provides contract related resolutions to address funding requirements, contractor performance issues and disruptions in the supply and delivery of goods and services. |
• Performs other duties as assigned, in accordance with Branch and Department objectives.

WHAT WE'RE LOOKING FOR

• Successful completion of a Community College Diploma in Finance, Commerce, Business Administration, or related field or approved equivalent combination of education and experience.
• Minimum three (3) years demonstrated experience in public sector environment dealing in procurement, contract management and material management experience.
• Successfully completion and attained of one of the following certifications: Certified Professional Public Buyer (CPPB) and/or Certified Public Purchasing Officer (CPPO) designation with the Universal Public Procurement Certification Council (UPPCC) or Certified Supply Chain Management Professional (SCMP) designation with the Supply Chain Management Association of Ontario (SCMAO) or approved equivalent experience.
• Knowledge of municipal polices, purchasing legislation, compliance and risk, Bylaws, and contract management methods.
• Demonstrated ability to interpret contracts with advanced organizational skills to coordinate processing of contracts and post award scope changes though to contract closeout.
• Demonstrated ability in the Region's core competencies.
• Intermediate skills in MS Office Suite and demonstrated knowledge and experience of virtual platforms (e.g. Power Apps) and sound familiarity with weigh scale software (e.g. Paradigm).
• Demonstrated writing skills to prepare draft correspondence, detailed reports, tables, spreadsheets, and reports related to programs and services delivered.
• Demonstrated ability to research/investigate issues and sound decision-making skills to resolve problems and/or escalate as appropriate.
• Valid Ontario Class “G” driver's license free of serious offences under the Highway Traffic Act.
