About the Role

The New Brunswick Department of Health is seeking Clinical Business Analysts (CBA) specializing in Patient Access (Registration and Scheduling) to support the province-wide Symbio Clinical Information Solution (CIS) Program.

New Brunswick is transforming multiple standalone hospital information systems into a unified, standardized and integrated provincial Clinical Information Solution (CIS) . The program focuses on standardizing clinical practices, improving consistency and efficiency across the healthcare system, and supporting responsible healthcare data management.

The Clinical Business Analyst will support the development, standardization and implementation of CIS clinical workflows, with a primary focus on Patient Access, including Registration and Scheduling . The role will work closely with clinical stakeholders, Subject Matter Experts (SMEs), project teams and healthcare professionals to gather requirements, conduct analysis, develop designs, facilitate engagement sessions, and support the build, validation and testing of clinical content.

Key Responsibilities

• Gather and define business and system requirements related to Patient Access, Registration and Scheduling.
  
• Conduct business process analysis and gap analysis .
  
• Perform use case analysis and detailed design activities.
  
• Develop and maintain business analysis documentation, workflows, use cases, user guides and training materials.
  
• Facilitate workshops and engagement sessions with healthcare providers, clinical experts, SMEs and stakeholders.
  
• Work with clinical stakeholders to identify, articulate and validate business and system requirements.
  
• Develop user stories and/or use cases based on identified requirements.
  
• Collaborate with clinical experts to gather input and support the development and refinement of clinical standards.
  
• Review existing business requirements and identify opportunities for improvement.
  
• Design and develop facilitation sessions to validate existing requirements and collect new business and IT requirements.
  
• Build, validate and test clinical content within the CIS.
  
• Support CIS implementation and clinical standardization initiatives.
  
• Analyze business and client requirements to support development, operations and deployment of the clinical standardization project.
  
• Recommend and implement solutions to achieve defined objectives and monitor their effectiveness.
  
• Develop and maintain detailed process and solution documentation.
  
• Collaborate closely with project teams to support smooth delivery and implementation.
  
• Maintain effective communication with stakeholders and project team members.
  
• Foster strong working relationships across business and IT teams to ensure alignment between business and information technology requirements.
  
• Work effectively across steady-state and project-based activities.
  
• Manage multiple teams, project streams and activities simultaneously as required.
  
• Work with project team members, SMEs and stakeholders at all organizational levels.
  
• Some after-hours or weekend work may be required, subject to advance approval.
  

Requirements

Mandatory Requirements

M1 – Education

Must possess a University Degree in Healthcare, Business Administration or Information Technology , or an equivalent combination of applicable education and experience.

M2 – Patient Access Business Analysis Experience

Must have 5+ years of demonstrated experience within the last 10 years as a:

• Clinical Business Analyst;
  
• Clinical Informatics Analyst; or
  
• Equivalent role,
  

with responsibility for Patient Access – Registration and Scheduling , including:

• Requirements gathering;
  
• Workshop facilitation;
  
• Use case analysis;
  
• Business process analysis;
  
• Detailed design activities; and
  
• Development of business analysis documentation.
  

M3 – Acute Care EHR/CIS Experience

Must have 5+ years of demonstrated experience working with:

• Acute care Health Information Systems;
  
• EHR/CIS environments; and
  
• Healthcare operations,
  

specifically as they relate to Patient Access – Registration and Scheduling .

M4 – Canadian Acute Care CIS Implementation Experience

Must have 3+ years of demonstrated experience as a Business Analyst / Clinical Informatics Analyst on:

• Health Information Systems/CIS implementation projects;
  
• Healthcare operations and Health Information Systems (EHR/CIS);
  
• Projects involving the implementation or development of Patient Access – Registration and Scheduling capabilities; and
  
• Projects of a similar scale, size and complexity to the New Brunswick healthcare environment within a Canadian acute care healthcare system .
  

M5 – Availability

Must be available to start on or about the required start date specified in the SOW — October 12, 2026, or earlier if possible .

M6 – Submission Requirement

Desirable / Scored Requirements

S1 – Clinical / Patient Access & Ancillary Services Experience

6+ years preferred.

Demonstrated experience as a Clinical Business Analyst responsible for Patient Access – Registration and Scheduling requirements gathering, workshop facilitation, use case analysis, business process analysis, detailed design and business analysis documentation in one or more of the following areas:

• Computerized Provider Order Entry ( CPOE );
  
• Order sets;
  
• Clinical documentation;
  
• Ancillary services, including:
  
• Pharmacy;
  
• Medical Imaging; and
  
• Laboratory.
  

S2 – Bilingual Communication

Strongly preferred:

• Excellent verbal communication in English and French ;
  
• Excellent written communication in English and French ;
  
• Strong facilitation skills; and
  
• Strong presentation skills in both languages.
  

S3 – Healthcare Workshop Facilitation

3+ years preferred.

Demonstrated experience leading workshops with healthcare providers to:

• Identify business requirements;
  
• Articulate business requirements;
  
• Identify and articulate system requirements; and
  
• Develop user stories and/or use cases.
  

S4 – Stakeholder Engagement & Self-Direction

5+ years preferred.

Demonstrated ability to:

Contract & Work Arrangement

• Duration: 2 years
  
• Optional Extensions: Two additional 1-year renewal periods
  
• Expected Start: October 12, 2026, or earlier if possible
  
• Expected End: October 11, 2028

• Travel: Candidate must be able to travel to New Brunswick at least once per month throughout the project.
  
• Hours: Full-time
  
• Rate: Maximum $150/hour based on a standard 7.5-hour workday.

Ideal Candidate Profile

The ideal candidate is a senior Clinical Business Analyst / Clinical Informatics Analyst with strong, recent experience in Patient Access – Registration and Scheduling , acute-care EHR/CIS environments , and Canadian healthcare operations.

Candidates should be able to demonstrate their experience through specific projects, employers/clients, dates, roles, responsibilities and measurable outcomes. The SOW specifically requires sufficient detail to verify the candidate's education, work experience, role, duties and duration, including Month/Year start and end dates .

Strong candidates should ideally bring:

• 5+ years Patient Access / Registration & Scheduling BA experience;
  
• 5+ years acute-care EHR/CIS experience;
  
• 3+ years Canadian acute-care CIS implementation experience;
  
• 6+ years experience involving CPOE, order sets, clinical documentation and/or ancillary services;
  
• Healthcare workshop facilitation experience;
  
• Public health authority experience;
  
• French and English communication skills;
  
• Microsoft Office 365 and JIRA experience; and
  
• Experience managing multiple teams, stakeholders and project streams.
