Chief Project Officer - NEWPCC Redevelopment

The City of Winnipeg is seeking an accomplished senior executive to serve as its next Chief Project Officer, providing enterprise-level leadership for the delivery of the North End Water Pollution Control Centre (NEWPCC) Upgrade Program. With an estimated value of more than $3 billion, this landmark program is among the largest and most complex municipal infrastructure initiatives in Canada. Its successful delivery will be central to advancing Winnipeg’s long-term environmental resilience, economic sustainability, and capacity for future growth.

Reporting to the Chief Administrative Officer, the Chief Project Officer will be the senior executive accountable for the successful delivery of the NEWPCC Upgrade Program. The role provides strategic leadership and oversight across the full program lifecycle, including planning, design, procurement, construction, commissioning, and operational readiness. The Chief Project Officer will ensure the program is delivered within approved scope, schedule, budget, and regulatory requirements, while upholding strong governance, disciplined risk management, transparency, and stakeholder confidence. Working in close partnership with City leadership, government partners, regulators, consultants, contractors, and funding agencies, the Chief Project Officer will bring clarity, alignment, and disciplined decision-making to a highly complex program environment involving multiple stakeholders, interests, and accountabilities.

The successful candidate will be an accomplished infrastructure leader with a strong record of delivering large-scale capital programs in complex, high-accountability environments. A degree in Engineering, Construction Management, or a related discipline is required; a professional designation such as P.Eng., PMP, or an equivalent credential would be an asset. The role calls for 10 to 15 years of progressive leadership experience, including accountability for major projects valued at $500 million or more, and demonstrated expertise across project delivery, procurement, contract administration, construction management, commissioning, financial stewardship, and risk management.

Equally important is the ability to operate with strategic judgment, credibility, and influence in a highly visible public-sector context. The Chief Project Officer will build trust, align diverse interests, and lead multidisciplinary teams through ambiguity, complexity, and change. Experience in wastewater treatment, environmental infrastructure, or major public-sector capital programs would be a strong asset.
