The role is accountable for technology, cybersecurity and resilience, enterprise systems, data and digital capability, technology operations, vendor partnerships, financial stewardship and the ongoing development of a high-performing technology function.Working across a large, geographically dispersed and decentralized organization, the CTIO builds trusted relationships with leaders and stakeholders, balances enterprise consistency with operational realities, and drives technology adoption and organizational efficiencies in a way that reflects The Salvation Army’s mission, values and environment, strengthening reliability, integration, interoperability and sustainable adoption.Optimize existing technology platforms and investments before introducing new solutions.Improve connectivity and interoperability between systems to create a more seamless technology and user environment.Establish technology roadmaps, portfolio governance and prioritization that sequence investments appropriately and balance innovation, affordability, risk, organizational readiness and capacity.Lead targeted modernization and transformation where it creates clear organizational value, while assessing emerging technologies thoughtfully.Oversee the technology project and investment portfolio, ensuring appropriate governance, stakeholder engagement and benefits realization.Cybersecurity, Data and Technology RiskProvide executive oversight of cybersecurity, information security, privacy, technology risk and resilience.Ensure appropriate controls, governance and compliance are in place to protect organizational information, systems and technology assets.Maintain effective disaster recovery, business continuity and technology resilience capabilities.Ensure security, privacy, data protection and risk considerations are embedded in technology investments, vendor relationships and emerging technology adoption.Technology Operations and Service DeliveryEnsure reliable, secure, responsive and cost-effective delivery of enterprise applications, infrastructure, networks, cloud services, end-user technology and service management.Establish service standards, performance measures and continuous improvement practices that strengthen user experience and technology effectiveness.Maintain an enterprise technology architecture that supports integration, scalability, security and future organizational requirements.Financial, Vendor and Investment Stewardship – Money, Sourcing and Commercial DisciplineLead technology operating and capital budgets and multi-year investment planning, ensuring investments demonstrate strategic value, affordability and sustainability.Oversee business cases, cost-benefit analysis and benefits realization for significant technology investments.Establish effective sourcing strategies and lead strategic vendor relationships, contract performance and commercial negotiations.Drive cost effectiveness through technology simplification, optimization, disciplined sourcing and effective management of technology assets and services.Strategic Business Enablement, Data and Artificial IntelligenceConnect technology, data and digital priorities directly to organizational strategy, mission outcomes, service delivery and measurable value.Act as an enterprise integrator across ministries, functions and geographies, using technology and data to simplify processes, strengthen service delivery and improve decision-making.Lead enterprise data strategy, governance, stewardship, quality, analytics and reporting to enable trusted and actionable information.Establish and oversee responsible AI and automation governance, ensuring use cases are mission-aligned, secure, ethical, legally compliant, operationally practical and supported by appropriate human oversight.Establish governance and performance measures that allow senior leaders to monitor technology value, data maturity, digital adoption and AI readiness.EDUCATION, EXPERIENCE AND QUALIFICATIONSMission and Organizational AlignmentDemonstrated alignment with and ability to authentically lead within The Salvation Army’s mission, stewardship, collaboration and service.Education and QualificationsBachelor’s degree in Information Technology, Computer Science, Information Systems, Business Administration, Engineering or a related discipline is required.Master’s degree in Business Administration, Technology, Information Systems or a related field may be considered an asset.Relevant executive technology, cybersecurity, enterprise architecture, governance or program management certifications may be an asset.An equivalent combination of education and significant relevant executive experience may be considered.Experience and KnowledgeSignificant progressive leadership experience in technology, information systems, digital or related discipline, including substantial senior executive or enterprise leadership experience.Demonstrated success developing and executing enterprise technology strategies and leading transformation or modernization.Experience leading technology within a large, complex, multi-site and/or geographically dispersed organization.Broad executive-level understanding of enterprise applications, infrastructure, cloud, cybersecurity, data, integration, digital capability and technology operations.Demonstrated experience overseeing cybersecurity, technology risk, resilience and business continuity.Experience with enterprise data governance, analytics and emerging technologies, including artificial intelligence.Significant experience managing technology budgets, investment decisions, strategic vendors and major contracts.Proven success in building and developing high-performing leadership teams.Demonstrated experience leading complex organizational change and influencing senior stakeholders.Demonstrated experience advising executive leadership and governance bodies on technology strategy, investment, cybersecurity, risk and organizational implications.Experience in a decentralized, faith-based, not-for-profit, healthcare, public sector or similarly complex service organization is considered an asset.Demonstrated experience establishing or maturing enterprise data strategies, data governance, analytics capability and information management practices across a complex organization.Experience reviewing, governing and deploying artificial intelligence or advanced automation capabilities with appropriate attention to ethics, for this position is $244,046.40 to $305,052.80 with a maximum of $366,059.20.Placement in the salary range will be based on factors such as market conditions, internal equity, and candidate
