The Manager, Financial Planning is responsible to provide financial leadership for Municipal Asset Management Planning, and the Municipal capital and operating budget process. Responsible for funding strategies for capital and other projects from grants, development charges, and reserves, as well as financing through inter-fund loans or external debentures. Financial lead for the development, tracking and review of Municipal plans; including Strategic Plan, Development Charge plan, Utility Financial plan, Department and other Corporate plans; identifies financial impacts, and aligns the significant impacts into a consolidated Municipal financial planning model.

Compensation & Contract Term

$51.60 to $60.32 per hour (compensation is currently under review)
35 hours a week

Contract term - July 2026 to December 2027, approx. 17 months

Qualifications

• University Degree in Accounting, Finance or Commerce required; Chartered Professional Accountant designation would be considered an asset.
• Accredited Asset Manager or Certified Asset Management Professional designations required.
• Five (5) or more years of work experience, including: Financial Analysis and Modelling; Reserve and Reserve Fund Accounting; Capital Asset Accounting; Utility and Development Charge Long Term Plan and Rate Studies; Deferred Revenue and Obligatory Reserve Fund Accounting; Loan Structure and Financing Calculations; Grant Review and Reporting.  
• Knowledge in Public Sector Accounting Standards; Generally Accepted Accounting Principles; Provincial legislation (e.g., Municipal Act, Development Charges Act).

Responsibilities
Budget

• Lead the development of the annual and multi-year budget and forecasts for operating and capital.
• Coordinate the development and delivery of budget training materials, timelines, guidelines and workplan.
• Develop budget strategy and performance measures related to budget process and monitoring.
• Technology lead for FMW Budget and Reporting Software.
• Develop policies and procedures related to budget, financial sustainability and financial planning.

Asset Management

• Provide financial leadership for Municipal Asset Management Planning, as a facilitator of the Asset Management Steering Committee, and co-chair of the Asset Management Team, with the purpose of creating a culture of Asset Management within the Municipality
• Support the ongoing development, maintenance and implementation of the Strategic Asset Management Policy and Asset Management Plan in accordance with requirements listed within Ontario Regulation 5885/17: Asset Management Planning for Municipal Infrastructure. This includes research and review of Municipal data, working closely and in consultation with Asset Management Steering Committee and the Asset Management Team, to develop accurate and appropriate policy and plan including data validation, condition assessments, levels of service, service risks, lifecycles, operations, maintenance, replacement costs and risk assessments, as well as reviewing and making recommendations regarding the Municipality’s Asset Management Plan.
• Establish funding and financing strategies to financially support the Asset Management Plan.
• Integrate Asset Management into the budget and financial planning process by using evidence-based, defensible, and forward-looking criteria for recommendations
• Keep up-to-date and implement all relevant legislation as necessary.
• Financial technology lead for CityWide Asset Management Software.

Funding Sources

• Oversee Municipal requests for grant funding. Provide financial review of grant applications, agreements and reporting. Manage the annual formula-based grants administration. Ensure accuracy of accounting and budgeting for grants, including accruals and obligatory reserve fund accounting.
• Responsible for overseeing the collection and utilization of Municipal Development Charges; associated reporting in accordance with Provincial legislation; obligatory reserve fund accounting for Development Charges and associated financing; account for developer agreements; as well as Municipal administration of County Development Charges.
• Lead for Municipal Reserves and Reserve Funds. Ensure accuracy of accounting and budgeting for funding and utilization; associated reporting in accordance with Provincial legislation. Recommend use framework, multi-year commitments, and ensure restrictions are adhered to.

Financing

• Responsible for analysis and projection of existing and future external debentures; monitoring of Municipal and Provincial debt limits; execution of external debenture issuances; ensure accuracy of accounting and budgeting for principal and interest payments, including accruals.
• Establish inter-fund loan strategies as required to meet cash flow requirements of funding sources; maintain compliance with Provincial legislation and Municipal policy; ensure accuracy of accounting and budgeting for principal and interest payments, including accruals.

Financial Planning

• Prepare multi-year financial projections, scenario modelling and sensitivity analysis.
• Financial lead for the development, tracking and review of long-term financial plans and Municipal Plans including and not limited to: Strategic Plan, Development Charge plan, Utility Financial plan, Asset Management Plan, Department and other Corporate plans’ financial plans. Consolidation of significant financial impacts of Municipal plans into Corporate   Financial Planning Model. Analysis of impacts on funding and financing, establishment of strategies to inform decision making.
• Prepare reports to Committee of the Whole (COW), Council, internal and external stakeholders regarding financial planning.

For all areas of responsibility

• Establishing and updating policies and procedures that incorporate lean processes with adequate controls. Financial reporting, reconciliation and external audit requirements.
• Establishing strategies, providing advice and training to Director of Finance and Information Technology, Management Team, other staff, local Boards, Committees and Council through discussion, reports and presentations
• Lead communications and engagement opportunities with the general public
• Primary responsibility for software administration as super-user of multiple applications, managing users, security, accounts, maintenance of general ledger, report structure and other setup.

Supervision

• Responsible for demonstrating positive leadership through the supervision of staff, including hiring, directing/guiding work assignments, performance management, coaching, identifying and implementing professional development, absence management, motivating and empowering staff.

Other

• Provide support to Finance team members, including Financial Analyst, Manager, Finance, Manager, Municipal Assets and Geomatics, and Director, Finance and Information Technology in their absence or as required.
• Adhere to high standards of ethical behaviour and demonstrate their understanding that their personal actions impact the public’s perception of the Municipality.
• Perform other duties as assigned by the Director, Finance and Information Technology or designate.

• Advanced computer skills including Accounting/Financial software reporting software, Microsoft Excel, WORD and PowerPoint; Great Plains financial software and Citywide Asset Management software experience would be an asset.
