The Bilingual Manager of Inclusive Education provides system‑level leadership, coordination, and oversight for provincial inclusive education, Diversity, Equity and Inclusion (DEI), Indigenous Education, and Social‑Emotional Learning (SEL) programs and services across both English and French education systems. The Manager ensures equitable access, cultural safety, and student well‑being by leading the development, implementation, and monitoring of policies, programs, and professional learning aligned with the Education Act and departmental priorities. Working in collaboration with the Public Schools Branch, the Commission scolaire de langue française, department staff, and community partners, the Manager directs the work of specialized consultants and guides systemwide practices that support all learners, including those with diverse and complex needs.

Duties will include but are not limited to: 

• Provide bilingual system level leadership for Inclusive Education, DEI, Indigenous Education, and SEL across the English and French education systems;
• Lead the development, implementation, and review of Inclusive Education and equity-based policies, ensuring alignment with legislation and departmental priorities;
• Oversee evidence based program frameworks (e.g., MTSS, UDL, SEL, trauma-informed practice) and guide provincewide implementation;
• Direct and support consultants responsible for SEL, DEI, Indigenous Education, and inclusive education services;
• Lead provincial professional learning strategies and develop bilingual resources to build educator and leadership capacity;
• Provide systemwide data leadership, including analysis, monitoring, reporting, and evaluation of equity and inclusion outcomes;
• Collaborate with education authorities, Indigenous partners, community organizations, and other stakeholders;
• Engage in bilingual communication and consultation with school leaders, families, and community partners to support inclusive and culturally safe practices;
• Oversee performance management, coaching, and HR responsibilities for specialized staff;
• Provide guidance on resource allocation, staffing models, and access to supports for diverse learners;
• Support departmental strategic planning, cross-divisional initiatives, and responses to emerging issues affecting inclusion and equity;
• Represent the department on provincial, regional, and national committees related to inclusion, equity, and Indigenous Education;
• Perform occasional additional duties necessary to support smooth departmental operations, including time-sensitive tasks or special assignments aligned with strategic objectives.

Minimum Qualifications:

• Bachelor’s degree in Education and Master’s degree in Inclusive Education, Special Education, Educational Leadership, or a closely related discipline.
• Applicants must hold or be eligible to hold a PEI Teacher's Academic Certificate Level 6 or higher. 
• Certification or training in Universal Design for Learning (UDL) and Differentiated Instruction.
• Completion of coursework and practicum in inclusive education strategies, special education law, and educational leadership.
• Extensive experience working in the education system and considerable experience in a leadership or supervisory role.
• Experience in policy development, program implementation, and inclusive education service delivery.
• Experience with Multi-Tiered Systems of Support (MTSS) and Response to Intervention (RTI) frameworks.
• Experience working with Indigenous education initiatives and culturally responsive practices.
• Demonstrated experience in inclusive education practices and supporting diverse learners.
• Knowledge of the Education Act, special education legislation, and inclusive education policies.
• Excellent communication, collaboration, and problem-solving abilities.
• This is a bilingual position. A Superior level of oral proficiency in English and French is required.
• Excellent written skills in English and French are required.
• Familiarity with assistive technology and accessibility tools for diverse learners.
• Knowledge of trauma-informed practices and social-emotional learning strategies.
• Strong understanding of data-driven decision-making and student performance analytics.
• Ability to build partnerships with community organizations and inter-agency teams.
• Advanced skills in conflict resolution, change management, and stakeholder engagement.

Other Qualifications:

• Demonstrated experience leading Indigenous Education, DEI, or SEL initiatives at a school, district, or system level.
• Experience collaborating with Indigenous communities and applying Indigenous ways of knowing in education contexts.
• Training in anti-racism, trauma-informed leadership, conflict-sensitive communication, and creating culturally safe learning environments.
