Building Condition Assessment Coordinator (Revised 2)

The Lifecycle Management Section of the Infrastructure Planning and Design Branch optimizes the longevity of Edmontons building and facility assets through strategic planning and specialized oversight. This critical work ensures that nearly 1000 municipal structures valued at $7.6 billion remain safe and functional for the community.

This advanced role requires a high level of technical expertise to perform physical inspections and comprehensive reviews of complex residential commercial and industrial facilities. You will analyze technical specifications and legacy condition reports to translate field data into actionable insights within the Citys Decision Support System (DSS). By utilizing lifecycle cost analysis and forecasting you will help determine the most economic maintenance strategies and ensure compliance with all building regulations. Your primary focus will involve clearing report backlogs and mitigating resource gaps to accurately predict the remaining service life of aging infrastructure. Ultimately you will collaborate with diverse stakeholders to prioritize renewal activities that maximize the value of the Citys capital projects. This position is essential for data-driven decision-making that extends the lifespan of Edmontons vital public assets.

What will you do

• Conduct physical field inspections of all City-owned electrical systems including switchgear power distribution lighting automation and security systems
• Review engineering drawings specifications and consultant designs to ensure technical accuracy and alignment with facility requirements
• Provide detailed evaluations of system conditions identifying debilitating issues and defining parameters for maintenance decision-making
• Draft technical narratives describing electrical conditions and recommended corrective actions using precise engineering terminology
• Develop long-term rehabilitation and replacement strategies to improve the serviceability and lifecycle of facility assets
• Formulate cost estimates for necessary maintenance and repairs based on regional construction costs and professional experience
• Utilize SAP (CMMS) and DSS software to update equipment lists and ensure the accuracy of inventory and condition data
• Identify and prioritize specific components and systems for large-scale capital improvement or replacement measures
• Perform detailed code analysis using National Codes (Electrical Building Energy and Fire) to ensure all systems meet regulatory standards
• Utilize infrared/thermal imaging to diagnose deficiencies and consult with OHS regarding hazardous materials like asbestos or PCBs
• Perform other related duties as assigned

• Completion of a degree or diploma from a recognized Institute of Technology or University program in Electrical Engineering
• Minimum of five (5) years of progressive industry experience including building inspections job estimation and specification interpretation
• Certified Engineering Technologist (C.E.T.) designation is the minimum requirement; Professional Technologist (.) or Professional Engineer (.) status is also acceptable
• Possession of a valid Alberta Class 5 Operators License.

Assets :

• Coursework or experience in Building Systems or Building Energy Services Management
• Experience with Sustainable Building Climate Resilience or Energy Efficiency initiatives
• Formal training in technical report writing
• Highly developed communication skills (both oral and written)

• Strong computer skills including proficiency in word processing
• Thorough knowledge of legislation standards technical and regulatory codes; building swimming pools fire and safety regulations
• Knowledge of current construction and industry practices methods and materials
• Ability to recognize hazardous materials or conditions and know the appropriate action(s) to take
• Proficient in technical report writing which is necessary for the preparation of detailed Building Condition Assessment Reports and pulling data from SAP Plant Maintenance application
• The ability to work well with people in a variety of situations resolving conflicts and effective solutions to both technical and non-technical problems

Conditions of Employment :

• Candidates are required to hold a valid Alberta Class 5 drivers license (or provincial equivalent) or higher. Candidates will be required to arrange their own transportation and where appropriate will be reimbursed in accordance with City of Edmonton policy. This may require the candidate to obtain business-use auto insurance
• Hire is dependent on an Enhanced Police Information Check satisfactory to the City of Edmonton and the Edmonton Police Service. The application will be arranged as part of the pre-employment process for successful candidates.
• Ability to perform field inspections which may include climbing ladders working at heights and entering confined spaces
• Compliance with the City of Edmontons safety standards for Personal Protective Equipment (PPE) such as wearing steel-toe boots gloves goggles sunscreen and coveralls

Work Environment :

• This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite as per the Letter of Understanding between the City of Edmonton and Civic Service Union 52
• The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement and the incumbent will be notified in advance
• This position offers a dynamic environment split between office-based technical analysis and field-based inspections
• You will be exposed to various outdoor weather conditions extreme temperatures and construction site environments
• Safety is a priority; the role requires the use of protective equipment including head eye and hearing protection as well as safety footwear
• You will frequently collaborate with community partners project managers and maintenance planners to ensure facility excellence
