General Description
The Director of Teaching and Learning provides leadership and oversight towards the development and implementation of the division's academic program (PK-12), to include technology integration. This individual provides extensive leadership to support teachers in the accomplishments of the Strategic Plan, implementation of the Division Instructional Models, and the implementation of a guaranteed and viable curriculum. The Director of Teaching and Learning oversees the design, selection, and delivery of professional development to support the effective delivery of curricula as well as the development of reliable and valid formative and summative assessments. The Director of Teaching and Learning co-supervises Reading and Math Specialists/Resource Teachers and the Instructional Technology Resource Teacher. Additionally, this individual supervises all assigned programs and activities and works collaboratively with staff, parents and community members to achieve the division's mission and goals.
Essential Job Functions
- Oversees the K-12 instructional program, including the provision and evaluation of curriculum, textbooks, supplies, and supervision within the framework of the regulations of the Virginia Board of Education and the goals and policies of the School Board.
- Develops and implements a plan for effective technology usage within curriculum and teaching to include analysis of digital content, delivery of professional development, and coaching teachers in best practices with technology integration.
- Analyzes student and school academic performance and modifies K-12 instructional programs as warranted to promote a rigorous program of studies, superior student achievement, and continuous improvement of outcomes for all students.
- Provides leadership, professional development, and oversight to the design and delivery of a K-12 written, taught, and assessed curriculum that is aligned to the Virginia Standards of Learning in content and cognitive levels.
- Manages the instructional website.
- Coaches teachers through job-embedded professional development designed to address specific needs as determined by data.
- Collaborates with the Chief Academic Officer (CAO) and Title II Coordinator to create and implement a division professional development plan that includes, but is not limited to, training for teachers and principals on the use of curriculum documents, suggested learning activities, effective use of technology, active engagement, effective grading practices, and developing classroom assessments aligned to the Virginia SOLs.
- Investigates, reviews, and recommends instructional programs to address educational needs based on analysis of division-wide test data, state/local reports, and research.
- Assists the Chief Academic Officer and school leadership in the development of professional learning communities (PLC) to ensure consistency in pacing, planning, instructional delivery, and review of student performance data to support school-based needs.
- Participates in monthly meetings with grade level teams and division level leadership teams to discuss curriculum, instruction, data, assessment, and ongoing school improvement.
- Works collaboratively with all Senior Staff members to ensure that all programs, services, staffing and budgetary allocations support optimum academic achievement for all students.
- Prepares reports and memoranda for the CAO as necessary.
- Attends all instructional committee meetings, school improvement meetings, and School Board meetings.
- Writes and manages division levels grants including and not limited to Title grants, pandemic relief funds, and federal and specialized programs.
- Coordinates summer school programs, school enrichment programs and the Virginia Preschool Initiative Program.
- Serves as the division records manager.
- Oversees the Academic Review and comprehensive school improvement plan process.
- Performs other related duties as assigned.
Required Knowledge, Skills, and Abilities
- Extensive experience related to professional development
- Extensive experience connected to developing and improving curriculum, including digital curriculum and resources
- Comprehensive knowledge of the implementation of the written, taught, and assessed curriculum to include coaching teachers on the design, development, and implementation.
- Ability to plan, supervise, and evaluate work of assigned instructional staff.
- Knowledge of adult learning theory.
- Knowledge of best practices as related to technology integration.
- Ability to analyze statistical data for trends and to develop strategies for improvement.
- Understanding and extensive experience related to the continuous cycle of school improvement.
- Ability to communicate effectively, both orally and in writing, including the ability to make presentations to parent and community groups, school, and county officials.
- Ability to use computers and other office and presentation technology.
- Ability to develop and maintain positive and professional relationships with staff, subordinates, supervisors, School Board members, parents and the general public.
Minimum Education, Training, and Experience Requirement
- Current postgraduate professional license with an endorsement in administration and supervision, PK-12
- Doctorate degree preferred, or Masters Degree with extensive experience as related to administration/supervision and or curriculum/instruction
- Evidence of five (5) years of successful building level leadership in a public school division struggling to meet state accreditation requirements
