Program Overview – Housing Development
The Senior Manager, Housing Development is a senior, detail-oriented project lead responsible for supporting the advancement of WoodGreen’s affordable, supportive and mixed-income housing developments from early feasibility through approvals, financing, procurement, construction readiness, delivery and close-out. The role is intended to strengthen WoodGreen’s internal development capacity so the organization can engage daily with developers, construction managers, consultants, funders, lenders, legal counsel and municipal partners with a comparable level of technical, commercial and construction knowledge.
The Senior Manager, Housing Development, is a key member of the Housing Development team, responsible for evaluating, structuring and advancing real estate acquisition and development opportunities that support the organization's affordable and mixed-income housing objectives.

What You Will Do
The position requires strong judgment across development strategy, construction options, cost management, procurement, risk allocation, funding compliance, and stakeholder coordination. The Senior Manager must be able to interpret high-volume project information, identify issues hidden in changing drafts and schedules, challenge assumptions, and translate complex technical, legal and financial matters into practical recommendations for senior leadership, the Board and external partners.
Working closely with the Senior Director, Housing Development, Finance, Legal, Housing Operations, and other internal WoodGreen functional teams as well as external consultants, government agencies, lenders and development partners, the Senior Manager will help ensure that projects are financially viable, appropriately structured and aligned with the organization's strategic and social objectives.

S pecific Accountabilities
Development Leadership and Project Execution

• Develop, implement, and monitor routine preventative and maintenance repairs and cleaning schedules for the buildings, including scheduling of staff, vacation approvals and tracking of work attendance, and coordinating with payroll department.
• Ensure prioritization, delegation, and completion of work orders.
• Work with Management to ensure the planning and implementation of staff development.
• Support recruitment and evaluate qualified staff for the building services department under the procedures of the collective agreement.
• Oversight of inspection and sign off on all work done by external contractors prior to invoicing being approved and passed for payment, update of logbooks.
• Lead assigned affordable, supportive and mixed-income housing projects through feasibility, due diligence, approvals, financing, procurement, construction readiness, delivery, occupancy and close-out.
• Lead the financial evaluation and underwriting of prospective real estate acquisitions, including land, existing buildings, development sites, and partnership opportunities.
• Review acquisition opportunities and prepare preliminary investment analyses, including purchase price, development potential, revenue assumptions, operating costs, capital requirements, and anticipated returns.
• Develop and maintain acquisition models and investment pro formas to assess project feasibility and sensitivity to key assumptions.
• Analyze comparable transactions, market rents, construction costs, financing assumptions, land values and other market data to support acquisition decisions.
• Assess alternative acquisition and ownership structures, including direct acquisition, joint ventures, partnerships, vendor arrangements and land contributions.
• Prepare acquisition recommendations, investment memoranda and presentations for senior management, committee meetings, and Board of Directors meetings.
• Coordinate and support negotiations relating to purchase price, transaction structure, conditions, deposits, closing requirements and other commercial terms.
• Manage acquisition due diligence processes, coordinating financial, legal, planning, environmental, building condition, title, zoning and other investigations.
• Identify key financial, transactional and development risks and develop strategies to mitigate them.
• Track acquisition conditions and deliverables through to closing.
• Support the housing development team with planning and building permit approvals for WoodGreen owned properties.

Financial Modelling & Development Finance

• Develop, maintain, and enhance detailed real estate development proformas for affordable, supportive, and mixed-income housing projects.
• Model project sources and uses, development costs, operating projections, financing, grants, subsidies, tax considerations, cash flow and long-term project performance.
• Analyze project metrics including development cost per unit, cost per square foot, loan-to-cost, loan-to-value, debt service coverage, equity requirements, project returns and sensitivity scenarios.
• Seek out creative funding and financing sources including social impact investments, government funding programs, and private capital.
• Conduct sensitivity and scenario analysis to evaluate the impact of changes in construction costs, interest rates, rents, occupancy, subsidies, operating costs, financing terms, and project timing.
• Interpret Quantity Surveyor cost estimates, trade pricing, construction manager budgets, change orders, invoices, and payment applications; identify gaps, unsupported assumptions and budget variance risks
• Establish and maintain project financial assumptions throughout the development lifecycle and identify material variances or changes in project economics.

Funding & Financing

• Support the identification, evaluation and securing of government funding, grants, loans, incentives and other financing sources.
• Lead or support financial components of applications to municipal, provincial and federal housing programs.
• Analyze financing term sheets, commitment letters and loan agreements and identify financial implications and risks.
• Support the preparation of financing submissions, lender due diligence and financial closing requirements
• Coordinate with Finance and external advisors on financing assumptions, draw requirements, interest calculations, lender reporting and project cash flow.
• Monitor funding and financing conditions throughout development and construction.
• Lead consultant coordination including architects, planners, engineers, cost consultants, legal counsel, environmental advisors, construction advisors, funders, and municipal partners.
• Ensure project decisions remain aligned with WoodGreen’s affordability, sustainability, community impact, Indigenous partnership, and long-term asset stewardship objectives.
• Prepare concise, decision-ready briefing notes, Board materials, executive updates, partner correspondence and project trackers.
• Assess how different construction options affect cost certainty, schedule risk, design control, procurement transparency, change-order exposure, quality, insurance, bonding, warranties, and WoodGreen’s retained liabilities

Partnerships

• Support the evaluation and structuring of partnerships with private developers, non-profit organizations, governments, landowners and other stakeholders.
• Analyze proposed partnership structures, including JV’s, GP’s and LP’s and contribute to scenario analysis to inform decision making.
• Review partner financial models and assumptions and identify areas requiring further due diligence or negotiation.
• Support the negotiation and documentation of commercial terms, including development agreements, joint venture agreements, purchase agreements and other land acquisition transaction documents.
• Monitor financial obligations and rights under partnership agreements throughout the project lifecycle.
• Build and maintain strong relationships with municipal, provincial and federal funders, Indigenous organizations, community partners, private-sector developers, non-profit housing partners, lenders, consultants and contractors.
• Representing WoodGreen in project meetings, technical working groups, funding discussions, municipal approvals processes, public consultations and partner negotiations.
• Coordinate closely with Finance, Housing Operations, Asset Sustainability, Community Engagement, People and Culture, Legal, Communications and senior leadership.
• Support smooth transition from development to operations by ensuring design, funding, operating, service delivery, maintenance and resident experience considerations are integrated early.

Governance, Reporting and Knowledge Management

• Ensure projects comply with funding agreements, procurement requirements, organizational policies, regulatory obligations and applicable legislation.
• Maintain organized electronic project files.
• Use project management tools such as schedules, budgets, cashflows, risk registries, meeting agendas and follow up notes and action items to adequately track project progress, mitigate risk, and strengthen WoodGreen’s internal development discipline.
• Contribute to sector learning and best-practice development related to affordable housing delivery, cost control, sustainable construction, partnership models and owner representation.
• Support preparation of materials for senior leadership, committees, the Board of Directors, funders and government partners.
• Coordinate review of agreements, schedules, supplementary conditions, procurement documents, terms sheets, funding agreements, indemnities, guarantees and construction-related contract provisions with legal counsel and senior leadership.
• Track and interpret evolving agreement drafts, redlines, summary tables and related correspondence to ensure WoodGreen understands who pays for what, when costs are incurred, what caps or limits apply, and where obligations remain unresolved.
• Manage version control and decision records so WoodGreen can respond accurately to fast-moving legal, funding and construction document changes.
• Identify commercial and contractual issues requiring escalation, including design cost caps, design period costs, insurance requirements, payment obligations, limitation of liability language, change-order mechanisms, indemnities and guarantees. Support negotiations with development partners, construction managers, municipalities, funders, lenders and other affordable housing providers.

What You Bring to the Team

• Post-secondary degree in Finance, Accounting, Real Estate, Business, Economics, Urban Planning or a related discipline. A professional designation or advanced credential such as P.Eng., OAA, MCIP/RPP, PMP, LEED, PQS, MRICS, AACI or equivalent is considered an asset.
• Additional training in construction law, procurement, project finance, affordable housing development, cost consulting, risk management, or sustainable building practice is an asset.
• 5–8 years of relevant experience in real estate development, acquisitions, investment, development finance, commercial real estate, affordable housing, or a related field.
• Demonstrated experience building and interpreting complex real estate financial models and development pro formas, leading complex multi-party development projects, and working with construction cost management, project budgets, QS reports, Class estimates, procurement packages, construction schedules, and payment review.
• Experience with government housing programs, CMHC financing or funding, municipal approvals, public-sector procurement, contribution agreements, and compliance reporting is highly desirable.
