BACKGROUND:

SCO is a growing and dynamic regional First Nation organization that represents 33 Anishinaabe and Dakota Nations and more than 92,000 citizens in what is now southern Manitoba. Established in 1999 by the Chiefs, SCO is mandated as an independent organization to protect, preserve, promote, and enhance First Nation peoples’ inherent rights, languages, customs, and traditions through the application and implementation of the spirit and intent of the Treaty-making process.

OVERVIEW:

Reporting directly to the Chief Executive Officer (CEO), the Human Resources Director provides strategic and operational leadership for all human resources functions across the organization. The role leads organizational workforce planning, employee relations, compensation and benefits administration, HR policy development, compliance, organizational design, and HR risk management, while providing senior-level advice to the CEO, executive leadership, and leadership committees on human resources, governance, and workplace matters. The Human Resources Director is responsible for building and maintaining HR systems, processes, and practices that support organizational effectiveness, accountability, and a respectful workplace culture.

KEY RESPONSIBILITIES:

Provide strategic leadership and oversight for all human resources functions, including recruitment, employee relations, compensation, benefits, performance management, disability management, and HR operations Advise the CEO and senior leadership on complex human resources, organizational, and workforce matters, including risk mitigation and compliance Lead the development, implementation, and ongoing review of human resources policies, procedures, systems, and internal controls to support consistent and compliant practices Oversee complex employee relations matters, including workplace investigations, disciplinary matters, conflict resolution, complaints management, and performance issues Lead organizational workforce planning, including organizational design, restructures, job evaluation, position classification, and succession planning Oversee compensation administration, salary structures, benefits programs, pension administration, and related total rewards strategies Provide oversight of attendance management, overtime controls, leave administration, and HR/payroll-related systems, including reconciliation and process improvement Lead recruitment and selection processes for senior and specialized roles and support executive recruitment processes as required Develop and monitor HR metrics, workforce reporting, and organizational analysis to support planning and decision-making Support leadership in fostering respectful workplace practices, employee engagement, retention, and organizational culture initiatives Establish and maintain effective relationships across departments, external partners, service providers, and relevant stakeholders Oversee HR compliance with applicable employment, human rights, workplace safety, privacy, and related legislation, as well as internal policies and governance requirements Provide leadership and supervision to Human Resources staff, including coaching, work planning, and performance oversight. Other duties as assigned

EDUCATION AND QUALIFICATIONS:

  • Post-secondary education in Human Resource Management, Business Administration, or a related field
  • CPHR designation required
  • 8 to 10 years of progressive senior human resources leadership experience, including advising executives and leading complex employee relations and organizational matters
  • Demonstrated experience in strategic HR leadership, policy development, organizational design, compensation, labour relations, and compliance
  • Expert knowledge of Employment Standards, Labour Relations, Workplace Safety and Health, Human Rights Legislation including Child and Family Services Sector
  • Experience working with or for First Nations or First Nation organization
  • Experience with HRIS/payroll systems, workforce reporting, and process improvement initiatives
  • Strong communication, judgment, and relationship management skills
  • Proficiency in Microsoft Office, Word, Excel, PowerPoint, and Outlook
  • Fluency in the Anishinaabe or Dakota language an asset

OTHER REQUIREMENTS:
