The Public Service Commission is seeking a progressive, trusted leader for the position of Director, Human Resource Business Partners (HRBP). Reporting to the Assistant Deputy Minister, Human Resource Business Services, the Director provides senior leadership to one of three offices within the HRBP Branch and leads a team of HRBP’s delivering operational and strategic human resource advisory services to assigned departments across the Manitoba public service.
With a primary focus on employee relations, people management, and workforce planning, the Director serves as a trusted advisor to senior leaders on complex and sensitive workforce matters and supports the implementation of the Province’s Corporate Workforce Action Plan. The role works closely with the Return to Work and Accommodation Services Unit, Talent Acquisition, and other Human Resource (HR) Centres of Excellence within the Public Service Commission to support effective, and integrated workforce management practices.

Lead a team providing strategic HR advisory services to assigned departments, with a primary focus on employee relations, people management, and workforce planning.
Serve as a trusted advisor to Deputy Ministers, Assistant Deputy Ministers, and senior leaders on complex and sensitive employee relations, workforce, and workplace matters.
Provide timely, consistent advice on the application of human resource policies, legislation, collective agreements, and standard people management practices, ensuring a risk informed, practical, and solutions focused approach.
Lead and support employee relations activities, including attendance management, accommodation, performance management, respectful workplace matters, organizational change, and early issue resolution.
Provide strategic leadership and stewardship of human and financial resources, including fostering a high performance, strategic culture within the assigned office.
Support departments in advancing and implementing the Province’s Corporate Workforce Action Plan by aligning enterprise workforce priorities with operational people management practices.
Promote and support the integration of diversity, equity, inclusion, accessibility, and reconciliation principles into people management practices, and provide guidance to departments on fostering respectful, inclusive, and culturally responsive workplaces.
Work in close partnership with the Talent Acquisition and Occupational Health and Safety Branch and other Centres of Excellence by providing workforce planning advice and contributing HR expertise to recruitment, supportive employment, and other key corporate programs and initiatives.
Identify and address labour relations considerations, including interpretation of collective agreements and grievance risk assessment, in coordination with centralized labour relations specialists.
As a member of the division’s senior management team, contribute to collective leadership, alignment, and continuous improvement across the HR Business Services Division.
Post secondary education in human resources management, industrial relations, business administration, public administration, or a related field. An equivalent combination of education, training, and extensive directly related experience may be considered
Demonstrated senior level leadership experience providing operational and strategic human resource advisory services in a complex, unionized environment
Significant expertise in employee relations and people management, such as advising on sensitive workplace issues, accommodation, performance management, respectful workplace matters, and conflict resolution
Experience working with recruitment or talent acquisition functions
Proven experience providing workforce planning advice to senior leaders, including analysis of workforce needs, risks, and succession considerations
Strong political and organizational acumen, with the ability to advise senior leaders on complex and sensitive issues
Excellent verbal and written communication skills, with proven ability to build effective relationships with senior leaders and diverse stakeholders
Demonstrated commitment to diversity, inclusion, accessibility, and reconciliation
The ability to communication in French would be an asset
