Project Manager/Project Management/IT Project Manager

On behalf of our public sector client, Affinity is looking for a Senior Project Manager who will be responsible for establishing the full project foundation, including developing program charters, roadmaps, Gantt charts, business plans, and risk assessment frameworks. The role involves driving the creation of policies, governance structures, documentation, and operational processes required to support regulatory oversight. The position requires strong leadership to coordinate across multiple jurisdictions, legal counsel, external consultants, industry operators, government stakeholders, and a senior advisory function focused on compliance and anti–money laundering.

Establish and manage the full project foundation, including program charters, roadmaps, Gantt charts, business plans, and risk assessment frameworks

Lead the development and implementation of AML-related policies, governance structures, documentation standards, and operational processes to support regulatory oversight

Provide strategic direction and hands-on project execution within a rapidly evolving and ambiguous regulatory environment

Coordinate and manage complex, multi-stakeholder initiatives involving cross-jurisdictional partners, legal counsel, external consultants, industry operators, government stakeholders, and senior compliance advisors

Drive alignment across regulatory, legal, operational, and technical workstreams to ensure AML program readiness and compliance

Support regulatory examination readiness through planning, documentation, evidence gathering, and issue tracking

Develop governance mechanisms and oversight frameworks to support executive, board, and regulatory decision-making

Prepare executive briefings, board-level presentations, and decision materials related to AML frameworks and program status

Identify, assess, and proactively manage risks, dependencies, and compliance gaps impacting program delivery

Enable the successful launch of a compliant, secure, and trustworthy regulated digital marketplace

Bachelor degree, diploma or certificate in IT, Computer Science or related field of study.

• 5 years — Available to lead frequent (daily) face-to-face meetings with clients and technical teams
• 5 years — Experience in a project management role
• 5 years — Experience working as a Project Manager on a large complex custom software application development project (where the software is developed in house for that specific organization) in an environment of similar size and complexity to the Government of Alberta
• 3 years — Experience developing and maintaining positive stakeholder relationships across the organization, including executive level
• 3 years — Experience developing change management deliverables including Change Strategy and Plans, Training Strategy and Plans, Stakeholder Impact Assessments, Communication Strategy and Plans
• 3 years — Experience leading complex (multi-stakeholder and multi-technology) projects
• 3 years — Experience with written and verbal communications including specific experience in drafting strategic business and technical documentation
• 3 years — Experience working with MS Project tools
• Currently active PMP or PGMP Certification as issued by the Project Management Institute or equivalent
