Reporting to the Health Informatics Manager, the Quality Improvement Specialist (QIS) will provide expertise in quality improvement, performance measurement, and health informatics to support continuous improvement across public health programs. Through project leadership, data analysis, business process redesign, and stakeholder engagement, you will help strengthen service delivery, optimize health information systems, and support evidence-informed decision-making. The role also includes developing policies, procedures, training, and quality assurance processes to ensure program effectiveness, accountability, and compliance with relevant standards and legislation.

Provides quality improvement expertise and support including strategic operational business planning, performance measurement frameworks and project management.

• Develops, implements and evaluates divisional programs and projects.
• Identifies quality improvement processes, methods, systems and analysis, using a best practices approach and evidence informed decision making.
• Develops and implements quality assurance processes to monitor and support programs to achieve and maintain standards and to comply with legislative mandates.
• Conducts current state assessments, environmental scans, literature reviews and documents business processes and work flows for the purpose of business process redesign and program evaluations.
• Plans and coordinates projects (e.g. requirements gathering, gap-fit assessment, implementation of appropriate technology, return on investment analyses, budget monitoring).
• performance measures, quality improvement initiatives, best practices and legislative changes).
• Provides expert advice on staff training, professional development and policy development.
• Drafts and revises related program plans, policies and procedures.
• Develops and facilitates in-service training, staff orientation and staff development programs.
• Master's degree in a related field (e.g., Quality Management, Health/Nursing Informatics, etc.) Certification in quality improvement, e.g. Lean or Six Sigma methodologies is an asset.

• Considerable experience in Community Health and Well-being, Sexual Health Promotion, and Student Nutrition Program areas and electronic health information systems (TCHIS: Toronto Community Health Information System).
• Considerable experience designing and implementing quality improvement projects, including documenting business processes and workflows for the purpose of improving business process, developing structures and methods for collection and analysis of health service indicators/outcomes and improvement measures.
• Considerable experience leading program reporting strategies and understanding of the interrelationships between system design, data collection methodology and data quality reporting, data analysis, monitoring and data security; and impact on policies, program planning and service delivery.
• Considerable demonstrated experience in use of project Management, change management, risk management methodologies.
• Experience in interpreting regulated health professional practices (e.g. nursing, dietetics), program standards (Ontario Public Health Standards) and administering electronic systems, e.g. business data design, release management, record management and documentation.

Knowledge of College of Nurses of Ontario Compendium of Standards and/or College of Dietitians of Ontario Standards and their relevance to public health practice.

• Experience using data applications such as OBIEE, Tableau, PowerBI or STATA considered an asset
• Computer proficiency with Microsoft Office applications (Excel, Outlook, PowerPoint, Word); Excellent written and verbal communication skills, including ability to prepare reports, recommendations, and policy documents.
• Experience developing logic models, program plans and operational policy documents.
• Knowledge of adult education, skill development and train-the-trainer concepts.
• Ability to work flexible hours – overtime, shift work including evenings and weekends may be required.
