This position reports directly to the Director of Works & Services. The primary objective of the Operations Manager is the management of the maintenance and minor capital improvements of RDKS owned infrastructure including utilities (water/sewer/leachate), buildings, and fleet, ensuring that all necessary steps are completed to provide essential services to the community and stakeholders. The primary responsibility of this position is to direct field staff and contractors and communicate with government agencies. This position has a high degree of flexibility/freedom to work without direct supervision. Direct Reports:
The Works & Services Foreman reports directly to the Operations Manager on a daily basis regarding system status, materials and equipment ordering, system troubleshooting, evaluation of essential services, and status of employees. This position is also accountable for the Utilities Operators and 6-10 full-time and casual Labourers. Major Duties and Responsibilities:
- Responsible for assigning tasks to the Works & Services Foreman, which includes assisting with daily workload prioritization. Also includes updating field operations of changes and/or directives from the main office or board.
- Regular support and direction of Works & Services staff in performance and training requirements, conduct performance reviews.
- Assist with managing and control of emergency response, updating Emergency Response Plans and Procedures (document control).
- Price certifying, purchasing, scheduling and shipment receipt.
- Review and coding of accounts receivables – on a weekly basis.
- Subdivision and services request/installation reviews performed jointly with the Development Services department.
- Oversee service and monitoring related issues with stakeholders, contractors and governing authorities.
- Perform site inspections, record observations, create reports as required.
- Assist the Director of Works & Services by providing estimates and information required for RDKS improvements and/or grant applications.
- Projects – prepare RFQ’s, perform bid analysis, recommend contract award, organize meetings including contract start-up and weekly progress. Other contract administration, cost control, shop drawing review, inspections - QA/QC where required, review progress draws and supplier billings. Oversee works completed by Prime contractor, sub-contractors, and engineering consultants.
- RDKS owned water supply and sewer collection systems: Responsible for daily operation, maintenance, troubleshooting, and minor capital improvements. Regular sampling of drinking water and sewage effluent to ensure parameters are within permitted levels.
- Landfill leachate systems: Responsible for maintenance of leachate systems including piping, pumps, aerators, controls, and responsible for operation of pond levels and fido system.
- Buildings & Fleet –Responsible to develop and maintain an inventory of RDKS buildings and vehicle fleet, and plan/prioritize upgrades and replacements. On-going maintenance of these assets is completed through a properly developed maintenance program that recognizes asset life, depreciation and renewal. A long-term financial plan that ensures proper upkeep and sustainability is reviewed on an annual basis with the finance department.
- Minor building maintenance at the administrative building, the Works & Services Shop, and other facilities as determined by the Director: Staff are responsible to perform minor building maintenance functions including but not limited to minor plumbing repairs, painting, light fixture maintenance, furniture moving, hand removal of snow and ice from entrances, etc.
- BC Transit stops: Responsible for basic maintenance of transit (bus) stops including snow clearing and shelter maintenance.
- RDKS owned parks: Responsible for maintenance of grounds and structures and occasional upgrades to playground equipment.
Working with others:
- Works closely with the Solid Waste Manager to provide maintenance of leachate collection/treatment systems, and basic maintenance of solid waste structures, as and when required.
- Works closely with the Project Manager to determine project scope and specific upgrade requirements and assists with public/stakeholder outreach.
- Works closely with Development Services, Finance and Administration.
- Liaise with other agencies including the Northern Health Authority, Ministry of Transportation & Infrastructure, Ministry of Environment & Climate Change, Ministry of Forests Lands & Natural Resources, Provincial Drinking Authority including cities and villages within the RDKS, and other stakeholders.

Including but not limited to the following:
- Ability to supervise, coach and guide others while enhancing individual and team effectiveness. Ability to mentor and foster the development of staff and direct reports.
- Strong interpersonal skills and the ability to build and maintain respectful working relationships with internal and external contacts under circumstances that are considerably complex and time sensitive.
- Demonstrated ability to work in a team-oriented work environments and deal effectively with disagreements and prevent the escalation of conflict.
- Good working knowledge of maintenance management and cost accounting systems.
- Excellent written and oral communication skills;
- Strong analytical skills;
- Proficiency using Microsoft Office programs including Word, Excel, Outlook., Drafting/Auto CAD and mapping an asset;
- Ability to analyze performance and cost data, develop unit costs, and establish cost effective work practices;
- Ability to interpret and apply blueprints, drawings, specifications, standards and regulations related to water, sewer, building and fleet maintenance;
- Ability to operate related equipment safely and efficiently;
- Good working knowledge of WorkSafe BC Regulations, as relates to the work involved;
- Strong administrative skills including budgeting, forecasting and monitoring of revenues and expenses.
Preferred Experience:
- Minimum of five years' related supervisory/management experience;
- Construction experience: civil and/or building projects;
- Water and wastewater collection and treatment construction and/or maintenance of, and awareness of EOCP accreditation;
- Contract law/project management and estimating;
- Landfill operations and maintenance;
- Confined space entry and hazardous workplace assessments.
Financial Responsibilities:
Monitor costs to ensure annual budget limits are not exceeded. Assist with development of 5-year financial plans. Provide estimates for budgetary inclusion. Assist with review of service area requisition rates for purpose of determining sustainable asset renewal. Review and approve invoices on all related utilities up to the value of the annual budget. Have full authority to spend within the parameters set out in the PO or approved Progress Draw within a contract. General spending authority is established by RDKS policy.
Majority of work consists of being in an office (~75% of the time). However, this will vary depending on the priorities of the day which include but are not limited to; reports, updates, meetings and/or include emergency repairs, scheduled excavation and construction projects. Confined space entry may be required. On work sites, this position is more likely to be working in and around heavy equipment and uneven terrain. Unpleasant aspect can be equipment noise and exhaust, site hazards, and inclement weather conditions. When working in the field there is the possibility of exposure to sewage, landfill waste and off-gases, compostable materials, leachate liquid. In this position travel is a must because of the vast range of the District boundaries and at time may involve being away from home (1-2 weeks/year). Physical, Mental and Visual Demands
The Operations Manager’s primary demands will be of a mental nature requiring high levels of concentration, however, physical work will be required on occasion, including lifting of supplies and equipment, and accessing and inspecting work sites, landfills and sewage treatment facilities etc. (on foot). Required Licenses/Certifications
- Diploma of Technology in a relevant discipline (e.g. civil, environmental, building, construction), 5 years related experience,
- Eligibility for membership as an Applied Science Technologist (A.Sc.T.)
- Valid Class 5 Drivers license
- EOCP and/or SWANA would be an asset
