The Department of Transportation and Infrastructure is responsible for establishing and managing public infrastructure, including: provincial highways and roads, highway bridges and structures, water and flood control works, and northern airports and marine services. It develops, communicates and administers motor carrier regulatory and safety services. The department also oversees and coordinates emergency preparedness, emergency response and disaster recovery to prevent the loss of life and minimize damages to property and the environment.

Reporting to the Asphalt Mixing Program Manager, the Area Works Supervisor (ARS) coordinates and directs the cold mix asphalt production operations throughout the province.

The ARS provides leadership and supervision to employees engaged in asphalt mixing and emergency response events as well as ensuring the safety of the workers and the public while maintaining public infrastructure.

Essential:

• Experience operating, setting up, and overseeing Asphalt plant operations.
• Thorough knowledge of light and heavy equipment operation, including pre-trip inspections, maintenance, and basic repair.
• Supervisory experience including staff, the organization of labour, equipment, and materials to perform assigned work activities.
• Knowledge of related acts, regulations, policies and procedures as they pertain to the operations including, but not limited to: Departmental Policies and Procedures, and Occupational, Health & Risk Management.
• Knowledge of human resource practices (i.e. recruitment, training and development, understanding of the collective agreement, etc.)
• Effective interpersonal skills, which include the ability to interact professionally and courteously with department personnel, landowners, the general public, law enforcement personnel, contractors, etc.
• Effective verbal communication skills.
• Ability to coach others to best practices, continuous learning, self-development and for succession planning purposes.
• Experience with computer applications and software (e.g. MS Word, Excel, Outlook, and Internet Explorer).
• Availability to support branch emergency response operations throughout the province, including activities such as sandbagging, dam construction, inventory management, loading, and operation of emergency response trailers, goods, and equipment during flooding and fire events.

Desired:

• Experience with Maintenance Management System (MMS).

Conditions of Employment:

• Must be legally entitled to work in Canada
• Must possess and maintain a valid class 3 driver’s license with Air Brake Endorsement
• Must be willing to obtain a Class 1 license within 6 months of obtaining the position
• Must be able to work in environments involving exposure to roadway traffic, asphalt plant operations, construction equipment, noise, dust, moving machinery, hand and power tools, uneven terrain, insects, vegetation, and varying weather conditions.
• Must be able to work extended hours or irregular hours such as shift work, weekends, evenings, statutory holidays, involving overnight stays (i.e. hotel/motel or possibly in a camp environment).
• Must be physically capable of performing the required duties of the position such as prolonged sitting, medium lifting (carrying up to 35 kg), walking (on possible uneven surfaces), wearing of Personal Protective Equipment and working under possible adverse weather conditions (rain, snow, cold, heat, etc.).
