Shelter Outreach Worker

The Outreach, Settlement, and Transition Housing Worker provides essential client-centered and trauma-informed support to women and children fleeing gender-based violence (GBV), including intimate partner violence (IPV) and human trafficking. This role focuses on assisting clients in achieving safe, stable housing, navigating settlement services, and accessing resources for successful reintegration into the community. The position works with survivors both residing in the shelter and within the broader community, emphasizing empowerment through anti-oppressive, harm-reduction, and equity-focused frameworks.

Key Responsibilities

Outreach and Settlement Support

• Provide outreach services to women and children discharged from the shelter and those in the community seeking transitional support.
• Support newcomers, refugees, and immigrants in accessing settlement services such as legal aid, healthcare, education, language training, and employment resources.
• Offer practical support, including referrals to multicultural agencies, social services, and community programs that address systemic barriers.
• Facilitate safety planning, risk assessments, and emotional support for survivors of IPV, GBV, and human trafficking.
• Conduct community presentations to raise awareness about FLRC services and GBV-related issues.

Transition Housing Support

• Assist women in securing safe and affordable housing options, including navigating applications for subsidized, second-stage, and transitional housing.
• Support clients with housing searches, landlord communications, and tenancy applications.
• Provide education on tenant rights, housing safety, and advocacy for women facing barriers to securing housing.
• Collaborate with case management teams to develop individualized transition plans for clients, addressing housing, settlement, and long-term goals.

Community Engagement and Programming

• Develop and facilitate workshops, group sessions, and information sessions related to housing stability, financial literacy, and life skills.
• Collaborate with programs targeting boys and men to prevent GBV and promote healthy, respectful relationships.
• Assist in programs empowering girls and women at risk of GBV and human trafficking, fostering resiliency and leadership.
• Support summer camp and therapeutic activities for children impacted by trauma, ensuring accessible programming for families transitioning into new housing.

Administration and Documentation

• Maintain accurate and confidential client files, case notes, and data management records.
• Prepare service statistics and program reports as required.
• Track client progress and follow up to ensure successful transitions into housing and settlement.
• Participate in team meetings, case conferences, and collaborative planning with external partners.

Qualifications

• Enrolled in or completion of a post-secondary program in Social Work, Settlement Studies, Child and Youth Work, Housing Support, or a related field.
• Knowledge of housing systems, settlement supports, and barriers faced by survivors of GBV, IPV, and human trafficking.
• Understanding of trauma-informed, anti-oppressive, harm-reduction frameworks in supporting diverse populations.
• Experience working with marginalized populations, including newcomers, refugees, racialized women, gender-diverse individuals, and families.
• Strong skills in housing navigation, advocacy, and community outreach.
• Excellent organizational, communication, and interpersonal skills.
• Proficiency in Microsoft Office and client documentation systems.
• Current CPR/First Aid Certification and Vulnerable Sector Screening (or willingness to obtain).
• Second language relevant to the Peel Region demographics is an asset.

Compensation

The target hiring range for this position is $17.60 to $21.03 with a maximum of $25.23.

Placement in the salary range will be based on factors such as market conditions, internal equity, and candidate experience, skills, and qualifications relevant to the role.
