Duration: August 21, 2026 – August 20, 2027 (with potential 12-month extension)

Role Overview:

Aliant Resources is currently seeking three (3) Senior Technology Specialist/Developers (GIS) for an upcoming municipal government engagement in the Greater Toronto Area.

The Technology Specialist/Developer (GIS) will be responsible for the migration, re-build, testing and production-readiness of a portfolio of business applications currently residing in Esri's ArcGIS Online SaaS environment, and moving to the client's ArcGIS Enterprise (v11.5) portal platform. These activities will substantially contribute to the decommissioning of the existing GIS platform upon completion of the migration work.

Key Responsibilities & Deliverables:

• Migration and (re)development of web and mobile GIS solutions integrated across multiple platforms (including EAM, CRM, ERP).
• Providing senior level technical knowledge including workaround analysis, root cause analysis, and permanent resolution of complex issues.
• Monitoring industry best practices and making recommendations to enhance application migration and development programs.
• Preparing recommendations and development estimates related to the Esri product suite.
• Mentoring organizational developers on complex technical solutions and escalated matters.
• Working with clients and project teams to confirm detailed architecture for complex solutions.
• Designing and developing software solutions in support of business requirements.
• Preparing technical documentation, system design documentation, backup and recovery procedures.
• Developing and executing system and integration test plans.
• Implementing high quality system components into production environments.
• Designing shared components for use across development teams.
• Participating in service delivery, problem resolution, and continuous improvement initiatives.

Mandatory Qualifications & Experience:

Candidates must meet all of the following requirements:

Education

• University or college graduate in Computer Science or Geography with a post-bachelor’s certificate/diploma in Application Development or GIS or related disciplines.

Experience

• A minimum of 10 years Esri web and mobile application development experience or an equivalent combination of education and experience.
• A minimum of five (5) years of experience providing guidance, support, and mentorship to team members.
• Expert-level knowledge and proficiency across a range of technologies, including:
• ArcGIS 10/11.x Product Suite
• PowerBuilder
• Python
• Arcade
• Microsoft Visual Studio (C++, VB, C#, ASP.NET)
• Experience in GIS application development and programming using:
• ArcGIS JavaScript API
• ArcGIS Desktop SDKs 10/11.x
• ArcGIS Pro 3.x
• ArcGIS Enterprise 11.x
• Experience with industry-standard technologies such as:
• Java
• XML
• JSON
• GEOJSON
• JavaScript
• HTML5
• Web Services
• SOAP/REST
• Application Servers
• Web Servers
• Experience with SQL and Enterprise Geodatabases on SQL Server.
• In-depth knowledge of:
• Object Oriented Design (OOD)
• Object Oriented Programming (OOP)
• Unified Modeling Language (UML)
• Model Driven Architecture (MDA)
• Service Oriented Architecture (SOA)
• In-depth knowledge of integrating complex applications on the desktop, web browser and across wide and local area networks.

Mandatory Certifications (Pass/Fail)

Proof of certifications must be submitted.

Candidates must possess BOTH of the following:

1. BA or BSc in Computer Science or Geography
2. Advanced Diploma in Application Development or GIS

Work Arrangement

• Hybrid work model.
• Mandatory minimum of two (2) days onsite per week.
