Job Summary

The Social Development Division drives transformative changes to achieve stronger, safer, and more resilient and equitable communities and neighbourhoods in Toronto. City Council unanimously adopted SafeTO, the City of Toronto's 10-year Community Safety & Well-being Plan, to drive 26 actions across 7 strategic goals. To advance the ongoing objectives of SafeTO, the Community Safety & Well-being Section is hiring the following position:

Community Development Officer (CDO), Violence Intervention and Support Unit (VISU) 

Role

• VISU CDOs mobilize partners and resources to coordinate response, recovery, and prevention efforts following violent incidents (e.g., shooting, stabbing, swarming and gang-related activity) for impacted communities.
• VISU CDOs work with community partners to design and support local violence prevention efforts targeted to specific neighbourhoods and equity deserving populations. This includes identifying local risks, supporting youth and community programs, coordinating outreach, and improving access to services and safe spaces.
• VISU CDOs bridge community, City systems, and institutional partners by informing decisions with local insight, translating policy into practice, and ensuring interventions reflect current and emerging community needs.

 

Major Responsibilities

• Coordinate immediate and ongoing support for impacted communities following violent incidents (e.g., de-escalating tension, mobilizing partners, facilitating service referrals, and supporting prevention efforts).
• Conduct community-level risk and impact assessments to inform response, recovery supports, safety planning, and resource allocation.
• Develop and implement strategies and practical tools (e.g., incident response protocols, referral pathways, coordination tables) to improve how services are delivered.
• Manage and support initiatives that build capacity and engage individuals impacted by violence, priority populations (e.g., youth and other equity-deserving groups), place-based communities, and partner organizations.
• Build and manage multi-sector partnerships with government partners, community organizations, resident leaders, and individuals with lived experience.
• Analyze emerging community safety issues and trends, synthesize insights, and provide strategic advice to inform decision-making by internal and external stakeholders.
• Oversee contracts and funding relationships for programs and activities led by service providers and residents, monitoring deliverables to ensure accountability and alignment with intended outcomes.
• Maintain accurate, up-to-date records and databases to support coordination, reporting, and accountability.
• Perform other related duties as assigned.

 

Key Qualifications

1. Post-secondary education in a relevant field (e.g., Sociology, Criminology, Criminal Justice, Social Work, Community Health Promotion, Public Health, Public Policy) or an equivalent combination of education, professional, and/or lived experience.
2. Considerable experience supporting individuals and communities affected by violence, with expertise in trauma-informed, culturally responsive services such as crisis response, safety planning, impact assessments, and victim support.
3. Considerable knowledge of safety and well-being in complex urban environments, with a focus on risk assessment and community-based solutions.
4. Considerable experience establishing and managing programs and partnerships with community organizations, residents, government, and elected officials to address violence, trauma, and/or social inequities.
5. Considerable experience facilitating and communicating effectively at a management level, both verbally and in writing for diverse audiences.
6. Must possess of a valid Ontario “G” Class Driver’s License and access to a personal vehicle.
7. Ability to work flexible hours as required by divisional needs, including overtime, shift work, evenings, weekends, and travel to community sites in a timely and efficient manner.
