Vice President, Integrated Care & Experience/ Chief Privacy Officer (Pickering)

Position Overview

Vice President, Integrated Care & Experience / Chief Privacy Officer – permanent, full‑time. Reports to the Chief Executive Officer. Monday to Friday, 35 hours per week. Primary work location: Oshawa (Hybrid), with possible work at Pickering or Oshawa Airport Road.

Key Responsibilities

Leadership and Management

• Collaborate with the Region of Durham on the implementation of the Whitby HART Hub.
• Leverage partnerships to create pathways to supportive housing and improve long‑term stability for vulnerable populations.
• Lead the development of the Youth Hub in Ajax.
• Collaborate with the CEO to develop strategic vision and direction.
• Work as a member of the Senior Leadership Team on the new 5‑Year Strategic Plan and annual operating plans.
• Lead and enable a team of health care and support services professionals to provide coordinated, inter‑professional care.
• Represent the organization at external events, meetings and funding opportunities.
• Maintain positive relationships across the organization through effective communication, performance improvement and teamwork efforts.
• Effectively plan and manage the operating budget; provide input to the annual budgeting exercise.
• Ensure agency‑wide privacy policies and procedures comply with privacy legislation.

Integrated Clinical and Wellness Programs & Services

• Integrate wellness, health promotion, and clinical services to optimize team‑based care.
• Enhance programmatic evaluation strategies to improve quality of offerings measured for client impact.
• Develop and strengthen community networks; involve communities in program design.
• Deliver performance reports to the CEO with KPI data and recommendations.
• Identify key community partners for collective impact initiatives.

Equity‑Based Programs & Services

• Enhance program evaluation framework to identify critical health equity gaps.
• Expand program offerings to meet the needs of priority populations.
• Continue evolving system navigation strategies to strengthen the organization’s role as a provider, delivery partner and connector.

Knowledge Mobilization

• Design, recommend and implement a knowledge mobilization strategy aligned with organizational strategy.
• Develop networks to increase client and community awareness of health and wellness.

Integrated Client Experience

• Lead an effective client experience journey across access, delivery and measurement of programs & services.
• Ensure an integrated approach from intake, navigation and active engagement through assessment.
• Enhance the client‑centered intake process and build internal and partner support.
• Develop and use measures of team effectiveness to improve service quality and relevance.
• Increase client satisfaction, engagement and brand connectivity.
• Identify ways to strengthen team structure and personnel for evolving program needs.
• Report on programming outcomes with data and statistics.

Privacy Compliance & Risk Management (Chief Privacy Officer)

• Oversee privacy policies and ensure compliance across all programs and services.
• Implement risk mitigation strategies to meet confidentiality and data security standards.

Community Partnerships

• Maintain partnerships with community and external partners (e.g., OHT) to increase capacity and impact of programs and services.

Funding Identification & Reporting

• Support achievement of strategic plan and program growth through identification of funding opportunities and grants.
• Assist completion of donor reports and grant applications.

Qualifications / Competency Requirements

• Master’s degree in health care management, nursing, business administration or related health science field with extensive experience in client programs and services (preferred).
• Experience in primary care, mental health, wellness programs and/or community services.
• Understanding of Ontario’s current health system transformation strategy (asset).
• Knowledge of MSAA and OHRS regulations (robust asset).
• Registration and good standing with a regulated health professional college in Ontario (asset).
• Experience in a community‑based health care organization (asset).
• Knowledge of population health and Social Determinants of Health (SDoH) framework.
• Strong understanding and experience with change management, privacy policies and risk mitigation.
• Respected team leader and player with experience managing and enabling people and providing mentorship.
• Comfortable with driving and enabling change at multiple organizational levels.
• Exceptional verbal and written communication skills for presentation to large, diverse audiences.
• Strong organizational, project management and problem‑solving skills with multitasking abilities.
• Ability to adapt to daily changing needs within the community and handle challenges with compassion and resolve.

Benefits

• Annualized salary range $155,000 – $165,000, commensurate with skills and experience.
