The City of Toronto's Circular Economy and Innovation unit (CEI) in the Environment & Climate Division is one of the first dedicated circular economy teams in a North American municipality. CEI is a dynamic team of sustainability-oriented professionals working to help the City of Toronto achieve its desired circular economy outcomes, including waste reduction and diversion; economic prosperity; local emissions reductions; and enhanced social well-being and equity. CEI is looking for a Senior Project Manager to take on a temporary leadership position advancing new circular economy policies, programs, and projects. Reporting to the Manager, Circular Economy and Innovation, the Senior Project Manager will play a critical role in leading the five-year update of the City of Toronto's Circular Procurement Framework, and work closely with interdivisional partners on new tools, metrics, and strategies that will enable City Divisions to direct municipal spending towards sustainable, circular products and services. Working in a collaborative environment, the Senior Project Manager will also lead and provide direction to CEI staff on the design, implementation, and evaluation of both public-facing and internal initiatives that advance Toronto City Council's circular economy goals. As a key contributor to a multi-disciplinary team, the Senior Project Manager will develop detailed plans and strategies, and make recommendations to efficiently and effectively manage the CEI work plan, taking into account developments within the field, corporate policies and practices, and legislation and initiatives by other levels of government. Leveraging their skills in project management, change management, program evaluation, and stakeholder engagement, the Senior Project Manager will lead and support a broad range of initiatives for and in partnership with other City Divisions, and with community stakeholders including residents and businesses. Major responsibilities include:

• Manages assigned projects, ensuring effective teamwork and communication, high standards of work quality, controls expenditures, and adherence to schedule, funding, and project scope.
• Prepares, reviews, and advises on studies, strategies and plans regarding implementation, monitoring, and evaluation of new changes to systems, programs, and policies.
• Develops and implements detailed plans and recommends policies regarding program specific requirements. Manages issues and makes recommendations to management and senior management.
• Initiates, determines and defines innovations, opportunities, and coordinates partnerships to advance objectives of moving towards a zero waste future.
• Consults with the public and with internal and external stakeholders on the planning, execution, and evaluation of projects.
• Prepares detailed and timely reports and presentations to senior management, public meetings, and Committees of Council.
• Manages, motivates, and trains unit staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning, and innovation.
• Represents Solid Waste Managements Services and the City of Toronto at meetings, presentations and on various committees including staff and stakeholders.

Key qualifications:

• Post-secondary education in Environmental Studies, Public Administration/Policy, Urban Planning, Circular Economy, Sustainability, or a relevant discipline; or, equivalent combination of education and experience.

• Considerable experience in policy analysis, program development, and strategic planning in a multi-stakeholder municipal government environment. Experience related to circular economy, waste, environment, sustainability, procurement transformation, and/or local economic development would be considered an asset.

• Considerable experience in strategic project management, managing multiple projects from inception to implementation and evaluation, including managing and balancing project budgets, management of project teams, providing contract management oversight where required, and the ability to handle multiple and diverse projects and priorities in a detail and deadline-oriented environment.

• Considerable experience in the preparation of studies/analysis, plans, and evaluation frameworks that support effective decision-making.

• Experience engaging and collaborating with internal and external stakeholder groups, including stakeholders of multiple levels of seniority (staff, management, and senior management), to build and sustain partnerships and deliver effective and strategic solutions.

• Proficiency with a variety of computerized office systems including MS Office (i.e. Word, Excel, Powerpoint, Outlook), database software packages, and digital meeting and collaboration tools.

• Ability to work under pressure and prioritize activities to meet tight deadlines.

• Ability to work both independently and as part of a team, and in collaboration with a wide range of stakeholders/subject matter experts.

• Ability to exercise discretion, sound judgment and political acumen.

• Ability to support the Toronto Public Service values to ensure a culture that champions equity, diversity and respectful workplaces.

• Exceptional oral and written communication and presentation skills with the ability to deal effectively throughout all levels of the organization, and with political representatives, consultants, contractors and the public.

• Knowledge of government structure, policies and decision making processes is an asset.

• Available for occasional meetings or events in evening and on weekends.
