Human Resources Business Partner (HRBP)

Are you an experienced HR professional who enjoys solving complex people matters, coaching leaders, and building and designing practical HR solutions? The City of Beaumont is seeking a dynamic Human Resource Business Partner (HRBP) who can balance hands-on advisory support with broader organizational initiatives. 
This role is ideal for someone who brings strong HR experience, advisory skills, and is ready to apply it in a growing organization. You will work closely with leaders and the People Services team to navigate employee relations, disability and accommodation matters, performance concerns, workplace issues, and evolving organizational needs. You will also help strengthen the tools, processes, and practices that support consistent and effective HR service delivery. 

What YOU’RE Responsible for: 
As the HRBP, you’ll be a trusted partner to City leaders and employees while also contributing your experience to the continued development of our People Services practices. Your portfolio will include: 

Employee Relations & Workplace Support: 

• Provide practical advice and coaching to leaders on employee relations, attendance, conduct, conflict, and workplace concerns.
• Support fact-finding, workplace investigations, corrective action, and discipline while promoting fair and consistent employment practices.
• Identify emerging workplace risks and help leaders address concerns proactively. 

Disability, Accommodation & Return to Work: 

• ​​​​Manage disability, accommodation, and return-to-work cases in partnership with employees, leaders, benefit providers, and other partners. 
• Review functional abilities and restrictions and support appropriate accommodation and return-to-work plans. 
• Provide guidance on medical absences, disability claims, attendance, and accommodation obligations. 

HR Programs, Processes & Continuous Improvement:  

• Bring your HR experience to the development and improvement of People Services programs, processes, tools, and practices. 
• Develop and update directives, procedures, templates, decision tools, and leader resources. 
• Identify gaps and recommend practical solutions that improve consistency, efficiency, and the employee and leader experience. 

Performance Management & Leader Coaching: 

• Coach leaders on setting expectations, providing feedback, documenting concerns, and addressing performance issues. 
• Support performance review and improvement processes and help leaders determine appropriate next steps. 

HR Advisory & Case Management:  

• Act as a trusted HR advisor on policies, employment practices, legislation, and employee matters. 
• Manage HR files from intake through resolution, identifying risks, documentation requirements, and recommended actions while maintaining a high degree of accuracy and attention to detail. 
• Collaborate with internal clients and external advisors when required. 

Job Evaluation & Organizational Support:  

• Support job evaluation, classification, job design, and evolving organizational structures. 
• Conduct jurisdictional research and organizational scans to support evidence-based recommendations. 

Training & Facilitation:  

• Develop and facilitate practical training and resources for leaders and employees. 
• Coach leaders on employee relations, performance management, accommodation, documentation, and difficult workplace conversations. 

Talent Attraction & Employee Lifecycle:  

• Support recruitment and selection processes for assigned departments as required. 
• Partner with leaders on workforce needs, employee transitions, retention considerations, onboarding, and exit processes. 

What YOU Bring:  

• A confident and approachable coaching style with the ability to support leaders through complex and sensitive employee matters. 
• Strong HR judgment and the ability to assess situations, identify risk, and recommend practical solutions. 
• Hands-on experience that allows you to recognize where HR processes can be strengthened or improved. 
• Excellent interpersonal, communication, documentation, research, and problem-solving skills. 
• The ability to independently manage multiple complex files while maintaining confidentiality and follow-through. 
• A collaborative approach and a willingness to share knowledge and contribute to the growth of the People Services team. 

Education & Experience:  

• Education: Degree or diploma in Human Resource Management, Business, or an equivalent combination of education and directly related experience. 
• Minimum of 5 years of progressively responsible Human Resources experience, including at least 3 years in a generalist, business partner, or advisory capacity. 
• Demonstrated experience in employee relations, performance management, disability management, accommodation, and complex workplace matters. 
• Experience conducting or supporting workplace fact-finding and investigations. 
• Demonstrated experience developing, improving, or implementing HR policies, procedures, programs, tools, or processes. 
• Experience coaching and advising supervisors, managers, and senior leaders. 
• Experience supporting recruitment and selection processes. 
• Experience in a municipal, public-sector, unionized, or complex multi-department environment would be considered an asset. 
• ​​​​​​​A professional Human Resources designation such as CPHR, or progress toward designation, would be considered an asset.
