The District of Highlands is seeking a dedicated professional to join our team as a Community Services Officer. Reporting to the Corporate Officer, the incumbent is responsible for administering and enforcing municipal bylaws with a focus on achieving voluntary compliance through education, communication, and problem-solving.

Responsibilities include investigating bylaw complaints, conducting compliance inspections, enforcing confirmed bylaw infractions, issuing warnings and municipal tickets where appropriate, gathering evidence and preparing reports, attending and presenting evidence in court as required, interpreting and explaining applicable bylaws, development permit area regulations and covenants, and assisting with bylaw amendments.

The successful candidate will possess strong public relations, conflict resolution, and communication skills, be able to work independently with minimal supervision, and have a sound understanding of regulatory bylaws and related legislation.

What You Bring
The ideal candidate has a Grade 12 diploma supplemented by post-secondary education in criminology, bylaw enforcement, or a related field, including completion of the Justice Institute of BC’s Bylaw Compliance, Enforcement and Investigative Skills Program Levels 1 and 2 (or an equivalent combination of education and training). You bring a minimum of three years’ experience in municipal bylaw enforcement, a valid BC Class 5 Driver’s Licence, a clean Driver’s Abstract, and the ability to obtain and maintain a satisfactory Police Information Check.

Beyond technical qualifications, you are a strong communicator with excellent interpersonal, problem-solving, and conflict-resolution skills. You are detail-oriented, organized, and skilled at maintaining accurate records and preparing clear, concise correspondence and reports. You possess the ability to interpret and apply legislation, bylaws, permits, covenants, and other regulatory documents, exercise sound judgment in complex situations, and build positive relationships with residents while working toward voluntary compliance whenever possible.

This is a permanent 0.2 FTE position offering a wage range of $42.58 to $45.77 per hour , plus 11% in lieu of benefits . Hours of work may vary based on operational requirements, with flexibility in scheduling to accommodate individual needs.
