The Resource Developer is responsible for supporting municipal departments through the grant lifecycle for the Municipality of Port Hope (“Municipality”): researching, planning, developing applications, submissions, agreement administration, claims support, reporting and audit readiness. The role supports effective integration of grants into municipal budgeting, procurement and financial reporting processes of the Municipality.

Compensation
Approximately $81,463 per annum

Qualifications

• Post-Secondary education in Community Development, Communications, Economic Development, Business or Public Administration, or a related field.
• Working knowledge of Municipal operations, governance and budget processes preferred.
• Previous work experience in grant writing or communications preferred.

Responsibilities
Grant Research and Intake

• Research and monitor provincial, federal, private and other funding programs relevant and available to the Municipality including and not limited to infrastructure, climate resilience, housing, recreation, asset management, growth support and heritage support. Liaise with external contacts, research websites and other resources to continually supplement the program funding information. Participate in grant information sessions as necessary and appropriate.
• Gather information from Staff, Council, strategic priorities (Strategic Plan, Master Plans, Rate Studies etc.), community initiatives and municipal objectives regarding the projects and priorities for the municipality. Maintain a current list of municipal infrastructure and capital project priorities for alignment of funding opportunities with upcoming objectives.
• Conduct research to identify funding sources / grants that match these objectives. Liaise with municipal staff to assist with grant application submissions and strategies.
• Regularly provide communication updates to municipal staff regarding funding opportunities available to the Corporation, indicating eligibility requirements, funding amounts, deadlines, and application details. Support project leads in assessing readiness and prioritization of grant applications.

Grant Application Development

• Research and confirm budget availability for any municipal portion of the grant application and liaise with municipal staff to determine funding application feasibility.
• Work cooperatively with municipal staff (with cross-department coordination as necessary), to prepare the grant applications and required documentation for review and comments, prior to submitting the application. Complete all application requirements and submit approved funding applications prior to the deadline.
• Track grant applications submitted, monitor their status and provide ongoing communication with municipal staff regarding whether the application is approved / declined. Maintain records of grant applications in accordance with the Records and Information Management program.
• Establish and maintain working relationship with funding organizations prior to and throughout the application process ensuring submitted applications are of best quality.
• Provide appropriate level of follow up on grant status with the funding agency/organization to maintain relationships and flag any additional requirements.

Grant Administration

• For successful grant applications, work cooperatively with municipal staff to coordinate funding announcements, implementation, evaluation and reporting requirements to ensure all steps meet the grant requirements.
• Coordinate with relevant staff to maintain a central grant file to monitor project leads, status, financial information, relevant deadlines, claims and reporting.
• Maintain central grant register on Sharepoint with relevant documentation of each grant. Support audit readiness by ensuring documentation is organized, complete and retrievable.

Reporting

• Manage an internal reporting schedule and reminders for all active grants.
• Support project leads in claims and other required reporting as outlined in the grant agreements by relevant deadlines.
• Prepare annual grant update report to be presented to Committee of the Whole/Council.
• Prepare reports, make recommendations and presentations, attend and participate in Committee and/or related community group meetings as required.

Donations & Sponsorships

• Main point of contact for donations and sponsorships.
• Develop a summary and action plan for donation and sponsorship opportunities.
• Liaise with relevant Municipal staff to coordinate and facilitate donation and sponsorship acceptance and tracking.
• Support the development of the Donation and Sponsorship policy(s).
• Maintain continuity of relationships with donors and sponsors.
• Prepare reports to Committee of the Whole (COW), Council and internal/external stakeholders as necessary.

General

• Track and analyze grant performance based on but not limited to approval rates, turnaround time, administrative burden, delivery success, audit issues, lapses/deferrals/extensions and budget compliance.
• Recommend and support internal grant governance practices.
• Maintain regular communications and a positive working relationship with the funding program administrators and government staff; seek feedback on applications, information on potential eligibility, suggestions for improvements for future applications and provide feedback to municipal staff accordingly.
• Adhere to all requirements for confidentiality on projects / funding applications and comply with protection of personal information.
• Demonstrate commitment to personal professional development by actively maintaining currency with skills and knowledge in grant-writing and grant administration.
• Demonstrate commitment to delivery of services and interact with the public in a courteous, informative, appropriate and prompt manner at all times and in all circumstances; provide information regarding services in area of expertise and support Municipal policy, procedures and by-laws.
• Adhere to high standards of ethical behaviour and demonstrate their understanding that their personal actions impact the public’s perception of the Municipality.
• Perform other duties as assigned by the Director or designate.

Skills and Abilities

• Written communication skills including grammar/spelling skills for proofreading, editing, note taking and writing of reports/correspondence.
• Verbal communication skills including courtesy, tact, discretion, explanation, judgment, persuasion and presentation skills.
• Exceptional attention to detail and accuracy, particularly in the preparation of applications, budgets, claims, supporting documentation and reports.
• Advanced research and analytical skills.
• Proven ability to establish productive working relationships and collaborate effectively with staff across all municipal departments, senior management, external funding agencies, community partners, consultants, donors and sponsors.
• Strong financial literacy, including the ability to understand project budgets, municipal funding contributions, eligible and ineligible expenditures, and cost-sharing arrangements
• Ability to coordinate multiple concurrent grant applications and active funding agreements, prioritize work based on deadlines, organizational priorities and risk, and escalate issues in a timely manner. Demonstrated discretion, sound judgment, political acuity and ability to maintain confidentiality in managing sensitive financial, project, Council, donor, sponsor and funding-agency information.
