Ce poste est responsable de la supervision et de la surveillance des activités de vente et de recrutement de World Financial Group Insurance Agency of Canada Inc. (« WFGIAC ») dans la province de Québec. La personne titulaire du poste veille à ce que les agents de WFGIAC respectent les politiques et procédures de WFGIAC ainsi que la Loi sur la distribution de produits et services financiers (RLRQ, chapitre D-9.2) (« LDPSF »).
Responsabilités
- Maintenir et améliorer le cadre de contrôle de supervision pour le Québec, y compris l’élaboration, le suivi et la production de rapports relatifs aux indicateurs clés de performance (ICP), aux indicateurs clés de risque (ICR) et aux contrôles de supervision conçus pour assurer une surveillance efficace des activités de recrutement, de vente et d’affaires des agents de WFGIAC. Veiller à la mise en œuvre et à l’application des exigences réglementaires actuelles et nouvelles, ainsi que des directives émises par l’Autorité des marchés financiers (AMF) et les organismes de réglementation applicables.
- Assurer la supervision des programmes de surveillance des fournisseurs de produits. Collaborer avec les assureurs afin de revoir les pratiques de vente, surveiller les tendances, traiter les préoccupations réglementaires et coordonner les communications destinées aux agents sur le terrain. Travailler en partenariat avec les fournisseurs de produits concernant leurs propres processus de supervision interne.
- Coordonner avec l’équipe des revues d’affaires du Québec la réalisation d’examens périodiques des succursales, de revues de dossiers clients et d’évaluations de conformité afin de vérifier le respect des exigences réglementaires, des attentes des assureurs ainsi que des politiques et procédures de WFGIAC.
- Diriger les activités de remédiation et assurer le suivi des mesures correctives, y compris la mise sous surveillance accrue des agents lorsque nécessaire, à la suite de lacunes relevées lors d’inspections de bureaux, d’activités de surveillance ou de revues de dossiers clients.
- Signaler les préoccupations importantes au président de WFG Canada et au chef de la conformité lorsque les activités de vente d’un agent ne respectent pas les politiques de WFGIAC ou la réglementation applicable au Québec. Superviser le processus d’examen de la convenance afin de s’assurer que les ventes d’assurance correspondent aux besoins des clients. Fournir des rapports sur les ventes et la qualité des dossiers des agents afin d’évaluer l’exhaustivité des dossiers et la capacité financière des clients.
- Effectuer des visites de supervision et des examens de conformité réglementaire dans toutes les succursales de WFGIAC au Québec.
- Soutenir l’équipe de conformité de WFG dans la mise à jour des politiques, la réalisation de projets spéciaux, le traitement des plaintes et les enquêtes.
- Offrir périodiquement de la formation aux partenaires internes (p. ex., l’équipe des revues d’affaires du Québec) et aux agents sur la vente fondée sur les besoins, les politiques et procédures de WFGIAC et tout autre sujet jugé pertinent par le responsable désigné.
- Surveiller les développements réglementaires, les bulletins de l’AMF, les mesures d’application réglementaire, les décisions disciplinaires et les lignes directrices du secteur afin de cerner les risques émergents et d’améliorer de façon proactive les pratiques de supervision, les contrôles et les programmes de formation.
Qualifications
- Douze (12) années d’expérience en conformité ou en supervision dans le domaine de l’assurance et/ou des valeurs mobilières.
- Détenir un certificat délivré par l’Autorité des marchés financiers (AMF) ou une attestation de formation équivalente.
- Permis d’assurance de personnes, selon les exigences du territoire concerné.
- Connaissance approfondie de la réglementation québécoise en assurance.
- Bilinguisme essentiel – maîtrise du français et de l’anglais, tant à l’oral qu’à l’écrit, afin d’exercer les fonctions du poste et de communiquer avec une clientèle diversifiée d’agents et d’employés. La personne titulaire devra effectuer ses interactions avec WFGIA en anglais, puisque l’équipe de gestion est située en Ontario et aux États-Unis et que les communications quotidiennes/fréquentes se déroulent en anglais.
- Excellentes aptitudes en communication écrite et verbale, en présentation et en gestion des relations afin de collaborer efficacement avec les partenaires d’affaires, les équipes de conformité, les services juridiques et la direction du réseau de distribution.
- Capacité à diriger des équipes, à influencer les autres et à transmettre des messages difficiles tout en maintenant des relations professionnelles efficaces.
- Maîtrise de la suite Microsoft Office.
Qualifications souhaitées
- Expérience à titre de responsable désigné(e) (RO) au sein d’une compagnie d’assurance ou d’un agent général gestionnaire (AGG).
- Diplôme universitaire dans un domaine lié aux affaires.
- Permis en fonds communs de placement.
Conditions de travail
- Environnement de bureau.
- Déplacements modérés (10 % à 25 % du temps).
- Déplacements dans les succursales de WFGIAC au Québec et à diverses réunions d’affaires.
- Certains déplacements peuvent nécessiter des nuitées et/ou des séjours de fin de semaine.
- Permis de conduire valide et véhicule requis pour effectuer les examens des succursales.
This position is accountable for the supervision and oversight of the sales and recruiting activities of the World Financial Group Insurance Agency of Canada Inc. (“WFGIAC”), within the province of Quebec. Ensures WFGIA agents comply with WFGIAC policies and procedures and the Act, respecting the distribution of financial products and services, CQLR, c. D-9.2 (the "ADFPS").
Responsibilities
• Maintain and enhance the supervisory control framework for Quebec, including the development, monitoring, and reporting of key performance indicators (KPIs), key risk indicators (KRIs), and supervisory controls designed to effectively oversee the recruiting, sales, and business activities of WFGIAC’s agents. Ensure implementation and enforcement of existing and new regulatory requirements, and other directives issued by the Autorité des marchés financiers (AMF) and applicable regulatory bodies.
• Provide oversight of product-provider supervision programs. Partner with carriers to review sales practices, monitor trends, address regulatory concerns, and coordinate communications to field agents. Collaborate with product providers with regard to their own internal oversight.
• Coordinate with the Quebec Business Review team to conduct periodic branch examinations, client file reviews, and compliance assessments to evaluate adherence to regulatory requirements, carrier expectations, and WFGIAC policies and procedures.
• Lead remediation efforts following up to impose and monitor corrective measures, such as agent heightened supervision, resulting from deficiencies identified during office inspections, surveillance activities, and client file reviews.
• Escalate material concerns to the President WFG Canada and Chief Compliance Officer agents’ sales activities that do not comply with WFGIAC’s policies and/or Quebec regulations. Oversee the suitability review process to ensure insurance sales align with the needs of the customer. Provide a agent sales and quality reporting to evaluate file completeness and client affordability.
• Conduct supervisory branch visits and regulatory oversight reviews for all WFGIAC branch offices in Quebec.
• Support the WFG Compliance team with policy updates, special projects, complaint handlingand investigations.
• Provide periodic training to internal partners (ie. Quebec Business Review team) and agents on needs-based selling, WFGIAC policies and procedures, and/or other topics the RO deems necessary.
• Monitor regulatory developments, AMF bulletins, enforcement proceedings, disciplinary decisions, and industry guidance to identify emerging risks and proactively enhance supervisory practices, controls, and training programs.
Qualifications
• Twelve years insurance and/or securities compliance or supervision experience
• Hold a certificate issued by the Autorité des marchés financiers (AMF) or equivalent training certificate
• Life insurance license, as required by territory
• Extensive knowledge of Quebec insurance regulations
• Bilingual – Fluent (oral and written) in French and English to complete required job duties and communicate with a diverse agent and employee base. Expected to complete dealing with WFGIA in English, as management located in Ontario and in the US, for daily/frequent communications
• Outstanding written and oral communication, presentation, and relationship management skills to work with business partners, Compliance, Legal, and Field leadership
• Ability to lead teams, influence others, and deliver difficult messages while still keeping effective relationships intact
• Proficiency using MS Office
Preferred Qualifications
• RO experience within an insurance company or managing general agent
• University degree in a business field
• Mutual funds license
