Job Summary:

To provide integrated environmental, health and safety and fire & life safety compliance support by leading programs to the multi-disciplined environment of the Division to address risks and liabilities related to regulatory compliance.  To be responsible for the on-site implementation, supervision, monitoring, auditing, and continual improvement of programs and activities related to Corporate and Division environment, health, safety, and quality management systems.

Major Responsibilities: 

• Designs, delivers, facilitates and coordinates fire and life safety and health and safety training programs to variety of audiences including but not limited to management, frontline staff, building operators, dwelling unit owners/residents, daycare employees, long term care residents and workplace employees.
• Assesses and evaluates participants' skills, knowledge and performance. 
• Conducts health and safety risk assessments to guide divisional policy/program/procedure/training development
• Develops, coordinates, implements and maintains divisional programs and strategies. Responsible for complex administrative and technical work involving development, coordination and direction of divisional programs.
• Conducts research into assigned area ensuring that such research considers developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
• Performs site inspections, risk assessments, accident and/or workplace refusal investigations to identify existing or potential hazards, determines corrective or preventive actions, and provides the necessary follow up.
• Supports Joint Health and Safety Committee functioning and reporting on JHSC compliance activities to management.
• Works proactively and in partnership with the Division's staff as required to develop, implement, maintain and continually improve Corporate and Division fire and life safety, health and safety, environment regulatory compliance and quality management systems, programs, procedures and standards. Participates in and reviews progress on program implementation and provides management and staff with advice, clear direction and tangible support on the application of voluntary and mandatory compliance tools.
• Works in close cooperation and consultation with People & Equity's Health and Safety Consultants to ensure consistent field interpretation and application of health and safety regulatory requirements as well as City policies, programs and procedures.
• Partners with other divisions in the design and delivery of special events, media campaigns and other activities to promote and provide education on fire prevention and health & safety awareness
• Establishes and maintains professional and constructive relations with City staff, management and other key stakeholders. Liaises with Federal, Provincial and Municipal regulatory agencies, communicating requirements to management and other affected parties, and assisting in developing, communicating and implementing corrective measures.
• Provides management and staff with technical expertise, advice, clear direction, and tangible support on the application of both mandatory and voluntary regulatory compliance tools and systems.
• Prepares analytical reports including reports on compliance issues and performance, internal audit reports, risk management plans and ad hoc management requests.
• Develops, plans, coordinates and conducts internal audits including but not limited to the development of audit program/procedures, and creation of audit report documenting findings, deficiencies and recommendations on areas of improvement in the health and safety systems or programs, operations, procedures and practices.
• Provides input in the development, implementation and timely maintenance of identified indices or standards against which Divisional and program performance can be measured.
• Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
• Participates in the selection and procurement of safety-related and environment-related tools and equipment.
• Advises management where frontline staff may be endangering themselves, others or the environment. Also identifies compliance and related performance issues for the Division's senior management, the unit manager and the Division's managers including making recommendations for corrective actions.
• Provides leadership in promoting a proactive risk management culture. Utilizes standardized risk identification and ranking tools and promotes a consistent approach to risk management.
• Utilizes specialized knowledge to interpret specific environmental and/or health & safety conditions (i.e. Industrial Hygiene, Hazardous Waste classification, suspect soils evaluations, etc.)
• Ensures consistency and application of safety and environmental policies and procedures, and fosters awareness of safety and environmental impact on operational risk.
• Assists and escorts Regulatory Inspectors during workplace site inspections.
• Creates and maintains resource data bank for regulatory training needs.
• Shares and actively exchanges knowledge and experience with peers and staff.

Key Qualifications:

1. Post-secondary education/ training in occupational health & safety, adult education, fire & life safety, or an equivalent combination of education and experience is required. Valid Canadian Registered Safety Professional (CRSP) certification considered an asset.
2. Considerable experience in training and development including needs assessment, program design, delivery and facilitating/ presenting courses, evaluation and related administration.
3. Experience assessing compliance, developing audit reports and recommending action plans to achieve compliance with applicable fire & life safety, health and safety legislation, standards, city policies, programs and procedures
4. Considerable experience reading, applying and interpreting the Occupational Health & Safety Act, Regulations, Standards, Fire Protection and Prevention Act, Ontario Fire Code, Building Code Act, Ontario Building Code, OFM Technical and Public Fire Safety Guidelines and related standards & legislation.
5. Ability to utilize the concepts of continuous improvement and best practice initiatives.
6. Ability to work with a variety of software packages including MS Office (i.e. Word, Excel, Access, Visio and PowerPoint, MS Project, ELI, Adobe) and purchasing software systems, e.g.. SAP – purchasing module, etc.
7. Excellent verbal, written and presentation communications skills as well as highly developed interpersonal, conflict resolution, analytical and problem solving skills.
8. Strong interpersonal skills with the ability to communicate effectively and maintain productive working relationships with managers, employees, union officials and external stakeholders.
9. Ability to identify needs; initiate, coordinate and manage projects and implement solutions in response to client issues.
10. Good organizational skills including the ability to prioritize and meet strict deadlines.
11. Proven consultation skills at all levels within an organization.
12. Ability to manage multiple priorities and meet deadlines.
13. Ability to influence others and apply assertiveness during delivery of presentations and recommendations.

15. Possession of a valid Ontario Class "G" Driver's License and access to a personal vehicle for work considered an asset.
16. The following certifications are considered assets: Certified Registered Safety Professional (CRSP), ISO45001 (Occupational Health and Safety Management System), NFPA 1031 (Ontario AHJ), BCIN (Fire Protection and General Legal), Fire Alarm Technician Qualification from CFAA, Sprinkler & Fire Protection Installer Qualification from Ontario College of Trades).
