Leader, Design and Annual Investment Programs (AIP)

Meridia Recruitment is pleased to partner with the City of Calgary in the recruitment of a Leader, Design and Annual Investment Programs. This is a great opportunity to contribute to the reliability, safety, and long‑term sustainability of Calgary’s water, wastewater, and stormwater systems by guiding the delivery of Annual Investment Programs that support the renewal and enhancement of critical utility infrastructure.


Reporting to the Manager of Water Infrastructure Delivery, the Leader, Design and Annual Investment Programs (AIP) will provide strategic and technical leadership for the planning, design, and execution of recurring capital investment programs essential to maintaining municipal linear water, wastewater, and stormwater infrastructure. You will oversee a diverse team of engineers, technologists, and project professionals who deliver design packages, feasibility reviews, and infrastructure renewal programs that reduce system risk, extend asset life, and ensure regulatory compliance. As a key member of the leadership team, you will foster a culture of safety, innovation, and collaboration while ensuring projects and programs align with corporate priorities and industry best practices.



Key Responsibilities
  • Leadership & Team Development: Lead, coach, mentor, and develop a team of technical and professional staff; oversee recruitment, onboarding, and training; set clear performance expectations; assign and review technical work; and foster a culture of safety, innovation, and collaboration with internal and external partners.
  • Design & Program Delivery: Provide engineering expertise and leadership across feasibility studies, pre‑design, detailed design, estimating, permitting, public relations support, contract administration (tendering, indemnification, approvals, permits), construction coordination, safety considerations and commissioning; lead the planning and delivery of Annual Investment Programs that drive proactive asset renewal, system resilience and lifecycle optimization for water, wastewater and stormwater infrastructure; ensure all design deliverables meet technical, regulatory, safety and performance requirements.
  • Strategic Direction & Program Planning: Develop long‑term strategic plans for recurring capital renewal programs, ensuring alignment with asset management principles, departmental goals and City‑wide priorities; support the development and management of operational and capital budgets while overseeing resource allocation and business process improvements to enhance program efficiency; reduce system risk and disruption through proactive asset renewal, program optimization and prioritization frameworks.
  • Governance, Standards & Continuous Improvement: Maintain and enhance engineering standards, quality assurance practices, project management tools and reporting structures to support consistent and efficient delivery of AIP programs; promote innovation, continuous improvement and best practices in design methodologies, asset management, risk mitigation and program delivery.
  • Collaboration, Communications & Industry Partnerships: Collaborate with internal partners, external agencies, regulators, consultants and contractors to support program planning, design development, permitting and construction readiness; support proactive stakeholder communication, issue management and coordination across Water Services and Utilities Delivery.
Qualifications/Skills
  • A degree in Engineering and at least 8 years of related professional engineering experience obtained after achieving P.Eng. designation.
  • Current licensure as a Professional Engineer with the Association of Professional Engineers and Geoscientists of Alberta (APEGA) with practicing status, or eligibility by the first day of work.
  • A degree in Civil or Environmental Systems Engineering is preferred.
  • Knowledge and experience in the delivery of significant infrastructure projects involving water, wastewater, or stormwater linear infrastructure.
  • Experience supporting review, evaluation, and negotiation of construction and service contracts.
  • Demonstrated experience leading capital infrastructure programs or major projects.
  • Equivalent combinations of education and experience may be considered.
  • Strong political acumen, negotiation and conflict resolution skills, strategic vision, critical thinking, judgement, and planning abilities.
  • Demonstrated success in building and developing strong teams, leading change, improving organizational performance, and cultivating productive working relationships with colleagues, partners, and stakeholders.
What is Offered to Staff
  • Rate of Pay: $148,900 – $186,100 per annum
  • Hours of Work: This is a non-union position that works Monday-Friday 35 hours per week.
