Your future role

Take on a new challenge and apply your expertise in competence management to a new cutting-edge field. You’ll work alongside dedicated and collaborative teammates.

You'll play a pivotal role in ensuring the Validation & Commissioning (V&C) personnel working on the OnCorr Signalling project are equipped with the qualifications, certifications, and technical proficiency needed to carry out their responsibilities safely and effectively. Day-to-day, you’ll work closely with teams across the business (such as the Validation & Commissioning Manager, Installation Field Operations Training Manager, and operational leaders), oversee competence management processes, and much more.

You’ll specifically take care of monitoring workforce competence levels and maintaining robust records, but also ensuring compliance with legal, regulatory, and industry standards.

We’ll look to you for:

• Overseeing and sustaining the V&C competence management process to ensure adherence to all applicable standards and requirements.

• Identifying, evaluating, and mitigating business and operational risks arising from competence gaps.

• Partnering with managers to appoint and train qualified competence assessors.

• Maintaining a rigorous audit framework for competence assessments, mentoring, and licensing processes.

• Monitoring workforce competence levels and supporting strategic resource planning for project needs.

• Ensuring timely renewal, remediation, or corrective actions for expired or forthcoming competence certifications.

• Implementing and maintaining mentoring processes aligned with standards and governance expectations.

• Acting as the principal point of contact for internal and external audits related to competence management.

• Providing regular updates to leadership on competence status, risks, and performance indicators.

• Driving continuous improvement by reviewing and enhancing competence-related processes.

• Relevant professional experience in signalling and telecoms, rail systems, engineering, safety-critical operations, or a comparable technical discipline.

• Experience operating within a project-based, operational delivery, construction, commissioning, or infrastructure environment.

• Comprehensive understanding of competence assessment, certification, licensing, and mentoring requirements within a safety-critical or regulated environment.

• Working knowledge of safety-critical work requirements, risk assessment methodologies, and EHS expectations.

• Proficiency with Microsoft Office applications (Excel, Word) and familiarity with database or competence management systems.

• Strong organizational, planning, and prioritization skills with exceptional attention to detail.

• Advanced written and verbal communication skills, with the ability to produce clear reports and stakeholder updates.

• Fluent in English, with strong professional communication and presentation capability.

• A valid driving license.

• The expected compensation for this role is  $90,000 – $120,000 CAD per year
