What is the Opportunity?
Aecon Civil is a recognized leader in the market, backed by strong self-perform capabilities and deep local expertise. We play a key role in building and enhancing infrastructure across Canada, the U.S., and an expanding international footprint, improving everyday life through the roads, bridges, tunnels, and transit systems that connect communities. With more than a century of experience and a full suite of integrated services, Aecon is a trusted partner for delivering complex civil projects, including tunnels, transit expansions, airports, ports, highways, and large-scale site development.
The project is a landmark heavy civil infrastructure project in Ontario's Kawartha Lakes and Barrie regions. As a key part of the Arctic Over the Horizon Radar Program , the project includes significant on-site and off-site material movement activities, extensive earthworks, deep and shallow foundation construction, structural concrete works, and the delivery of multiple buildings and supporting infrastructure.
As part of this project, Aecon's Civil team is advancing nation-building infrastructure through a strategic partnership with Pomerleau and Stantec. Delivered through a collaborative Integrated Project Delivery model, an Aecon-led joint venture is responsible for project delivery.

The Quality Manager will be responsible for the development and implementation of quality management systems and procedures.
What You'll Do Here:
- Supporting all activities of the Quality Team, including planning, establishing, documenting, and maintaining the QMP.
- Verification of procurement documents, procured items, and services for construction and installation work.
- Assist with the selection and assignment of project quality personnel to ensure they are trained, qualified, competent, and, where required, certified to perform the assigned functions.
- Ensure quality personnel have reviewed contract details pertaining to technical and quality requirements.
- Evaluating and selecting suppliers and subcontractors.
- Reviewing and accepting customer free-issue items and supporting documentation.
- Be independent of the design-builder’s site/production management team and have full access to quality documentation described in the quality management system held with design-builder parties.
- Initiate annual management reviews and take other necessary actions to ensure the effective operation and continuous improvement of the Quality Management System.
- Prepare quality audit plans, schedule, and coordinate internal and external quality audits of key processes with the relevant design-builder parties.
- Ensure all quality audits required under the quality documentation are conducted and report the findings to the client.
- Authority to immediately stop any work or activity that is not being performed in accordance with the applicable quality documentation.
- Liaise with the client and act as the primary representative for the Design-Builder on all matters related to quality management.
- Coordinate activities that demonstrate compliance of the Quality Management System to the Design-Builder and client.
- Prepare and submit monthly Quality Management System reports.
- Develop and implement a program for Disposition and Corrective Action for Non-Conformances.
- Approve and sign off on the action taken for closure of Non-Conformance Reports.
- Other duties as required.
What You Bring to the Team:
- Bachelor’s degree in Engineering, Physical Science, or a related field (or equivalent experience).
- Minimum 15 years of relevant experience in quality management with major infrastructure projects.
- Experience and knowledge of quality management systems and industry standards, including ISO 9001, N286, and N299.
- Certified ISO 9001:2015 Lead Auditor or experience in a similar quality management role.
- Proven ability in coordinating efforts to support, mentor, and audit Quality Management System requirements.
- Experience in planning and managing Quality Assurance and internal processes.
- Ability to apply technical knowledge, critical analysis, and decision-making skills to identify and resolve issues.
- Experience working on large-scale, multi-stakeholder projects.
- Strong computer skills, including proficiency in the MS Office suite.
- Strong sense of personal responsibility and accountability for delivering high-quality work.
- Excellent written and verbal communication skills, including technical writing.
- Valid Driver’s License.
- Availability to work in-person 5 days per week.

The expected pay range for this role is $120,000 - $150,000 per year.
Individual pay is determined based on several factors, including work location, education, experience, unique skills and job conditions. Other considerations may include certifications, specialized training, and the complexity or scope of the role.
