Job Summary:
The Human Resources Manager under the direction of the Chief Operating Officer is primarily responsible for workforce planning, compensation governance complex employee relations, succession planning, culture, compliance, HR analytics and executive KPI reporting, and evaluating the human resources department. The Human Resources Manager will be responsible for overseeing personnel management, including wage increases, promotions, and disciplinary actions in compliance with company policies. This position will also determine staffing requirements and participate in the recruitment process. This individual will comply with provincial and federal legislation, company and health and safety policies and ISO/IATF quality program and procedures. 

Education and Experience:
  • A college diploma or degree is Human Resources is required  
  • Minimum of 7-10 years of progressive work experience in Human Resources is required
  • Minimum of 3 years of Human Resources experience at the manager level is required
  • Strong knowledge of Ontario Employment Law, investigations, compensation, employee relations and workforce planning 
  • Relevant industry experience is highly desired
  • CHRP or CHRL designation is an asset
  • Credible executive advisor who can protect compliance while maintaining a high-trust, shop-floor-visible HR function
  • Strong leadership, practical and interpersonal skills
  • Valid Class G driver's license 
  • Proficient in computers with the ability to user various computer applications such as Microsoft Office, and experience with a Human Resources Information System

Job Requirements and Responsibilities: 
  • Develop and implement a Human Resources Mission & Strategy that aligns with OTC's Mission and Company Strategic Goals
  • Overall management of Human Resources projects
  • Handle all complex employee terminations and other complex employee relations issues including investigations, disciplinary actions, harassment claims, or other workforce conflicts
  • Anticipate and identify emerging issues, trends, and problems that affect the policies and programs of the company
  • Lead workforce planning, succession planning, skills/competency architecture, apprenticeship pipeline, critical-role coverage, and organization-design support 
  • Ensure compliance with all legislative, labour law, and Health & Safety regulations by executing necessary policies and procedures
  • Provide guidance for change management initiatives
  • Perform continuous evaluation, development, and execution of company policies, programs, and processes
  • Perform all duties and responsibilities in a manner consistent with the company mission statement, philosophy, and ethical standards
  • Participate in various internal and external meetings
  • Represent the company on legal matters
  • Positively contribute to a healthy corporate culture by building trust, teamwork, respect, and continuous improvement
  • Maintain HR related records required for ISO/IATF certification 
  • Develop and implement recruitment strategies that will ensure the organization is hiring the best possible talent for both current and future roles within the organization
  • Consult with management to identify recruitment needs, job specifications, job duties, qualifications, and skills
  • Responsible for the planning, development, communication, analyzing, and modifying of Omega's benefits plans to establish competitive corporate policies and procedures that adhere to current legal requirements
  • Collaborate with the President/COO/CFO to manage the company wage and salary structure, pay policies, and other compensation

  • Govern compensation: wage/salary structure, off-cycle reviews, market benchmarking, pay equity, job levels, performance-linked pay and executive recommendations
  • Own performance management framework, leadership development, supervisor capability, policy governance, employee engagement, HR analytics, and culture initiatives 
  • Provide oversight, maintenance, and development of Omega's performance management systems and processes
  • Development and maintenance of competencies and performance assessment tools for all levels of the organization
  • Maintain the HRIS/Employee Files for all performance management information to account for any development needs and always ensure the accuracy of records
  • Responsible for the planning, development, and implementation of a variety of professional training and development programs for all employees
  • Research and implement best practices for ongoing training in employee excellence, and will hold responsibilities for the coordination, promotion, and evaluation of employee development programs
  • Ensure that statutory training requirements are met
  • Work with managers and trainers to solve specific training gaps
  • Monitor, evaluate, and record training activities and program effectiveness 
  • Report HR KPIs to executive leadership: turnover, absenteeism, open roles, time-to-fill, training completion, ER case trends, wage actions, and retention risks
Salary Range: $100,000 - $120,000
