The Strategic Enterprise Integration & Modernization (SEIM) Division within the Office of the Chief Financial Officer is leading a transformational Payroll Modernization Project focused on improving payroll processes, systems, data management, reporting capabilities, and service delivery across the organization. Drawing on best practices in business transformation, process optimization, and enterprise systems implementation, the project will support the modernization of payroll operations while ensuring compliance, data integrity, operational efficiency, and an enhanced user experience. 

Reporting to the Project Director Business Transformation, the Business Analyst will play a key role in supporting the planning, analysis, design, implementation, testing, and adoption of modern payroll solutions. The successful candidate will work closely with Payroll, Human Resources, Information Technology, Finance, vendors, and business stakeholders to document current and future-state business processes, gather and analyze business requirements, support system configuration and integration activities, and contribute to organizational change initiatives.

Major Responsibilities

• Conduct business process reviews and analysis of current payroll-related processes, identifying opportunities to improve efficiency, effectiveness, compliance, and service delivery. 
• Gather, document, validate, and manage business, functional, systems, process, and data requirements through interviews, workshops, surveys, document reviews, and stakeholder consultations. 
• Facilitate requirements review sessions, process-mapping workshops, and business process re-engineering activities with stakeholders. 
• Develop and maintain As-Is and To-Be business process documentation, workflow diagrams, Business Requirements Documents (BRDs), use cases, requirements tracablity documentation, and standard operating procedures.
• Identify and evaluate options related to policies, procedures, technology, information systems, and management practices, and recommend solutions to improve payroll service delivery. 
• Support one or more workstreams within the Payroll Modernization Project and contribute to project planning, execution, monitoring, and reporting activities. 
• Build effective working relationships with Payroll, Human Resources, Finance, Information Technology teams, vendors, System Integrators (SIs) and external partners to achieve project objectives. 
• Participate in cross-functional project teams, steering committees, working groups, and stakeholder forums. 
• Prepare Business Requirements Documents (BRDs), business cases, feasibility studies, project documentation, requirements specifications, training materials, and executive briefing notes. 
• Prepare reports, presentations, status updates, and recommendations for senior management and project governance committees. 
• Analyze payroll, employee, and financial data to support business decision-making, process improvements, and system implementation activities.
• Perform data mapping, data validation, and data quality assessments to support system integration and migration activities. 
• Develop and maintain data dictionaries, business rules, data definitions, and reporting requirements. 
• Support the development of dashboards, performance measures, key performance indicators (KPIs), and analytical reporting solutions using business intelligence tools.
• Conduct analysis to measure the effectiveness and efficiency of payroll processes and help establish performance monitoring frameworks. 
• Support solution design reviews and ensure business requirements are accurately reflected in proposed solutions. 
• Assist with testing activities, including requirements traceability, test planning, test case development, execution, defect tracking, issue resolution, and user acceptance testing to ensure business requirements are fully validated.
• Support change management activities by preparing communications, training materials, user guides, and stakeholder engagement plans.
• Deliver presentations, walkthroughs, and training sessions to support user readiness and adoption of new payroll processes and systems. 

Key Qualifications

1. Post-secondary education in Business Administration, Business Analysis, Information Systems, Finance, Public Administration, Data Analytics, Project Management, or a related discipline, or an equivalent combination of education and experience. 
2. Considerable experience gathering, analyzing, documenting, and validating business requirements including Business Requirements Documents (BRDs) and maintaining requirements traceability throughout the testing lifecycle
3. Experience conducting business process reviews, process mapping, workflow analysis, process re-engineering, and service improvement initiatives. 
4. Experience supporting large-scale business transformation, SAP Payroll, SAP S/4 HANA Payroll, ERP implementations, enterprise modernization projects, enterprise systems implementation, ERP, payroll, HRIS, or related technology projects. 
5. Experience conducting data analysis, data validation, reporting, and developing dashboards or analytical solutions using tools such as Excel, Power BI, Tableau, SQL, or similar technologies. 
6. Experience preparing business cases, feasibility studies, requirements specifications, process documentation, training materials, and executive-level reports. 
7. Strong facilitation, consultation, and stakeholder engagement skills, with the ability to effectively communicate complex business and technical concepts to diverse audiences. 
8. Demonstrated ability to work independently and collaboratively in a complex, fast-paced, and evolving project environment while managing competing priorities. 
9. Highly developed analytical, problem-solving, research, and critical-thinking skills, with the ability to develop practical options and recommendations to support decision-making. 
10. Strong verbal and written communication skills, including experience preparing presentations, facilitating workshops, and delivering training. 
11. Knowledge of payroll processes, payroll legislation, human resources systems, SAP SuccessFactors, SAP Payroll, SAP S/4 HANA Payroll, systems integrations, ERP implementations, data migration, systems integration, or change management principles will be considered strong assets.
12. Certified Business Analysis Professional (CBAP), PMI-PBA, PMP, Lean/Six Sigma, Prosci, or other relevant professional certifications would be considered assets.
