Job Summary:

The Home Child Care Services Manager plays a pivotal role in overseeing the operations, administration, and strategic leadership of the Licensed Home Child Care Program within the organization. This multifaceted role involves program oversight, provider recruitment and training, family engagement and support, regulatory compliance and reporting, collaboration and partnership and leadership of the home visitor team. The Program Manager also focuses on strategic elements important to Today's Family such as financial oversight, people practices, service development, and community relations to ensure the delivery of high-quality services to children and families.

Key Responsibilities:

• Strategic Leadership:
• Manages all aspects of the licensed home child care program, ensuring compliance with provincial regulations, licensing standard and agency policies.
• Develops, implements, and evaluates program policies, procedures, and practices to maintain high quality child care services.
• Implements recruitment plans for new providers; ensuring proper steps are in place throughout the recruitment process.
• Provides effective leadership and supervision to the Home Visitor team, including recruitment, training, and performance management.
• Fosters a positive team culture that values collaboration, accountability, innovation, inclusion and caring with a child and family centered service delivery.
• Conducts regular team meetings, one to one check ins, performance evaluations ensuring alignment with program goals and objectives.
• Stewards relationships with potential providers and community partners in various communities.
• Operational Planning:
• Works collaboratively with other departments to ensure seamless workflows and positive business practices.
• Tracks parent concerns and complaints, ensuring timely resolution.
• Maintains accuracy across all systems regarding provider statuses and changes.
• Conducts audits of children's files to ensure accuracy in their statuses.
• Organizes and distributes items such as books and PPE to providers and children.
• Drafts email communications to families, providers, and LHCC team members as needed.
• Conducts visits alongside home visitors in provider homes to support challenges.
• Reallocates caseloads among home visitors when required.
• Financial Planning & Oversight:
• Collaborates with senior leadership and finance department to develop annual budgets for licensed home child care program, ensuring alignment with organization goals, priorities, and funding sources.
• Monitors budget performance through the fiscal year, identifying variances, trends and potential cost saving opportunities, adjusting as needed to optimize resource allocation.
• Oversees the administration of grants, contracts and funding agreements related to licensed home child care program, ensuring compliance with grant/funding requirements, reporting deadlines and deliverables.
• People Practices:
• Provides strong leadership and supervision to the home visitor team, setting clear expectations, goals, and performance standards.
• Fosters a collaborative and supportive team environment that promotes open communication, professional growth, and continuous improvement. Conducts regular team meetings, check in and training to provide guidance, support and feedback to team members and support them with their caseload.
• Regulatory Compliance and Reporting:
• Ensures all licensed home child care providers adhere to provincial regulations, including health and safety standards, licensing requirements and record keep practices (experience with digital record keep system is an asset)
• Prepares and submits accurate reports, documentation and licensing applications to regulatory authorities and internal reporting requirements in a timely manner
• Remains updated on changes to child care legislation, regulation, and licensing requirements in Ontario and ensures program compliance accordingly.
• Collaboration, Partnership and Advocacy:
• Works collaboratively with community partners to enhance the quality of care for children and families.
• Represent the agency in community meetings, forums and partnerships related to early childhood education, family support and child welfare
• Advocates for the needs of children and families served by the licensed home child care program, promoting awareness and action to address systemic barriers and inequities.

Qualifications:

• Registered Early Childhood Educator preferred
• 2 years previous experience in program management, preferably in a child care or home visiting setting
• Excellent communication, interpersonal and organizational skills
• Ability to work independently and collaboratively in a fast-paced, dynamic environment
• Knowledge of child care regulations, community resources, and best practices
• Ability to collaborate effectively with diverse stakeholders, including families, community partners and agency staff
• Proficiency in Microsoft Office Suite and database management
• Commitment to upholding ethical standards and confidentiality
• Valid Driver's license and access to a vehicle to travel to home visits and community meetings.

Education: • ECE Diploma Program or equivalent (i.e. Rec & Leisure, Child & Youth Worker, Ont. College of Teachers)

License: RECE; In good standing with the College of ECEs (CECE)
